OFFICIAL MINUTES OF THE WEST PEORIA CITY COUNCIL AUGUST 23, 2011, AT 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE WEST PEORIA, IL.
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on August 23, 2011
1. CALL TO ORDER Mayor Dillon called the Meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Dillon.
3. ROLL CALL The following members were present: Mayor Dillon, Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Meismer, Alderman O’Neill, Alderman Reagan, Alderwoman Thomas, Alderman Venzon, City Treasurer Main, City Attorney Connor, Economic Development Coordinator Pratt, City Clerk Stephens. Also present: Officer Middlemas, John F. Siewert Jr., and Township Supervisor Bob DeSutter. Absent: City Administrator Carlson.
4. ADDITION OR DELETION FROM THE AGENDA None
5. MOTION TO APPROVE MINUTES FROM THE AUGUST 9th, 2011, CITY COUNCIL MEETING was made by Alderman Dohm and seconded by Alderman Ganson. Discussion: No Corrections ROLL CALL VOTE Ayes – 8 Dohm, Ganson, Dwyer, Meismer, O’Neill, Reagan, Thomas Venzon Nays – 0 Absent – 0 Motion Carried.
6. COMMUNITY POLICE REPORT Officer Middlemas reported: August 20, 2011, sometime in the evening two cars were spray painted. August 23, 2011, two more cars were spray painted. Officer Middlemas said that this happened in different locations in West Peoria. Officer Middlemas said he would appreciate if anyone has any information concerning this please contact him. This is a priority.
7. MAYOR’S REPORT Mayor Dillon thanked Alderman Venzon for filling in for him at the last City Council Meeting. Mayor Dillon attended the Heart of Illinois Mayor’s Association with Alderman Reagan in Mason City. He told the Council that West Peoria may be hosting the Christmas meeting for Heart of Illinois Mayor’s Association. He will let the Council know as soon as this is confirmed. The Council is invited to attend. The Mayor reported on the progress of Haddad’s and reminded everyone about the groundbreaking of the new nursing home on Heading Avenue, September 6th, 2011, at 10:00 a.m.
8. TREASURER’S REPORT City Treasurer Jennifer Main passed out the July 2011 Treasurer’s Reports. Alderman Meismer made the motion to receive and file this report. Alderman Ganson seconded this motion. Discussion: Treasurer Main told the City Council Eric Jones will be at City Hall in September to conduct the audit. ROLL CALL VOTE Ayes – 8 Meismer, Ganson, Dohm, Dwyer, O’Neill, Reagan, Thomas, Venzon Nays- 0 Absent – 0 Motion Carried
9. PUBLIC COMMENT Officer Middlemas said the Night Out Against Crime will be held on September 17, 2011 from 4:00 p.m. to 6:30 p.m. Everything will be about the same as last year: six bikes will be given away, there will dog demonstration, fire trucks, etc. Mayor Dillon said he and the council members will be doing the hot dogs.
10. APPROVAL OF RESOLUTION 2011-03 A RESOLUTION APPROVING CERTAIN AMENDMENT TO THE CITY OF WEST PEORIA RETIREMENT PLAN was made by Alderman Meismer and seconded by Alderman Ganson. Discussion: Attorney Connor told the Council this is a new set of regulation changes, with the company the City of West Peoria works with, updating to stay in compliance with the law. ROLL CALL VOTE Ayes – 8 Meismer, Ganson, Dohm, Dwyer, O’Neill, Reagan, Thomas, Venzon Nays – 0 Absent – 0 Motion Carried
11. APPROVAL OF PAYMENT TO HERMANN & ASSOCIATES LLC INVOICE #1181 PROJECT 01.016.1. ASHLAND AVENUE BIDDING & CONST. INS. IN THE AMOUNT OF $1,475.00 (LINE ITEM 01-41-532) ENGINEERING SERVICES was made by Alderman Venzon and seconded by Alderman Ganson. 12. APPROVAL OF PAYMENT TO HERMANN & ASSOCIATES, LLC INVOICE #1182 PROJECT 01.017.11.2011 MISCELLANEOUS IN THE AMOUNT OF $1,160.00 (LINE ITEM 01-41-532) ENGINEERING SERVICES was made by Alderman Venzon and seconded by Alderman Reagan. Discussion: Alderman Meismer asked if this is for Temple Hill Road. Alderman Venzon: Part of it. This is their road, not the City’s and this is the reason it cannot be taken out of MFT. 13. 14. 15. APPROVAL OF PAYMENT TO HERMANN & ASSOCIATES, LLC INVOICE #1229 PROJECT 01.020.11 CALLENDER & WAVERLY DRAINAGE IN THE AMOUNT OF $3,614.50 (LINE ITEM 01-41-532) ENGINEERING SERVICES was made by Alderman Venzon and seconded by Alderman Ganson. Discussion: Alderman Venzon told the Council this is in the early designing stages. 16. APPROVAL OF ORDINANCE 2011-40 PROPOSED CITY OF WEST PEORIA PERMIT FEE SCHEDULE was made by Alderman Dohm and seconded by Alderwoman Thomas. No Discussion ROLL CALL VOTE Ayes – 8 Dohm, Thomas, Dwyer, Ganson, Meismer, O’Neill, Reagan, Venzon Nays – 0 Absent – 0 Motion Carried
