OFFICIAL MINUTES OF THE WEST PEORIA CITY COUNCIL SEPTEMBER 27, 2011, AT 7:00 PM WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE WEST PEORIA, IL.
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on September 27, 2011
1. CALL TO ORDER Mayor Dillon called the Meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Dillon.
3. ROLL CALL The following members were present: Mayor Dillon, Alderman Dohm, Alderman Ganson, Alderman Meismer, Alderman O’Neill, Alderman Reagan, Alderwoman Thomas, Alderman Venzon. Also present: City Administrator Carlson, City Attorney Connor, City Treasurer Main, Economic Development Coordinator Pratt, City Clerk Stephens, Officer Middlemas, Marianne Topper and Gus Mason, Jr. Absent: Alderman Dwyer.
4. ADDITION OR DELETION FROM THE AGENDA None.
5. MOTION TO APPROVE MINUTES FROM THE SEPTEMBER 13, 2011, CITY COUNCIL MEETING was made by Alderman Dohm and seconded by Alderman Ganson. Discussion: No Corrections ROLL CALL VOTE Ayes – 7 Dohm, Ganson, Meismer, O’Neill, Reagan, Thomas, Venzon Nays – 0 Absent – 1 Alderman Dwyer Motion Carried.
6. COMMUNITY POLICE REPORT Officer Middlemas reported: Nine reports of motor vehicles burglaries since September 8th to September 27th including one this evening. The vast majority are occurring from Western Avenue to Waverly Avenue and south of Ayres Avenue, basically in the 2100 and 2200 blocks. The thieves are checking the vehicles for valuables, GPS, money, cell phones, etc., and smashing the windows on vehicles that are locked. Beware and do not leave any valuables in your vehicles.
7. MAYOR’S REPORT Mayor Dillon thanked Alderman Venzon for filling in for him at the September 13th City Council meeting. Mayor Dillon said The Night Out against Crime was a success. Six bicycles were given away as well as some great door prizes. Mayor Dillon and some councilmen cooked and distributed hot dogs along with chips. Mayor Dillon said Calvin Coolidge Middle School is one of the four schools in District 150 that met or exceeded the Accurate Yearly Process. This is the second year in a row Calvin Coolidge has achieved this honor. The Mayor and City Administrator are working with the school to do something special
8. TREASURER’S REPORT City Treasurer Jennifer Main passed out the August 2011 Treasurer’s Report. Alderman Meismer made the motion to Receive and File this Report. Alderman Ganson seconded this motion. ROLL CALL VOTE Ayes – 7 Meismer, Ganson, Dohm, O’Neill, Reagan, Thomas, Venzon Nays – 0 Absent – 1 Alderman Dwyer Motion Carried
9. PUBLIC COMMENT No public comment
10. MOTION TO APPROVE ORDINANCE 2011-44 AN ORDINANCE RE-ZONING PROPERTY LOCATED AT 1317 N. RABER ROAD FROM R-1 TO B-2 AND AMENDING THE ZONING MAP ACCORDINGLY was made by Alderman Dohm and seconded by Alderman Reagan. No Discussion ROLL CALL VOTE Ayes – 7 Dohm, Reagan, Ganson, Meismer, O’Neill, Thomas, Venzon Nays – 0 Absent – 1 Alderman Dwyer Motion Carried

12. COMMITTEE REPORTS A. FINANCE COMMITTEE Chair Meismer – The Finance Committee has not met since the last City Council Meeting. Our next meeting is October 4, 2011 at 5:30 p.m. at City Hall. B. LAND USE COMMITTEE Chair Dohm – The Land Use Committee met and went over our normal housekeeping. The committee tweaked the fee schedule. There are no major changes. Two of the nuisance properties will be going to court October 31, 2011. The committee discussed a couple of annexations coming into the City of West Peoria and reviewed our Executive Minutes. Our next meeting will be October 19th at 6:30 at City Hall. C. PUBLIC SAFETY COMMITTEE Alderwoman Thomas in the absence of Chair Dwyer – The Public Safety Committee did not have the September 2011 meeting due to lack of quorum. Our next meeting will be October 19th at 5:30 p.m. at City Hall. D. TRANSPORTATION COMMITTEE Chair Venzon – The Transportation Committee has not met since the last City Council Meeting. Our next meeting will be October 13th, at 6:30 p.m. at City Hall.

14. EXECUTIVE SESSION: Motion to go into Executive Session at 7:08 p.m. was made by Alderman Venzon and seconded by Alderman Meismer ROLL CALL VOTE Ayes – 7 Venzon, Meismer, Dohm, Ganson, O’Neill, Reagan, Thomas Nays – 0 Absent – 1 Alderman Dwyer Motion Carried
15. RETURN TO REGULAR SESSION at 7: 11 p.m. ROLL CALL: Mayor Dillon, Dohm, Ganson, Meismer, O’Neill, Reagan, Thomas, Venzon, Main Absent: Alderman Dwyer
16. ACTION ARISING OUT OF EXECUTIVE SESSION. a. Motion to appoint Marianne Topper to the Zoning Board of Appeals was made by Alderman Reagan and seconded by Alderman Ganson ROLL CALL VOTE Ayes – 7 Reagan, Ganson, Dohm, Meismer, O’Neill, Thomas, Venzon Nays – 0 Absent – 1 Alderman Dwyer Motion Carried b. Motion to appoint Gus Mason Jr. to the Zoning Board of Appeals was made by Alderman Venzon and seconded by Alderman Meismer. ROLL CALL VOTE Ayes – 7 Venzon, Meismer, Dohm, Ganson, O’Neill, Reagan, Thomas Nays – 0 Absent – 1 Alderman Dwyer Motion Carried
17. ADJOURNMENT Motion to adjourn this meeting was made by Alderman Meismer and seconded by Alderman O’Neill. Motion carried unanimously by voice. Meeting adjourned at 7:16 p.m.
