Meeting of the City Council of West Peoria, Illinois was held at the
West Peoria City Hall on November 13, 2007.
1.
CALL TO ORDER
Meeting was
called to order at 7:00 p.m.
2. PLEDGE
OF ALLEGIANCE
The Pledge of
Allegiance was led by Mayor Jim Dillon.
3. ROLL
CALL
The following
members were present: Alderman Dohm, Alderman Ganson, Alderman
Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas,
and Alderman Venzon. Also present: Mayor James Dillon, Attorney
Bill Connor, and City Clerk Carole Stephens. Alderman Dwyer and
City Administrator were absent.

5. APPROVAL
OF MINUTES for the October 23, 2007 City Council Meeting was
made by Alderman Meismer and seconded by Alderman Ganson.

6. COMMUNITY
POLICE REPORT
Officer Chris
Watkins spoke about the Burning Ordinance. He explained that on the
first call he writes a citation, and if called back he writes out a
ticket. There have been quite a few deer sightings in Peoria County.
Deer have been and spotted in West Peoria on Heading Avenue, Pierson
Hill, Swords Hill and the Cemeteries. During this cold weather
always remove the frost from your car windows before driving. Watch
your speed and remember that Rohmann Avenue, by Calvin Coolidge
School is 20 mph. The County is having another campaign to stop and
ticket all motorist or passengers who are not wearing their seat
belts. Remember to wear your seat belt while driving or riding.
7. MAYOR’S
REPORT
Mayor Dillon
thanked everyone who helped with the funding of PPUATS. We will
receive 1. 5 million dollars in the year 2014, in the year 2009 we
will have to be prepared to secure the additional funding for phase
two of the project. One mayor felt that the smaller cities, like
West Peoria, deserved more money and more funding, he agreed that
the point system is fair, but the smaller communities with project
like ours should not be forgotten. Henry said that the contractor,
who is putting in the water lines on top of the hill for Illinois
American, will be done in a week. Illinois American will come back
and make all the service taps.
8. MOTION TO
APPROVE ERIC JONES CPA FOR PROFESSIONAL SERVICES RENDERED
NON-ATTESTATION SERVICES FOR $3,315.00
was made by Alderman Mathewson and
seconded by Alderman Meismer.

This is the last part of our payment for the Audit

9. PROPOSAL
OF DESIGN OF GARAGE BUILDING
Discussion
Only: Mayor Dillon said that this is strictly a city garage
and he wanted to let the council know that the City has three
contractors who the City gave proposed Design Build guidelines on a
set of specs for a building. The contractors are supposed to be
getting back with us on November 20, 2007.

11. MOTION
TO APPROVE TO DEMOLISH 1402 STEVERS BY CDO TRUCKING COMPANY FOR THE
AMOUNT OF $5,200 was made
by Alderman Ganson and seconded by Alderman Mathewson
Discussion:
This house has been vacant; the gentleman died over a year ago. The
basement is full of water, the family lives out of state and wants
nothing to do with the property and did not pay the property taxes.
Our attorney got a Court Order to board up the property. After
seeing pictures that were taken of this property a decision was made
for everyone’s safety that it should be demolished.

12. MOTION
TO APPROVE ORDINANCE NO. 2007-14 AN ORDINANCE LEVYING TAXES FOR ALL
CORPORATE PURPOSES FOR THE CITY OF WEST PEORIA, PEORIA COUNTY
ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2007 AND ENDING APRIL
30, 2008 AS OUR TRUTH IN TAXATION ESTIMATE
was made by Alderman
Mathewson and seconded by Alderman Meismer
Discussion:
This is a Truth and Taxation Estimate that we have to make for our
Tax Levy and has to be there for twenty days and then we come back
and actually approve the Ordinance, twenty days from today or the
1st Tuesday in December.

TO APPROVE ORDINANCE NO 2007-15 AN ORDINANCE APPROVING AN

14. MOTION
TO APPROVE PAYMENT TO IMLRMA AGREEMENT FOR ANNUAL PAYMENT OF
$19,460.84 (LINE ITEM ACCOUNT NO. 01-11-592)
was made by Alderman Mathewson and
seconded by Alderman Dohm)
Discussion:
Alderman Mathewson recommended that we amend this motion to pay the
sum in full early of $19,460.84 to receive the 2 percent discount.

