OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY, July 22, 2008 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on July 22, 2008.
1. CALL TO ORDER Meeting was called to order at 7:00 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Dillon.
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Mathewson, Alderman Meismer, Alderman Roberts Alderwoman Thomas and Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill Connor, City Administrator John Carlson, City Treasurer Jennifer Main and City Clerk Carole Stephens. Absent: Alderman Dwyer and Alderman Ganson.
4. ADDITIONS AND OR DELETIONS FROM AGENDA None
5. MOTION TO APPROVE MINUTES A motion to approve the minutes as read from the July 8, 2008 City Council Meeting was made by Alderman Dohm and seconded by Alderman Meismer.

6. COMMUNITY POLICE REPORT Peoria County Deputy Chris Watkins was absent. No report
7. MAYOR’S REPORT John Carlson, Henry Strube and I met with Peoria County and the Post Master regarding the construction on Rohmann Avenue and the location of the mailboxes. Originally the County was going to move the mailboxes off the roadway and put the mailboxes on the houses. The County is installing sidewalks and a bicycle path in that area; there has never been a sidewalk or a bike path on that site. The Post Master objected to the mail carriers walking up to the houses. The Post Office insisted the mailboxes go back into the sidewalks. Peoria County gave the City of West Peoria the call because of the West Peoria taking over this area. There was a meeting at West Peoria City Hall last week and the consensus was that the mailboxes be put in the curb-sidewalk long ways so they are not in the Bike Pathway and will still allow ADA access for the sidewalks. This has been done in other areas. The new posts and mailboxes will all be the same. Forty houses will be affected by this. The City of West Peoria and the County disputed that all the rest of West Peoria has mail deliver to their homes. The Post Office did concede to put mailboxes on the opposite side of the street. There is basically no dealing with the Post Office. There were a couple of isolated dealings with rodents. A citizen decided to contact the news media. Mayor Dillon commented we have had fewer complaints about rodents than years past. However, we have had numerous complaints about ground squirrels, rabbits, raccoons, etc. Street Department Manager Henry Strube is taking care of the complaint about the rodents. There was a meeting on July 21, 2008 at West Peoria City Hall with the developer and the neighbors on the proposed project on the old St. Joseph’s Home. It was standing room only. The developer answered every questioned presented to him. Overall the meeting turned out very well. If the residents have any other concerns they may contact City Administrator Carlson and he will pass them on to the developer. Mayor Dillon reminded everyone about the Red Cross Blood Drive at City Hall on July 28, from 10:00 a.m. until 2:00 p.m. If you are planning on donating blood, call Marge for an appointment at City Hall 674-1993. Mayor Dillon reminded everyone about West Peoria Community Mass at the Immaculate Conception Convent Chapel on Sunday, August 10, 2008 at 10:30 a.m. Mayor Dillon invited everyone to a noon day luncheon as a farewell to Mical McFarland on July 30, from 11:30 to 1:00 p.m. at City Hall. Mayor Dillon introduced Gene Pratt, the new Economic Development to the City Council. Gene is replacing Mical McFarland who is moving to North Carolina. Gene Pratt said that he had the opportunity to meet some of the council members and is looking forward to meeting everyone. He commented that he is ready to get started. He thanked everyone for having the chance to work with the City of West Peoria.
8. TREASURER’S REPORT City Treasurer Main distributed the Treasurer’s Report for May, 2008. Alderman Mathewson made the motion to receive and file the May 2008 report. Alderman Dohm seconded the motion.

9. PUBLIC COMMENT None Mayor Dillon: Storm Clean Up
Mayor Dillon thanked the Street Department for a great job cleaning up after the last storm. Henry Strube, Street Department Manager, asked to the city staff to inform the residents when they call: the branches are to be cut so the Street Department can put them in the city truck and to put the branches on the curb, not in the street. Mayor Dillon also thanked the Volunteer Fire Department, they were busy putting out fires on light poles and also, along with the County Deputies, were helping the street department pulling trees and limbs out of intersections and cleaning the streets. It will be a few more days before the clean up is completed. Thank you to Jeff Adkins-Dutro, son of Gary and Sandy Dutro. Jeff came into City Hall the next morning after the storm and asked if we could use his help in cleaning up, which was greatly appreciated.
10. MOTION TO APPROVE OF TEST RUN FOR CURBSIDE PICKUP – WASTE MANAGEMENT was made by Alderwoman Thomas and seconded by Alderman Meismer. Discussion: Alderwoman Thomas noted that the Curbside Pickup Test Run was made shorter. The route is Callender and Kellogg Avenues from Western to Sterling Avenues and Callender and Ayres Avenues from Western to Sterling Avenues. Alderman Mathewson asked: how is this financed? Alderwoman Thomas answered: this has not been discussed. We will discuss this at the next Public Safety meeting. Alderman Dwyer is not present at this meeting and he may know. Alderman Meismer: The main reason for the curbside pickup with or without a cart, it will force the residents to use garbage cans or containers with lids. Dave Schaab from Waste Management said: If a resident with a disability cannot take the garbage to the curb Waste Management will supply a cart to them a no charge. There was a discussion on the price of the containers. Nothing was decided about the carts. Alderman Dohm advised the council that we have had an ordinance on garbage cans with lids.