17. OTHER BUSINESS – None
18. COMMITTEE REPORTS A. FINANCE COMMITTEE Chair Meismer – The Finance Committee has not met since the last City Council Meeting. Our next meeting is September 6, 2011, at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE Chair Dohm – The Land Use Committee met and went over the normal housekeeping. The committee discussed the nuisance property of which three will be going to court. Our next meeting is September 21, 2011, at 6:30 p.m. at West Peoria City Hall.
C. PUBLIC SAFETY COMMITTEE Chair Dwyer – The Public Safety Committee met and went over the normal housekeeping. The committee discussed the nuisance property and the fee schedule brought before the City Council tonight. We discussed the updating of the ordinance regarding signage, the stop and yield signs. The committee worked on the speed limits throughout the City and will bring this to the Council for review in the near future. Our next meeting will be September 21, 2011 at 5:30 p.m. at City Hall. Discussion: Attorney Connor said the ordinance regarding the stop and yield signs will be on the agenda for the September 13, 2011, City Council Meeting.
D. TRANSPORTATION COMMITTEE Chair Venzon – The Transportation Committee met and went over the normal housekeeping. Cordova Construction is ready to start the sidewalks on Kenwood Avenue. Henry Strube has ordered the salt for the winter, prices are up slightly. The City received the final approval for additional money from PPUATS – Sterling Hill. This is about 70% funded and is the maximum the City was able to receive. Our next meeting is September 8, 2011, at 6:30 p.m. at City Hall.
19. PUBLIC COMMENT Alderman Meismer asked Economic Development Coordinator Gene Pratt for comments from the presentation by Advanced Technology Recycling at the last Finance meeting. Gene told the Council the City was approached by the Advance Technology Recycling for some technology recycling. This is where people can turn in their electronics and have it recycled at no cost. They have also proposed to shred documents that he City is concerned of disposing. The E Cycle will be set up somewhere is West Peoria, they are hoping for Saturday September 17, 2011, for about four hours. They will recycle anything: TV, recorders, telephones, computers, etc. at no cost. Hard drives in the computer are punched. There may be another E Recycling in the spring. More information will be forth coming as the City moves forward. Alderman Dwyer said the electronic they will recycle contains hazardous materials and cannot be taken to the land fill. This recycling is will keep it out of the environment.
20. EXECUTIVE SESSION: Motion to go into Executive Session at 7:18 p.m. was made by Alderman Dwyer and seconded by Alderman Ganson. ROLL CALL VOTE Ayes – 8 Dwyer, Ganson, Dwyer, Meismer, O’Neill, Reagan, Thomas Venzon Nays – 0 Absent – 0 Motion Carried
21. RETURN TO REGULAR SESSION at 7: 28 p.m. ROLL CALL: Mayor Dillon, Dohm, Dwyer, Ganson, Meismer, O’Neill, Reagan, Thomas, Venzon, Main.
22. ACTION ARISING OUT OF EXECUTIVE SESSION. Alderman Dohm made the motion to release Executive Minutes from the December 14, 2010, Executive Session and seconded by Alderman Dwyer. ROLL CALL VOTE Ayes – 8 Dohm, Dwyer, Ganson, Meismer, O’Neill, Reagan, Thomas, Venzon Nays – 0 Absent – 0 Motion Carried
23. ADJOURNMENT Motion to adjourn this meeting was made by Alderman Dwyer and seconded by Alderman Reagan Motion carried unanimously by voice vote. Meeting adjourned at 7:29 p.m.
