OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY NOVEMBER 25, 2007 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on November 25, 2008.
1. CALL TO ORDER Meeting was called to order at 7:00 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Joann Sams. Joann is visiting Mayor Dillon and his family for Thanksgiving.
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Meismer, Alderman Roberts, and Alderwoman Thomas. Also present: Mayor James Dillon, City Attorney Bill Connor, City Treasurer Jennifer Main and City Clerk Carole Stephens. Absent: Alderman Ganson, Alderman Mathewson, Alderman Venzon and City Administrator Carlson.
4. ADDITIONS AND OR DELETIONS FROM AGENDA Item 8 Treasurers Report was deleted from the agenda.
5. MOTION TO APPROVE MINUTES A motion to approve the minutes as read from the November 10, Special Meeting of the City Council Meeting was made by Alderman Dohm and seconded by Alderman Dwyer.

6. COMMUNITY POLICE REPORT Peoria County Deputy Chris Watkins was absent. No report.
7. MAYORS REPORT Mayor Dillon stated that Bullwinkle's Bar and Grill opened up on Farmington Road. The owners have done a lot of work on the building and hopefully this will be beneficial to the City. There are a couple more businesses that are thinking of relocating to West Peoria. Gene Pratt will be in contact with them. I have been contacted by Jehan Gordon, our new State Representative from this District, to set up a meeting to discuss the needs of West Peoria. The West Peoria Residents Association Christmas Party will be December 7th, at the Franciscan Center, the City Council and Staff were asked to come and sing Christmas Carols again this year.

