Meeting of the City Council of West Peoria, Illinois was held at the

Peoria City Hall on August 14th
, 2007.

CALL TO ORDER
Meeting was
called to order at 7:00 p.m.
2. PLEDGE OF
ALLEGIANCE
The Pledge of
Allegiance was led by Mayor Jim Dillon.
Mayor Dillon
asked for a moment of silence in the memory of Sheridan “Danny”
Dahlquist and for Mary Meismer the mother of Alderman Jerry Meismer.
3. ROLL
CALL
The following
members were present: Alderman Dohm, Alderman Dwyer, Alderman
Ganson, Alderman Mathewson, Alderman Meismer, Alderwoman Thomas,
and Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill
Connor, City Administrator John Carlson, City Clerk Carole
Stephens.

5. APPROVAL OF
MINUTES for the July 24th, 2007 City Council
Meeting was made by Alderman Meismer and seconded by Alderman Dwyer.

6. OFFICERS
REPORT
Officer Chris
Watkins thanked everyone for participating in the Night Out Against
Crime that was held on August 7, at the Franciscan Park. Six bikes
were given away. Between the 2100 and the 2200 blocks on Sherman
Avenue there were three cars broken into. All three of the cars
were GM Vehicles, the older GM Vehicles are the hot items now, they
are easier to break into. The Bike Patrol has made several arrests.
The Bike Patrol will be out early in the morning or late at night,
and the hours are very random. Keep in contact with the Sheriff’s
Department on the possible drug houses. We had a couple of search
warrants that ended up with arrests in the local area.
7. MAYOR’S
REPORT
Mayor Dillon
thanked Officer Watkins and everyone who helped on the Night Out
Against Crime . Mayor Dillon was unable to be there, but
appreciated all the work that was done to make it another successful
event. Aaron Schock will not be able to attend the West Peoria
Residents Association Meeting this Thursday, August 16th,
the Governor called and he will be back in Session in Springfield.
He has reschedule for the September 30th West Peoria
Residents Association Meeting. Mayor Dillon wants to bring
residents up to date on the new building. The Building Committee is
trying to get a meeting with the Township Committee before the end
of the month. Mayor Dillon met with the Township last night, the
Township voted to work with the City on the construction of a new
city garage, which will be on the present site of the old building.
Our goal is to have the old building removed by the end of this
month (August).

COMMENT

9.
PROCLAMATION FOR SOUTH SIDE BANK 30 YEARS IN WEST PEORIA was
presented to Sharon Lochbaum. Sharon accepted the Proclamation and
said that South Side has enjoyed the community in West Peoria and
looks forward to being in West Peoria for a long time. Mayor Dillon
acknowledged the support that South Side Bank gave to West Peoria
when it first became a city.
West Peoria feels that South
Side Bank has always been a part of the City.
10. APPROVAL
OF HEALTH INSURANCE RENEWAL was made by Alderman Mathewson and
seconded by Alderman Meismer
Discussion: An
item sheet was placed in all the packets. Alderman Mathewson
stated the rates have went down, that says a lot about the staff.

11. APPROVAL OF
PURCHASE FOR NEW CITY TRUCK was made by Alderman Venzon and seconded
by Alderman Ganson.
Discussion: The
specifications sheet is in the packets. Total amount is $52,167.00.

12. APPROVAL OF
ORDINANCE NO. 2007-09: Ordinance adding Chapter 9, Curfew to
Title 4 of the
West Peoria Code Book was made by Alderman Dwyer and seconded by
Alderman Meismer.
Discussion: If
fine is imposed, who is the fine going to go to? Attorney Conner
said that the fine will go to the minor. Asked if we could prosecute
minors? Answer is yes.

13. APPROVAL OF
ORDINANCE NO. 2007-10: An Ordinance Regarding Open Burning Within
the Corporate Limits of West Peoria was made by Alderman Dwyer and
seconded by Alderman Venzon.
Discussion:
This is for all yard waste burning. Yard waste is included in your
Waste Management Bill, it is not a separate fee. All yard waste
should be put on the curb and not in the alley. Ask if Waste
Management could put this in the bills they send out. Mayor Dillon
asked Peoria Journal Star Reporter, who was at the meeting, if he
could write up something for the paper.

