OFFICIAL MINUTES OF THE WEST PEORIA CITY COUNCIL JULY 26, 2011, AT 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE WEST PEORIA, IL.
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on July 26, 2011
1. CALL TO ORDER Mayor Dillon called the Meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Dillon.
3. ROLL CALL The following members were present: Mayor Dillon, Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Meismer, Alderman O’Neill, Alderman Reagan, Alderwoman Thomas, Alderman Venzon, City Treasurer Main, City Administrator Carlson, City Attorney Connor, Economic Development Coordinator Pratt, City Clerk Stephens. Also present: Street Department Manager Henry Strube, Officer Middlemas, Rolland Reinhardt, West Peoria’s Health Insurance Agent Carlene Hippen, John F. Siewert Jr., and Laurie Duszynski Legislative Assistant from Jehan Gordon’s office.

5. MOTION TO APPROVE MINUTES FROM THE JULY 12, 2011 CITY COUNCIL MEETING was made by Alderwoman Thomas and seconded by Alderman Dwyer Discussion: No Corrections ROLL CALL VOTE Ayes – 8 Thomas, Dwyer, Dohm, Ganson, Meismer, O’Neill, Reagan, Venzon Nays – 0 Absent – 0 Motion Carried.
6. COMMUNITY POLICE REPORT Officer Middlemas reported: July 25, 2011, in the 2000 block of Callender Avenue. A battery was taken from the bed of a truck. No suspects at this time. July 22, 2011, an arrest was made at Baer Glass Co. on Farmington Road. The county police officers were notified that scrappers were going through things at Baer Glass Co. While interrogating the suspect the police were able to put the batteries stolen from Koenig a few weeks ago with the suspects. An arrest was made on the spot. July 22, 2011, saturation was done in West Peoria with the Bicycle Patrol and a number of extra police cars. A number of arrests were made, including a missing person. Ecstasy and marijuana were seized during the car stops. It was a very successful night.
7. MAYOR’S REPORT Mayor Dillon told the Council that he, Alderman John Venzon and Mary Venzon attended the an informational meeting about the Peoria County Elder Care Facility on July 21st at the Franciscan Facility. The Peoria County Board Members were in attendance to answer any questions. This was a public meeting to view the plans for the new building. In the near future there will be the site plans on display at West Peoria City Hall. Mayor Dillon attended an informative Elected Officials Update Meeting by State Representative Jehan Gordon on July 25 at Peoria City Hall. Jehan Gordon talked about the happenings at state level during the last year and about house bills that are still in the holding pattern. Mayor Dillon said September 6th at 10:00 a.m. is the tentative date for the ground breaking for the Elder Care Facility on Heading Avenue.
8. TREASURER’S REPORT City Treasurer Jennifer Main passed out the June 2011 Treasurer’s Reports. Alderman Meismer made the motion to receive and file this report. Alderman Ganson seconded this motion. Discussion: Treasurer Main told the City Council Eric Jones will be at City Hall in September to conduct the audit. 9. PUBLIC COMMENT None
10. MOTION TO APPROVE THE RENEWAL OF HEALTH INSURANCE was made by Alderman Ganson and seconded by Alderman Meismer. Discussion: City Administrator John Carlson said in the eight years he has been the City Administrator for West Peoria he has always budgeted a 14% to 17% increase for Health Insurance. This is the standard across the Country. The City’s agent Carlene Hippen called John and told him the increase was only 4% and on this happy news John introduced Carlene Hippen to the City Council. Carlene Hippen told the City Council and Staff that she is very happy to be the City’s health insurance agent. She explained the Blue Cross/Blue Shield Policy health insurance and prescription policy and that she encourages the employees to contact her for any questions they have. 11. MOTION TO APPROVE PAYMENT TO HERMANN & ASSOCIATES, LLC. INVOICE #1205 PROJECT 01.019.11 REVIEW TEMPLE HILL ROAD PLANS IN THE AMOUNT OF $1,520.00 ENGINEERING SERVICES. (LINE ITEM 01-41-532) made by Alderman Venzon and Seconded by Alderman Ganson. No discussion. 12. MOTION TO APPROVE PAYMENT TO HERMANN & ASSOCIATES, LLC. INVOICE #1209 PROJECT 01.0007.08 STERLING AVENUE PHASE I THE AMOUNT OF $2,925.00 ENGINEERING SERVICES. (LINE ITEM 01- 41-532) was made by Alderman Venzon and seconded by Alderman Ganson. 13. MOTION TO AWARD SIDEWALK BID FOR KENWOOD AVENUE TO CORDOVA CONSTRUCTION IN THE AMOUNT OF $136,626.50 was made by Alderman Venzon. and seconded by Alderman Ganson. No Discussion ROLL CALL VOTE Ayes – 7 Venzon, Ganson, Dohm, Dwyer, Meismer, O’Neill, Thomas, Nays – 0 Abstain – 1 Alderman Reagan Absent – 0 Motion Carried