15. PUBLIC
COMMENT
Clay Dobelstein
and Cameron Brewer the new owners of Cam’s Place, on Farmington
Road, attended the City Council Meeting and introduced themselves to
the Council. The Grand Opening will be on November 21, the
Wednesday before Thanksgiving. Friday, October 16th, Cam’s
will open for family and friends. Pizza is the only food that will
be served. No one under 21 will be allowed in. Mayor Dillon talked
to them about the cigarette machine a person has to be 21. Officer
Chris Watkins said do not hesitate to call the Sheriff even if you
think you have a problem inside the bar or the parking lot.
16. OTHER
BUSINESS
City of West
Peoria Paint Program: The Finance Committee has been
discussing a Paint Program for several months now. One of the goals
of the Paint program is to encourage beautification of the
residential district. Other communities have implemented this
program. What we would like to accomplish is for the city to give
financial assistance to renters or owners who would like to paint
their home. There is an application in the packets that all of you
have and the basic description of how this would work.
Applications
are at City Hall, there will be inspections before and after. This
is a reimbursement program, so no money will be disbursed until the
project is completed. There hasn’t been a dollar amount allocated,
this will be decided at a future date. This is just for
discussion. Mayor Dillon asked if there is a way that the paint has
to be purchased at one of the two stores in West Peoria who sell
paint. This would promote business in West Peoria. This is just in
the planning stage for next spring.
17.
COMMITTEE REPORTS
A. FINANCE COMMITTEE – ALDERMAN
MATHEWSON – CHAIR
The Finance Committee met November
6th; we had a presentation put on by Gus Mason Jr. and another
employee from AFLAC. They would like to come to the City of West
Peoria and talk with the employees and elected officials. They will
set it up and City Administrator will set it up for anyone
interested. Three people are needed to sign up.
We have been discussing our
telephone bill and we are looking for a cheaper plan from AT&T.
There is a new law that was just passed and Attorney Connor gave us
the information about video and cable competition. Some other
company coming into the city, we need to come up with an ordinance
about that information and we are working on that. We should be able
to bring that up to the council soon. The Committee went over the
last part of the Audit, which was approved tonight. We went over the
IMLRMA Insurance, Paint Program, went over the Welcome to the City
sign, and reviewed our copier Maintenance Agreement with CDS and we
are only going to keep it for 3 months, then we may be looking into
a different copier. Approved all the bills. Our next meeting will
be December 4th, at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE –
ALDERMAN DOHM – CHAIR
The Land Use
Committee has not met since the last City Council Meeting; the
November 22nd, meeting was cancelled because of Thanksgiving Day.
Our next meeting will be December 19, at 6:30 p.m. at City Hall
C. PUBLIC
SAFETY COMMITTEE – ALDERMAN DWYER – CHAIR
The Public
Safety Committee met November 6th; we went over the Community
Emergency Plan. We discussed the Poke Weed and received more
information on it. We talked about communication to the community.
As far as the Public Safety Committee is concerned the Fence
Ordinance is adequate.
D.
TRANSPORTATION COMMITTEE – ALDERMAN VENZON
The
Transportation Committee met on November 8th at 6:30 p.m. In
addition to our regular business we had a great deal of discussion
on the Market Street Drainage Design. The City Engineer is doing a
good job trying to get it laid out and it is on schedule and will be
ready to send out bids late winter or early spring. We received a
PPUATS Grant, we didn’t quite get what we hoped but we can apply in
2009 for more. John also thanked everyone who was involved in
helping us. Heading Avenue Storm Sewers are officially in the books
with IDOT. Rohmann Avenue Phase 4 is on schedule for this spring.
We received information from a company involved with Global
Information System. We will have some one from the company come and
talk with us. Basically it is Computer Information, some of the
General Information for public viewing; Website, Zoning Boundaries,
TIF, and things that will be very useful for us as a city. We will
proceed with the sidewalk replacement on the North side of Moss
Avenue between Waverly Avenue and Sterling Avenue. There will be a
Public Hearing on this. Our next meeting will be December 13, at
6:30 at City Hall.
18. PUBLIC
COMMENT
Don Neal asked
about the development of the TIF District. Mayor Dillon told him
that the TIF District is generating a lot of revenue, and it is
paying off the expense of starting the TIF and we will have some
funds to use within the TIF. Mr. Neal asked about the Operation of
the Gravel Pit. Mayor Dillon recommended that Mr. Neal call the
E.P.A., they regulate the Pit. Alderman Mathewson told the
Council that Alicia Hermann, the City Engineer was a winner of the
40 Leaders Under 40. Congratulations to Alicia.

Motion to
adjourn this meeting was made by Alderman Roberts and seconded by
Alderman Meismer. Motion carried unanimously by voice. Meeting
adjourned at 7:52 p.m.
