A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on October 23rd, 2007. 1. CALL TO ORDER Meeting was called
to order at 7:00 p.m. 2. PLEDGE OF ALLEGIANCE The Pledge of
Allegiance was led by Mayor Dillon 3. ROLL CALL Alderman Dwyer,
Alderman Ganson, Alderman Mathewson, Alderman Meismer, Alderwoman
Thomas, Also present: Mayor James Dillon, City Administrator John
Carlson, City Treasurer Jennifer Main, City Clerk Carole Stephens
and City Attorney William Connor. Alderman Dohm and Alderman Venzon
were absent. 4. MOTION TO OPEN PUBLIC HEARING REGARDING AMENDING THE ANNUAL BUDGET FOR THE FISCAL YEAR BEGINNING MAY 1, 2006 AND ENDING APRIL 30, 2007 was made by Alderman Mathewson and seconded by Alderman Dwyer. ROLL CALL Ayes – 6

Alderman Mathewson stated this is an Amendment for last year’s
Budget. Going through the Audit Process there were two corrections

Meismer, Ganson, Dwyer, Mathewson, Roberts, Thomas 7. COMMUNITY POLICE REPORT Deputy Watkins
reminded everyone that October 31st is Halloween and the
curfew will be enforced. Deputy Watkins recommended that all
children be accompanied by adults and to carry your cell phone. The
Bike Patrol is active until Halloween. West Peoria had an armed
robbery on October 18th, at Mark’s Market on Farmington
Road. Do not park in the alleys unless it is absolutely necessary
and keep your car doors locked at all times. 8. MAYOR’S REPORT We are still working on getting prices for the new city garage. We had a meeting tonight with the West Peoria Township and the agreement was passed to let us lease their property. I have been in
contact with new potential business owners that are taking over a
couple of businesses in West Peoria. I attended the PPUATS
Technical Meeting last week, with John Carlson, Henry Strube and
Alicia Hermann, in hopes of securing funding for Sterling Avenue.
They put in a new plan prior to everyone submitting their projects
this year, a point system; the idea was do way with the old system,
where the bigger cities always received the money. At this time we
felt optimistic that we had a fair chance for funding of Sterling
Avenue. Henry and Alicia did a great job explaining the plans for
Sterling Avenue. Our Project was ranked number two out of the eight
projects. But they did not keep to the new point system, so our
project went to an alternate for the year 2015, if funds were
available. They projected that there maybe 1.5 million dollars
left. To do this we would have to divide the project into two phases
to complete this project. Most of the projects were a 70% matching
grant. Alicia suggested that if they turned it all into a 60% they
would be able to fund all of the projects. I am writing a letter on
the City’s behalf, to Terry Kohlbuss stating my displeasure of what
went on at the Technical Meeting. If they are going to make the
rules and then change them when it comes time to fund a project, a
city of our size will never get anything. I wanted to bring this to
the council so everyone would hear it altogether. Alicia is working
on the questions presented to us, she will give them to Terry
Kohlbuss at the Tri-County Planning Commission. A letter will be
drafted and sent it to everyone on that committee. The Joint Meeting
will be on November 7th, and the voting will take place at this
meeting. 9. CITY TREASURER’S REPORT Motion to approve the City Treasurer’s Report for September and also the Balance Sheet for September was made by Alderman Mathewson and seconded by Alderman Ganson ROLL CALL Ayes – 6

COMPREHENSIVE PLAN - Changes are being made, Plan Commission
will bring to the Council at a future date. 12. APPROVAL OF PAWS AGREEMENT a motion to approve was made by Alderman Dwyer and seconded by Alderwoman Thomas ROLL CALL: Dwyer, Thomas, Ganson, Mathewson, Meismer, Roberts Ayes – 6 13. APPROVAL OF ORDINANCE 2007-13 AN ORDINANCE APPROVING AN INTERGOVERNMENTAL AGREEMENT WITH WEST PEORIA motion to approve was made by Alderman Dwyer and seconded by Alderman Ganson ROLL CALL: Dwyer, Ganson, Mathewson, Meismer, Roberts, Thomas Ayes – 6 14. APPROVAL OF GARAGE SPECIFICATION motion to approve was made by Alderman Mathewson and seconded by Alderman Dwyer that these are the specs for our new building. Discussion: Mayor Dillon passed around a set of guidelines of the new garage. Mayor Dillon will be meeting with three or four different contractors explaining to the contractors what we need and having the contractors get back with us in two weeks on their design and cost estimates. 16. APPROVAL OF SUPPLEMENTAL RESOLUTION FOR HEADING AVENUE SEWER IMPROVEMENT PROJECT SECTION #:06-00009-00-SS FOR HERMAN & ASSOCIATES JOB #:01.002.06 motion to approve was made by Alderman Ganson and seconded by Alderman Roberts; ROLL CALL Ayes – 6 Ganson,
Roberts, Dwyer, Mathewson, Meismer, Thomas 17. PUBLIC COMMENT Bob DeSutter told
everyone that the Litter Pick Up for West Peoria will be on October
27, at City Hall from 9:00 a.m. to 12:00 p.m. 18. OTHER BUSINESS – DISCUSSION ONLY
None 19. COMMITTEE REPORTS: A. FINANCE COMMITTEE – ALDERMAN MATHEWSON - CHAIR The Finance Committee has not met since the last City Council Meeting our next meeting will be November 6th, at 5:30 at City Hall. B. LAND USE COMMITTEE – ALDERMAN DOHM – CHAIR The Land Use Committee met on the 17th of October. The Committee went over the Financial Report; we discussed the Zoning and Maintenance Codes. We discussed the gate situation with the Fence Code. We received a couple more Landlord Registrations. We are trying to determine how to address those who did not register. We went over our goals. Our next meeting will be November 21, at 6:30 at City Hall. C. PUBLIC SAFETY COMMITTEE – ALDERMAN DWYER - CHAIR The Public Safety Committee has not met since the last City Council Meeting. Our next meeting will be November 6, at 7:00, at City Hall. D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON
The Transportation Committee met on October 11. The Committee went
over the Engineers Report, Financial Statement and the Street
Department Manager’s Report. We discussed the PPUATS and Sidewalks
Petitions. We were scheduled to examine sidewalks October 10,
but we were rained out. We will schedule another date as soon as we
can agree on a date. Our next meeting is November 8, at 6:30 p.m.,