14. MOTION TO AWARD SEAL COAT BID TO R.A. CULLINAN & SON, INC. IN THE AMOUNT OF $43,885.38 was made by Alderman Venzon and seconded by Alderman Ganson. No Discussion ROLL CALL VOTE Ayes – 7 Venzon, Ganson, Dwyer, Meismer, O’Neill, Reagan, Thomas Nays – 0 Abstain – 1 Alderman Dohm Absent – 0 Motion Carried
15. MOTION TO AWARD SPRAY PATCH PROPOSAL TO MIDSTATE ASPHALT REPAIR, INC. IN THE AMOUNT OF $8,910.00 was made by Alderman Venzon and seconded by Alderman Ganson. Discussion: Alderman O’Neill asked if this was the only bid the City received. 16. MOTION TO APPROVE ORDINANCE 2011-38 AN ORDINANCE SUPPLEMENTING ORDINANCE 2011-22 REGARDING NON-HOME RULE MUNICIPAL RETAILER’S OCCUPATION AND NON-HOME RULE MUNICIPAL SERVICE OCCUPATION TAX was made by Alderman Meismer and seconded by Alderman Ganson. Discussion: The State of Illinois wanted a provision for the Illinois Department of Revenue to administer. Effective date of October 1, 2011. ROLL CALL VOTE Ayes – 8 Meismer, Ganson, Dohm, Dwyer, O’Neill, Reagan, Thomas, Venzon Nays – 0 Absent – 0 Motion Carried

18. COMMITTEE REPORTS A. FINANCE COMMITTEE Chair Meismer – The Finance Committee has not met since the last City Council Meeting our next meeting will be August 2nd, at 5:30 p.m. at City Hall
B. LAND USE COMMITTEE Chair Dohm – The Land Use Committee met on July 20th. The committee went over the normal housekeeping, reviewed the zoning report, discussed the fee schedule. The new fee schedule will be coming to Council in a month. Our next meeting will be August 17, 2011, at 6:30 p.m. at City Hall.
C. PUBLIC SAFETY COMMITTEE Chair Dwyer – The Public Safety Committee met on July 20th. The committee went over their normal housekeeping. Discussed the fee schedule and extensively discussed the identified problem properties. The committee addressed reviewing ordinances under Title 3 of the West Peoria Code Book on Safety. Attorney Connor is reviewing the Street Sign Ordinance. The Public Safety Committee will bring the amended ordinance to City Council after our meeting on the August meeting. Our next meeting will be August 17, 2011 at 5:30 p .m. at City Hall. Alderman Dohm asked Attorney Connor about codifying. Attorney Connor said the City of West Peoria has passed fewer regulatory ordinances than most cities and annexations do not go into the Code Book. Sometime back there were sections reprinted and this might be worth while doing again. The City can get by with less frequent recodifications. Alderman Dwyer said every time an ordinance is passed it is on the web site by the PDF file. An update is available within days of the ordinance passing. City Administrator suggested to do just one, it will be reviewed and go from there. Attorney Connor agreed. Rolland Reinhardt suggested a pocket parts. At the end of the year print out all the additions and deletions. Attorney Connor said this is a codification the annual cost is pretty steep. It was agreed to do one clean copy suggested by John Carlson.
D. TRANSPORTATION COMMITTEE Chair Venzon – The Transportation Committee met on July 14th. In addition to our normal housekeeping and everything that was discussed at tonight’s City Council Meeting, the committee will be getting a final report from IDOT on Ashland Avenue. The inspection is completed and the final report is official closing out this project. The committee had a great deal of discussion on Temple Hill Road Plans. We began discussion on Sterling Avenue. The committee started planning on how to handle the construction and business access in and out of there. Alderman Venzon, this is early but if anyone has any ideas, please call me or the anyone on the Finance Committee. This is project is two and half years away, but the committee would like to get everything in place so that we can give everyone affected plenty of time as to what is going on. Our next meeting will be August 11th, at 6:30 p.m. at City Hall.
19. PUBLIC COMMENT Mayor Dillon told the City Council he has appointed Alderman Venzon as Mayor pro-tem for the period of August 6th, 2011 through August 13th, 2011, in his absence. The sisters of the Immaculate Conception Convent are having their annual mass for the West Peoria residents on August 7, 2011, at 10:30 a.m. at the Immaculate Conception Convent on Heading Avenue. Alderman Ganson said the St. Jude Run is fast approaching and a couple of West Peoria residents are running: former Alderman Phil Roberts and Township Clerk and Peoria County Board member Jimmy Dillon. He asked to please support them. Laurie Duszynski Legislative Aide for Jehan Gordon offered the Elected Official Update from State Representative Jehan Gordon for the July 25th, 2011, Meeting.
20. ADJOURNMENT Motion to adjourn this meeting was made by Alderman Dwyer and seconded by Alderman Meismer Motion carried unanimously by voice. Meeting adjourned at 7:26 p.m.
