Meeting of the City Council of West Peoria, Illinois was held at the
West Peoria City Hall on September 11, 2007.
1.
CALL TO ORDER
Meeting was
called to order at 7:00 p.m.
2. PLEDGE
OF ALLEGIANCE
The Pledge of
Allegiance was led by Mayor Jim Dillon.
3. ROLL
CALL
The following
members were present: Alderman Dohm, Alderman Ganson, Alderman
Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas,
Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill
Connor, City Administrator John Carlson, City Clerk Carole
Stephens. Alderman Dwyer was detained at work arrived 7:07.

5. APPROVAL
OF MINUTES for the August 28th , 2007 City Council
Meeting was made by Alderwoman Thomas and seconded by Alderman
Ganson.

6. COMMUNITY
POLICE REPORT
Officer Chris
Watkins was on vacation.
7. MAYORS
REPORT
After receiving
the Environmental Study for the Township Building stating that no
asbestos was found and upon receiving the EPA Permit the Township
Building was torn down today, all except the front of the building.
Henry and I met with a gentleman on September 10, 2007 to draw up
the specs for a Design Build to give to the different contractors
so that they are all on the same page as to what we really want. The
City would like to do something in the near future with the lot next
door, even if it is to put some gravel down. I was informed that
the elections will be moved back to City Hall in February and we
will need more parking.
8. PUBLIC
COMMENT
Bob DeSutter
commented that the front part of the Township Building will be taken
down on September 12, 2007. Bob had pictures of the building that
he passed around for the City Council to see. On Thursday, September
13th , Bob is meeting with the Township Attorney, we
should have the Inter-Governmental Agreement shortly.
9. MOTION
TO APPROVE RESOLUTION NO. 2007-05 FOR PARTICIPATION IN STATE OF
ILLINOIS FEDERAL SURPLUS PROPERTY PROGRAM
was made by Alderman Mathewson and
seconded by Alderman Venzon.
Discussion:
City Administrator Carlson commented that this is a program
sponsored by Central Management Services, where we can buy leftover
equipment and other things from the state. We cannot do this unless
we have the approval of the City Council.

10. MOTION
TO APPROVE THE HEART OF ILLINOIS HOMELESS CONTINUUM OF CARE
was approved by Alderman Dohm
and seconded by Alderman Ganson.
Discussion:
City Administrator Carlson said about two years ago a gentleman came
to the Council Meeting and spoke about this initiative with the
goal of trying to end chronic homelessness in Illinois. They want
the approval of all Municipalities and Government Entities. It is
the same as we approved in the past. Mayor Dillon said that we
have received a letter from the City of Pekin and one from
Representative LaHood asking that we support it.

11. MOTION TO APPROVE PAYMENT TO
THOMAS N. JACOB & ASSOCIATES LTD. FOR THE FIRST HALF OF 2007 FOR
ANNUAL ADMINISTRATIVE FEES IN THE AMOUNT OF $2,794.40. TIF (LINE
ITEM 15-00-500) was
made by Alderman Mathewson and seconded by Alderman Meismer.

12. MOTION
TO APPROVE PAYMENT TO THOMAS N. JACOB & ASSOCIATES LTD. FOR THE

made by Alderman Mathewson and seconded by Alderman Meismer.

UPDATE ON THE COWP PERSONNEL MANUAL
City
Administrator Carlson said that at the last City Council Meeting a
proposal update on the Personnel Manual was distributed to all City
Council Members. We have had feedback from a couple of Aldermen, we
want to give you two more weeks and if you need four weeks we can
give you that. We just want to know how everyone is coming along
with their review on the Personnel Manual.

COMMITTEE REPORTS
A.
FINANCE COMMITTEE ALDERMAN MATHEWSON CHAIR
The Finance
Committee met on September 4th, with Eric Jones the CPA
for the City of West Peoria. The committee went over the Personnel
Manual, we always go over our goals at every meeting. We went over
our TIF and approved payment for the first half. The Committee is
talking about doing a TIF Project before the end of the year. Our
next meeting is October 2, 2007, at City Hall at 5:30 p.m.
B. LAND
USE COMMITTEE ALDERMAN DOHM CHAIR
The Land Use
Committee has not met since the last City Council Meeting. Our next
meeting is September 19th, at City Hall at 6:30 p.m.
C. PUBLIC
SAFETY COMMITTEE ALDERMAN DWYER CHAIR
The Public
Safety Committee met on September 4th . At this meeting
we had a concerned resident talking about the weed proliferation in
the 4th Ward. It was decided that this is a
neighborhood concern. The Paws Contract is coming up for renewal as
soon as John gets the contract. On the agenda (Public Safety) there
was Multiple Pet Owners Licensing because of an incident on Moss
Avenue. We consulted with Paws, and at this time our Pet Ordinances
are exactly as they should be. Our next meeting will be October 2nd
, at 7:00p.m.
TRANSPORTATION COMMITTEE ALDERMAN VENZON
The
Transportation Committee has not met since the last City Council
Meeting. Our next meeting is September 13th, at City
Hall at 6:30 p.m.

Motion to
adjourn this meeting was made by Alderman Roberts and seconded by
Alderman Ganson. Motion carried unanimously by voice. Meeting
adjourned at 7:16 p.m.
