Meeting of the City Council of West Peoria, Illinois was held at the
West Peoria City Hall on November 27, 2007.

CALL TO ORDER
Meeting was
called to order at 7:00 p.m.
2. PLEDGE OF
ALLEGIANCE
The Pledge of
Allegiance was led by Mayor Jim Dillon.
3. ROLL
CALL
The following
members were present: Alderman Dohm, Alderman Dwyer, Alderman
Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas,
and Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill
Connor, City Administrator John Carlson, City Treasurer Jennifer
Main, and City Clerk Carole Stephens. Alderman Ganson was absent.

5. APPROVAL OF
MINUTES for the November 13, 2007 City Council Meeting was
made by Alderman Dohm and seconded by Alderman Thomas.

6. OFFICERS
REPORT
Officer Chris
Watkins was absent.
7. MAYOR’S
REPORT
Mayor reported
that he and Henry have been working on getting the proposals for the
City Garage and getting the city trucks ready for the first snow
fall. Mayor Dillon asked if the Council wanted to cancel the last
City Council Meeting in December, this year it falls on Christmas.
It was suggested that we bring it up at THE December 11 City
Council Meeting for approval.
8. TREASURER’S
REPORT
Jennifer Main
City Treasurer passed out the October Treasurer’s Report.
Motion to approve and accept the October Treasurer’s Report was made
by Alderman Mathewson and seconded by Alderman Meismer.

9. MOTION TO
ACCEPT THE PROPOSAL FOR AUPPERLE CONSTRUCTION TO BUILD THE “WELCOME
WALL” AT THE CORNER OF HEADING AVENUE AND MAIN STREET ORDINANCE NO.
2007-15 was made by Alderman Mathewson and seconded by Alderman
Meismer
Discussion:
Mical McFarland presented an estimate by Aupperle Construction to
build a decorative “Welcome Wall” this spring at the grassy area on
the corner of Main Street and Heading Avenue. This wall would be
similar to the Welcome to the West Bluff wall at Moss Avenue and
Western Avenue, and letters would be placed in the concrete to read,
“Welcome to the City of West Peoria”. While this land is owned by
the City of Peoria, we already signed an Intergovernmental Agreement
with Peoria saying that for at least 20 years any removal of
permanent structures built by us would be at the expense of the City
of Peoria. Mical said that Aupperle Construction could build the
Wall for under $20,000 and the idea was put forth to use the
donation of Mr. Fahnestock (of $20,000 for the “beautification” of
West Peoria) to pay for the Wall. After the Wall’s completion, a
plaque will be placed on a side pillar recognizing Mr. Fahnestock’s
generosity.

ACCEPT THE INTERGOVERNMENTAL AGREEMENT BETWEEN WEST PEORIA
LIGHTING DISTRICT AND THE CITY OF WEST PEORIA was made by Alderman
Mathewson and seconded by Alderman Meismer

11. MOTION TO
AWARD THE CONTRACT TO BUILD CITY GARAGE TO PEORIA METRO
CONSTRUCTION, INC. WITHOUT GOING OUT FOR COMPETITIVE QUOTES was made
by Alderman Mathewson and seconded by Alderman Venzon
Discussion:
Mayor Dillon said that the City went on a Design Build for
proposals. Four companies were contacted; three companies responded.
Peoria Metro Construction is the low quote with two alternates.
Weather permitting they will start on it.

COMMENT
City
Administrator John Carlson said that Roger Larson with the
University of Illinois Extension will be here on January 29th, 2008,
the 5th Tuesday of the month at 5:00 or 5:30 p.m.
More
information will be announced.

14. COMMITTEE
REPORTS
A. FINANCE
COMMITTEE – ALDERMAN MATHEWSON – CHAIR
The Finance
Committee has not met since our last City Council Meeting. Our next
meeting will be December 5th, at 5:30 p.m. at City Hall. Our Tax
Levy will be at the next City Council Meeting. Alderman Mathewson
put a Calendar of Events in each of the City Officials mailboxes; a
discussion for this will be at the City Council Meeting December 11,
2007.
B. LAND USE
COMMITTEE – ALDERMAN DOHM – CHAIR
The Land Use
Committee has not met since the last City Council Meeting. Our next
meeting will be December 19th, at 6:30 p.m. at City Hall.
C. PUBLIC
SAFETY COMMITTEE – ALDERMAN DWYER – CHAIR
The Public
Safety Committee has not met since the last City Council Meeting.
Our next meeting will be December 5th, at 7:00 p.m. at City Hall.
Discussion:
John Walker, Lighting District, commented that the Lighting
District has applied for a Rate Relief Municipal Street light
Conversion Program with Ameren CILCO. This program Ameren decides,
using a formula, how many street lights they will convert for us
with up grades to high pressure lamps and fixtures. As of this date
we do not have a number. We are also responsible for the School
Crossing Lights; the School Crossing lights have been upgraded to
LED’s.
D.TRANSPORTATION COMMITTEE – ALDERMAN VENZON
The
Transportation Committee has not met since the last City Council
Meeting. Our next meeting will be December 13th, at 6:30 p.m. at
City Hall.
15. PUBLIC
COMMENT
Peggy Dwyer,
West Peoria Residents Association, ask the City Council if they
would lead the Community in the Christmas Sing-Along for the West
Peoria Christmas Party at the Franciscan Center on Sunday December
2nd, 2007.
Bob DeSutter
announced that the Cub Scouts will be pulling the float on December
10, 13 and 14 through West Peoria.

ADJOURNMENT
Motion to
adjourn this meeting was made by Alderman Roberts and seconded by
Alderman Dwyer. Motion carried unanimously by voice. Meeting
adjourned at p.m.7.26 p.m.