10. MOTION TO APPROVE RESOLUTION 2008-04 A RESOLUTION AUTHORIZING ENTERING INTO A CONTRACT WITH A T & T was made by Alderman Roberts and seconded by Alderman Dohm. Discussion: This Resolution 2008-04 gives A T & T the authority to do the work so they can see where their lines run underneath Swords Avenue. The City is putting in a drain to prevent the house at Kenwood and Swords Avenues from flooding. The County is having the City to do a directional bore. There are a lot of utilities in that area. AT & T rules are that the City has to have a resolution that was passed by Council and send them a copy. ROLL CALL VOTE Ayes 5 Roberts, Dohm, Dwyer, Meismer, Roberts and Thomas. 11. MOTION TO APPROVE PAYMENT TO HERMANN & ASSOCIATES LLC. FOR MFT PROJECT NUMBER 01.008.08 MARKET STREET OBSERVATION & COORDINATION IN THE AMOUNT OF $16,419.74 (LINE ITEM NO. 17-00-532) was made by Alderman Roberts and seconded by Alderman Dwyer. 12. MOTION TO APPROVE PAYMENT TO ERIC JONES & COMPANY P.C. FOR PROFESSIONAL AUDIT SERVICE IN THE AMOUNT OF $25,881.50 (LINE ITEM NO. 01-11-531) was made by Alderman Meismer and seconded by Alderman Roberts. 13. PUBLIC HEARING: MOTION TO OPEN PUBLIC HEARING was made by Alderman Dwyer and seconded by Alderman Dohm. ROLL CALL VOTE: Ayes 5 Dwyer, Dohm, Meismer, Roberts, Thomas Nays 0 Absent 3 Alderman Ganson, Alderman Mathewson and Alderman Venzon Motion Carried Discussion: City Attorney Connor stated that: PUBLIC HEARING ORDINANCE 2008-21 AN ORDINANCE ESTABLISHING SPECIAL SERVICE AREAS 2008-01, 2008-02, 2008-03, 2008-04 AND LEVYING TAX WITHIN SAID SPECIAL SERVICE AREAS. This Public Hearing is for any public comments or questions for the Special Service Areas Ordinance 2008-21. Mayor Dillon asked if there is anyone present who would like to speak. Resident: Michelle Frakes, my address is 2427 W. Ayres. I bought this house in June of 2007. The family I bought it from told me there were no liens on the property. Now I get a letter stating my taxes will be raised and from my understanding this was something that was missed and now I am being charged. Attorney Connor explained that the Special Service Area is for sidewalks that were or will be in front of the homes within this Special Service Area. The City pays 50 percent and the owner of the property pays 50 percent and this runs for five years. This was one of eleven houses that were only taxed two of the five years. Now that we are aware of this we are trying to catch up. I will be glad to meet with you after the meeting and talk about the details on the purchase of your home. Mayor Dillon stated that for whatever the reason the County Clerk deleted the set properties on the list. This was brought to our attention and this is the reason they were put back on the tax roll. This was the countys mistake, and we are trying to clear it up so that it is fair for everyone who has paid the 5 years. Ms. Frakes stated that when she bought this property she was not told anything about the sidewalks. The papers I signed stated there were nothing against the property and that there are no additional charges, and now I get a letter stating that my taxes are going up. Alderman Dohm: This does not sound like it was disclosed. Attorney Connor: Or caught by the Title Company. I will be glad to discuss this after the Council Meeting. 14. MOTION THE APPROVAL OF ORDINANCE 2008-21 AN ORDINANCE ESTABLISHING SPECIAL SERVICE AREAS 2008-01, 2008-02, 2008-03, 2008-04 AND LEVYING A TAX WITHIN SAID SPECIAL SERVICE AREAS was made by Alderman Roberts and seconded by Alderman Meismer. Discussion: City Attorney Connor stated Special Service Area 2008-01 - 222 N. Sterling Avenue. Henry Strube just informed me that the property on the corner of West Moss and Sterling (Exhibit B-1) was already done. This should be crossed off of Exhibit B-1 and Exhibit A-1. This will be amended and returned to City Hall. ROLL CALL VOTE Ayes 5 Roberts, Meismer, Dohm, Dwyer, Thomas Nays 0 Absent -3 Alderman Ganson, Alderman Mathewson and Alderman Venzon Motion Carried
15. MOTION TO APPROVE PAYMENT TO HOROWITZ CONCRETE INC. FOR SPECIAL SERVICE AREA MOSS AVENUE SIDEWALK PROJECT IN THE AMOUNT OF $115,464.35 (LINE ITEM 10-00- 880) was made by Alderman Roberts and seconded by Alderman Meismer. No Discussion. ROLL CALL VOTE Ayes 5 Roberts, Meismer, Dohm, Dwyer, Thomas Nays 0 Absent -3 Alderman Ganson, Alderman Mathewson and Alderman Venzon Motion Carried
16. MOTION TO APPROVE PAYMENT TO MIDWEST ASPHALT REPAIR. INC. FOR SPRAY PATCHING THE STREETS AND ROADS IN THE AMOUNT OF $16,014.00 (LINE ITEM 01-41-860) was made by Alderman Roberts and seconded by Alderman Meismer. No Discussion. ROLL CALL VOTE Ayes 5 Roberts, Meismer, Dohm, Dwyer, Thomas Nays 0 Absent 3 Alderman Ganson, Alderman Mathewson and Alderman Venzon Motion Carried
17. APPROVAL OF CONTRACT WITH WASTE MANAGEMENT was made by Alderman Dwyer and seconded by Alderwoman Thomas. Discussion: The Public Safety Committee voted to extend the contract for one year at this time. This will give us an opportunity to check the feasibility of a single payer option for future contract. Mayor Dillon asked if we are going keep the curbside test area. Alderman Dwyer said that Waste Management would like the city to keep the curbside pick up, but before bringing it to the Council I would like to discuss this with you. The curbside test area is staying for now. Waste Management sent post cards to all the residents in the test area that they will have to start paying for the toters. If the residents do not want to pay for the toters, Waste Management will pick them up. ROLL CALL VOTE Ayes 5 Dwyer, Thomas, Dohm, Meismer, Roberts. 18. OTHER BUSINESS None
19. COMMITTEE REPORTS
A. FINANCE COMMITTEE ALDERMAN MATHEWSON CHAIR Alderman Roberts filled in for Chair Mathewson in his absence. The Finance Committee has not met since the last City Council Meeting. Our next meeting is December 2, 2008 at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE ALDERMAN DOHM CHAIR The Land Use Committee met on November 19, 2008. The Committee went over our normal housekeeping details. We discussed the purchase of a new computer for City Hall, which we will bring back to the December meeting; we discussed networking the system, rather than using a server. The Mail Meter did not make it to our agenda; this possibly will be coming in December. Our next meeting is December 17, at City Hall at 7:30 p.m.
C. PUBLIC SAFETY COMMITTEE - ALDERMAN DWYER - CHAIR The Public Safety Committee met on November 19, 2008. The major topic of discussion was the Waste Management contract. Mr. Schaab attended and gave us an update on the curbside test area. The Committee discussed the site for the recycling service. We do not have anything currently available. Our next meeting is December 17, at City Hall at 5:30 p.m. Alderman Dohm asked to explain the single payer option. Alderman Meismer: The purpose of single payer option has a two prong approach which would benefit the city and residents and hopefully lower the cost of collection and secondly would eliminate the need for the extra hours put in by city staff for sighting delinquents that overlap every month. What single payer comes to is eventually the payment for waste collection will be paid through property taxes. The residents would no longer be billed on a quarterly basis. We are trying to work out the logistics. We are looking into other cities and municipalities that have gotten into this program.
D. TRANSPORTATION COMMITTEE ALDERMAN VENZON The Transportation Committee met on November 13, 2008. The committee went over most of the items on the agenda that were approved at this meeting. We received a report on the Market Street Project. Henry stated that the Market Street will be opened up tomorrow and is complete except for the landscaping. Our next meeting will be December 11, at City Hall at 6:30 p.m.

Motion to adjourn was made by Alderman Roberts and Seconded by Alderman Meismer. Motion carried unanimously by voice vote. Meeting adjourned at 7:30 p.m.
