Meeting of the City Council of West Peoria, Illinois was held at the
West Peoria City Hall on October 09, 2007.
1.
CALL TO ORDER
Meeting was
called to order at 7:00 p.m.
2. PLEDGE
OF ALLEGIANCE
The Pledge of
Allegiance was led by Mayor Jim Dillon.
3. ROLL
CALL
The following
members were present: Alderman Dohm, Alderman Dwyer, Alderman
Ganson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas, and
Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill
Connor, City Administrator John Carlson, City Clerk Carole
Stephens. Absent Alderman Mathewson, due to the death of his
brother-in-law.

ADDITIONS AND OR DELETIONS FROM AGENDA
None
5. APPROVAL
OF MINUTES for the September 25, 2007 City Council Meeting was
made by Alderman Dohm and seconded by Alderman Alderman Ganson.

6. COMMUNITY
POLICE REPORT
Deputy Watkins
reported on the Crime Saturation Initiative the County Sheriff’s
Department conducted Friday, October 5, in West Peoria. The Crime
Saturation was total success. Traffic wise they made 20 traffic
stops. There were a total of 8 arrests: 2 Warrant Arrests, 1 DUI
Arrest, 4 Drug Arrests and 1 General Traffic Arrest. We seized: one
vehicle, marijuana, a couple of grams of heroine and eleven syringe
needles. The Crime Saturation went from10:45 p.m. to 2:45 a.m. There
were 6 police cars and one canine involved. Deputies Watkins and
Gropher were on the Bike Patrol. Deputy Watkins said with Halloween
coming up keep a watch on your property as well as your neighbors.
Two nights ago they caught two kids trying to break into garages and
thanks to the neighbors calling and reporting that something looked
suspicious they were caught. Deputy Watkins thanked Mayor Dillon for
approving the money for the Crime Saturation and it would be good to
do this twice a year.
7. MAYOR’S
REPORT
Mayor Dillon
thanked Councilman Mathewson for filling in for a few of days while
he was attending his niece’s wedding. Mayor Dillon said that the
gentleman who put together a scope of work for the new maintenance
building faxed the information. A copy will be given to Henry, John
Venzon, and Rocky to look over and make sure that it’s ok before we
give it to the rest of the council. Then we will put it out for some
prices. Line Item 11 on the agenda is the transmission and labor
for the smaller truck that broke down. The amount is $3,117.63.
Henry informed me this afternoon the other new truck that we
approved a few months ago, on the State Buy, is here. A check will
be issued so Henry can pick up the new truck and process switching
everything over. The October 1, 2007 No Burn Ordinance went into
effect. City Administrator informed me that we have already issued
a ticket. The gentleman was warned by Deputy Watkins and put the
fire out. The gentleman then relit the fire on the following day.
Zoning Officer Dan Sullivan went down to follow up, the man was not
cooperative, Dan then issued him a ticket. The Volunteer Fire
Department is selling their Hog Roast Tickets and it is not to late
to buy one. The Hog Roast is this Sunday, October 14th,
at Crusen’s on Farmington Road. A book of tickets is $5.00, this
includes a delicious dinner and chance to win a raffle prize. This
is a excellent and inexpensive way to support the Volunteer Fire
Department.
8. PUBLIC
COMMENT
Bob DeSutter
commented on the Township Meeting of October 8th. The
Township Committee approved the Special Meeting for October 23rd
, at 6:00 p.m. before the West Peoria City Council Meeting. They
need everyone to come. This meeting will give the authority to enter
into the Intergovernmental Agreement. There is a letter in your
packet this evening explaining this.
9.
APPROVAL OF ORDINANCE NO. 2007-11 AN ORDINANCE ESTABLISHING A
SPECIAL SERVICE AREA AND LEVYING A TAX WITHIN SAID SPECIAL SERVICE
AREA.
Discussion:
The proposed Tax Levy for SSA 2007-11 was reviewed. Attorney
Connor inquired if any further amounts should be added. $2,993.77
was added to the Tax Levy. Motion for approval was made by Alderman
Venzon and seconded by Alderman Ganson

APPROVAL OF MIDWEST ASPHALT FOR STREETS AND ROADS SPRAYING 8/15/07
TO 8/17/07 IN THE AMOUNT OF $13,821.00.
Motion to approve was made by
Alderman Venzon and seconded by Alderman Ganson.
Discussion:
This for the spray patch work that was done before the seal coating.

11. APPROVAL
OF TRUCK REPAIR BILL TO JIM McCOMB IN THE AMOUNT OF $3,117.63.

made by Alderman Venzon and seconded by Alderman Ganson
Discussion:
Mayor Dillon explained that this was for the transmission breakdown
for the City’s smaller truck.

5. COMMITTEE REPORTS
A.
FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR
The Finance
Committee met on October 2nd . Alderman Roberts reported
in the absence of Alderman Mathewson. The Finance Committee went
over the financial reports for the last few months, concentrating
on the most recent one and made some corrections. We discussed the
Final 2007 Budget. The Committee discussed a new Copier Maintenance
Agreement and reviewed the bills. Our next meeting will be
November 6th , at 5:30 p.m. at City Hall.
B. LAND
USE COMMITTEE – ALDERMAN DOHM – CHAIR
The Land Use
Committee has not met since the last City Council Meeting. Our next
meeting will be October 17th , at 6:30 p.m. at City
Hall.
C.
PUBLIC SAFETY COMMITTEE – ALDERMAN DWYER – CHAIR
The Public
Safety Committee met on October 2nd . The Public Safety
Committee discussed the Pokeweed issue. We also discussed the Code
Enforcement Report, our finances and we reviewed our goals. Our
next meeting will be November 6th , at 7:00 p.m. at City
Hall. Mayor Dillon discussed a problem that Jeff from Waste
Management, has with people picking through other peoples garbage
and throwing the unwanted stuff in the alleys. Jeff would like the
Public Safety Committee to look for some type of Ordinance that
would address a situation like this, so that we could issue a ticket
to anyone caught doing this. Alderman Dwyer said that the Committee
will look into this as a Safety Issue.
D.TRANSPORTATION
COMMITTEE – ALDERMAN VENZON
The
Transportation Committee has not met since the last City Council
Meeting. Our next meeting will be October 11th, at 6:30
p.m.

Motion to
adjourn this meeting was made by Alderman Roberts and seconded by
Alderman Meismer. Motion carried unanimously by voice. Meeting
adjourned at 7:20 p.m.
