OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY December 9, 2008 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on December 9, 2008.
1. CALL TO ORDER Meeting was called to order at 7:00 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Dillon
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas, and Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill Connor, City Administrator John Carlson and City Clerk Carole Stephens. Township Supervisor Robert DeSutter, Residents: Bill Gangloff, John Powell and Rolland Reinhart. Alderman Mathewson was absent
4. ADDITIONS AND OR DELETIONS FROM AGENDA None
5. APPROVAL OF MINUTES Motion to approve the Minutes from the November 25, 2008 City Council Meeting was made by Alderman Dwyer and seconded by Alderwoman Thomas. ROLL CALL VOTE – 7 Ayes Dwyer, Thomas, Dohm, Ganson, Meismer, Roberts, Venzon Nays – 0 Absent 1 Alderman Mathewson Motion Carried
6. COMMUNITY POLICE REPORT Officer Watkins was absent. No report.
7. MAYOR’S REPORT Mayor Dillon stated how proud Joann Sams was that she led the Pledge of Allegiance at the November 25, 2008 City Council Meeting. Mayor Dillon and City Administrator Carlson met with Jehan Gordon, the new State Representative from our District, and went over some infrastructural things needed for the City. The West Peoria Residents Association Christmas Party was held at the Franciscan Center on December 7, 2008. The entertainment was great and everyone had a wonderful time. The Quarter Notes from Morton sang, the Flynn Irish Dancers had a wonderful program and a Story Teller. Jeff Reagan the Waste Management Collector took people on carriage rides using Mark Whrel’s (Haddad’s) Vehicle. Mayor stated that today is Alderman Venzon’s birthday. Everyone wished John a happy birthday and cake was served after the Council Meeting.
8. PUBLIC COMMENT Township Supervisor stated that the Boy Scouts will be going out on the float from 6:00 p.m. to 8:00 p.m. on Monday the 15th, Thursday the 18th and Friday the 19th. Hopefully the weather will cooperate.
9. MOTION TO APPROVE ORDINANCE 2008-22 AN ORDINANCE LEVYING TAXES FOR ALL CORPORATE PURPOSES FOR THE CITY OF WEST PEORIA, PEORIA COUNTY, ILLINOIS, FOR THE FISCAL YEAR BEGINNING MAY 1, 2009 AND ENDING APRIL 30, 2010 was made by Alderman Roberts and seconded by Alderman Meismer. Discussion: John Carlson stated that the Tax Levy is under five percent. He then stated; an interesting note was pointed out by the City’s accountant Eric Jones, that last year the City made more money from the interest income of the investments than the City took in on property tax. ROLL CALL VOTE - 7Ayes Roberts, Meismer, Dohm, Dwyer, Ganson, Thomas, Venzon Nays – 0 Absent – 1 Alderman Mathewson Motion Carried
10. MOTION TO APPROVE CANCELLATION OF THE DECEMBER 23, 2008 CITY COUNCIL MEETING FOR THE CITY OF WEST PEORIA was made by Alderman Dohm and seconded by Alderman Ganson. Discussion: Mayor Dillon stated that the Council Meeting was scheduled for December 23. two days before Christmas and as in the past this meeting has been cancelled. ROLL CALL VOTE – 7 Dohm, Ganson, Dwyer, Meismer, Roberts, Thomas, Venzon Nays – 0 Absent – 1 Alderman Mathewson Motion Carried
11. OTHER BUSINESS – DISCUSSION ONLY None
12. COMMITTEE REPORTS
A. FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR Alderman Robert reported on the Finance Committee Report due to the absence of Alderman Mathewson. The Finance Committee met on December 2. The Committee went over the Tax Levy which was voted on tonight, we went over the Financial Report and reviewed the bills. Our next meeting will be January 6, at 5:30 p.m. City Hall.
B. LAND USE COMMITTEE – ALDERMAN DOHM CHAIR The Land Use Committee has not met since our last City Council Meeting. Our next meeting will be December 17, 2008 at 6:30 p.m. at City Hall. We will have a full agenda.
C. PUBLIC SAFETY COMMITTEE – ALDERMAN DWYER, CHAIR The Public Safety Committee has not met since our last City Council Meeting. Our next meeting will be December 17, 2008 at 5:30 p.m. at City Hall.
D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON The Transportation Committee has not met since the last City Council Meeting. Our next meeting will be December 11, at 6:30 p.m. at City Hall.
13. PUBLIC COMMENT None
14. ADJOURNMENT Motion to adjourn this meeting was made by Alderman Roberts and seconded by Alderman Meismer. Motion carried unanimously by voice. Meeting adjourned at 7:09 p.m. _______________________ Carole Stephens – City Clerk