11. MOTION TO APPROVE REQUISITION NO. 2008-01 REIMBURSEMENT FOR 2006 HEADING AVENUE STORM SEWER PROJECT IN THE AMOUNT OF $85,980.00 was made by Alderman Mathewson and seconded by Alderman Roberts. Discussion: Alderman Mathewson explained that part of the TIF Program is a reimbursement for projects in the TIF District. We try to keep some or the money for: 1. Business Redevelopment 2. Residential 3. Infrastructure We completed the project on Heading Avenue; this is the reimbursement to the City thru TIF. The paper work for the reimbursement is in the packet for tonight’s meeting. The amount of the reimbursement is about 1/3 of the cost. This is a three year process 2009, 2010 and 2011.

12. MOTION TO APPROVE PAYMENT TO PEORIA METRO CONSTRUCTION IN THE AMOUNT OF $51,199.30 (LINE NO. 2-00-820) was made by Alderman Mathewson and seconded by Alderman Meismer.

13. CITY OF WEST PEORIA’S 15TH ANNIVERSARY Discussion: Mayor Dillon comment on the completion of the new Garage. He suggested: if everyone is in consensus we could combine the celebration for the 15th Anniversary of the City with the open house for the new building. We will have to set a date.
14. MOTION TO APPROVE THE APPOINTMENT OF GENE PRATT TO DEPUTY CODE OFFICER was made by Alderman Dohm and seconded by Alderman Mathewson.

15. MOTION TO APPROVE THE BID FOR THE MARKET STREET PROJECT TO STARK EXCAVATING OR A TOTAL AMOUNT OF $519,907.42 was made by Alderman Venzon and seconded by Alderman Roberts. Discussion: Alderman Venzon commented that the Bid Sheet for the Market Street Project was passed around. The low bid was $100,000 below the Engineering estimates. This project we discussed at one of our previous meetings. For this project we will use partial MFT Funds and partial General Funds. The starting date is not set; it will be as soon as the Illinois American Water Company can finish their project. Alderman Venzon said that it is his understanding that the contract was put out for bid and has been awarded. The Illinois American Water Company has to file with the EPA. We are hoping to get this project done this year. The project will not be started this year, if we can’t finish it this year.

16. COMMITTEE REPORTS A. FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR The Finance Committee has not met since the last City Council Meeting. Our next meeting will be August 5th, 2008 at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE – ALDERMAN DOHM – CHAIR The Land Use Committee met on July 16, 2008. We went over our financial report. The committee discussed zoning issues, property issues on Pierson Hill and our committee goals. The committee is in the process of creating a demolition sheet for the Zoning Officer. We would like to incorporate any thoughts and ideas you may have on this project. We went over our calendar. We met with the Gene Pratt the new Planning Community Developer for West Peoria. Our next meeting is August 20, at 6:30p.m. at City Hall
C. PUBLIC SAFETY COMMITTEE - ALDERMAN DWYER Alderwoman Thomas gave the report on the Public Safety in the absence of Alderman Dwyer. The Public Safety Committee met on July 16, 2008 at 5:30. We went over the Curbside Test Area that was discussed tonight. The committee sent a letter to a resident about the request made for a special parking in front of her house. We went over our other duties of the Public Safety Committee. Our next meeting will be August 20, at 5:30at City Hall.
D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON The Transportation Committee met on July 10th, at 6:30 p.m. We spent a great deal of time discussing the Market Street Project. Some residents came to the meeting to be informed on the Market Street Project. We discussed the mailboxes on Rohmann Avenue, which came through the Transportation Committee and the Heading Avenue Reimbursement. Henry Strube is ready to put the Seal Coating Document up for Bid. The Sidewalk Bids have come in. We will be getting those to the council at the next City Council Meeting. The committee has been working on our goals. Our next meeting will be August 14 at 6:30 pm. at City Hall.