14. APPROVAL OF
FINAL PAYMENT FOR HEADING AVENUE PROJECT IN THE AMOUNT OF $8,080.07
was made by Alderman Venzon and seconded by Alderman Ganson.
Discussion:
This is the last of the work on Heading Avenue, IDOT has approved
it, however there is still one more thing that the contractor has
to finished. This is an MFT Project.

15. PUBLIC
COMMENT
Bob De Sutter
reminded everyone about the Boy Scouts Ice Cream Social on August
16, from 6:00 p.m. to 8:00 p.m. at the United Disciples Christian
Church. There is a donation of $2.50 and tickets can be purchased at
the door.

COMMITTEE REPORTS
A. FINANCE
COMMITTEE – ALDERMAN MATHEWSON – CHAIR
The Committee
met Monday August 6th , at City Hall. Eric Jones met
with the Finance Committee about the status of the City, because of
losing a bookkeeper and hiring a new one we had a little problem
getting caught up. We OK’d Eric Jones Staff to come in and help us.
City Administrator informed us tonight, August 14th, that
we are caught up. With doing this we had a second level audit
report, it is still an audit report, but not like the one we
normally get. The committee went over the Health Insurance Renewal.
You will find the Personnel Manual on the table in front of you
with the changes that the Finance Committee has been working on.
The Finance Committee would like you to read it, go over it and look
at the changes that have been made, and if you have any comments get
with John Carlson or Mical McFarland so it can finalized in the next
month. The Committee is working on TIF procedures and forms so that
residents and business owners can begin benefiting from the TIF.
The Finance Committee is trying to set up the TIF Benefits into
three areas:
1) Businesses
2) Residents
3) City to use
For the City,
we would like to see some nice entry way walls in
West Peoria
where Main Street, Western Avenue and Heading Avenue all meet, like
the one that is on the corner of Moss Avenue and Western Avenue
across the Street from the Radisson Hotel. Krystiana, our Vista
Volunteer has come up with several ideas that we can use for
Economic Development:
Jubilee Run,
Car Cruse, Putting up posters in West Peoria that says” Plant Pride
not Litter”, working with business about putting an ad in the Peoria
Journal Star promoting business in the area, she is also working
with the businesses on a dollar campaign. She is also working on a
survey to get an idea on what some of the residents feel about West
Peoria.
The committee
went over all the bills for the month. Our next meeting will be
September 4th, at 5:30 p.m. at City Hall.
B. LAND USE
COMMITTEE – ALDERMAN DOHM – CHAIR
The Land Use
Committee has not met since the last City Council Meeting, our next
meeting is August 15th, at City Hall at 6:30 p.m.
C. PUBLIC
SAFETY COMMITTEE – ALDERMAN DWYER – CHAIR
The Public
Safety Committee met on August 6th , at 7:00 p.m. Part
of the agenda came before the City Council tonight: The Curfew
Ordinance and The Open Burning Ordinance and was approved by the
City Council tonight. The Committee had some nice feed-back from the
Fire Protection District Trustees. We had a complaint about
inoperatable vehicles down in the valley. Our next meeting will be
September 4th,
2007 at 7:00 p.m.
D.
TRANSPORTATION COMMITTEE – ALDERMAN VENZON
The
Transportation met on August 9th , at 6:30 p.m.
Some of the work we went over has been highlighted at the meeting
this evening. We are putting in an application to PPUATS in regards
to Sterling Avenue Hill. Since our last meeting the county has
supplied a set of prints of
Rohmann Avenue for the city to review. The Transportation Committee
has discussed the final pay out of Heading Avenue. The City
received a bid for the Seal Coating work we want to do, we will be
bringing the bid to the next council meeting. We discussed the
purchase of a new truck which was approved at this meeting. The
sidewalk program on Sherman Avenue has begun. It is a straight
forward job so it should be done relatively soon. Our next meeting
is September 13th , at 6:30 p.m. at City Hall.
