OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY, JUNE 24, 2008 - 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on June 24, 2008.
1. CALL TO ORDER Meeting was
called to order at 7:00 p.m. by Mayor Dillon. 2. PLEDGE OF ALLEGIANCE The Pledge of
Allegiance was led by Mayor Dillon. 3. ROLL CALL The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Meismer, Alderman Roberts and Alderwoman Thomas. Also present: Mayor James Dillon, Attorney Bill Connor, City Administrator John Carlson, City Treasurer Jennifer Main and City Clerk Carole Stephens. Absent: Alderman Mathewson and Alderman Venzon.

5. MOTION TO APPROVE MINUTES A motion to approve the minutes from the June 10, 2008 City Council Meeting was made by Alderman Dwyer and seconded by Alderman Dohm. ROLL CALL

6. COMMUNITY POLICE REPORT Peoria County
Sheriff’s Officer Chris Watkins reported that the Peoria County
Undercover Agents conducted a search warrant at 2600 W. Moss Avenue.
A seventy-one year old male was growing marijuana on the roof of his
house. The Sheriff’s Department just started their Grant for DUI’s
and Seat Belts and will continue with extra Officers until the first
full week of July. Make sure you have your seat belt on; there
will be no warning, tickets only. The curfew for 16 and under is
10:00 p.m. on week days and Friday and Saturday it is 11:00 p.m.
There haven’t been any calls for curfew violation in West Peoria.
The Sheriff’s Department is still getting complaints about smoking
in the bars, mostly the bars on top of the hill; the bars below the
hill have beer gardens. Officer Watkins introduce Officer John Hill
to the council, he is one of the new deputies who will be working
with Chris for another three weeks. The Bike Patrol for West Peoria
is in force. 7. MAYOR’S REPORT Mayor Dillon
informed the City Council that Channel 19 TV reported on the New
Wall on Father’s Day. The Wall is near completion and the City is
working with the Beautification Committee on the plan to start
planting now that the dirt is level. John Carlson pass out a paper
for the 4th of July Parade stating that the Peoria Journal Star is
going to do a feature on our community profile, this will help
promote our community and the 4th of July Parade. The City Council
should be there by 9:15 a.m. Street Department Henry Strube has
been working with the contractor for the new building; this will be
discussed on item 12. With the amount of rain we have had, Dan
Sullivan our Code and Zoning Officer has been out with the code
enforcement checking on lawns and weeds. A call was made to the
company that cuts the grass for the City to cut some of the trouble
lawns. Tonight is Krystiana’s last meeting; everyone is invited to
stay after the meeting and have cake. 8. TREASURER’S REPORT City Treasurer Main passed out the Treasurer’s Report for May, 2008. Alderman Dohm made the motion to receive and file the May report. Alderman Dwyer seconded ROLL CALL

FROM AGENDA 11. MOTION TO APPROVE RESOLUTION NO. 2008-01 A RESOLUTION REGARING THE GENERAL PREVAILING RATE OF HOURLY WAGES was made by Alderman Dohm and seconded by Alderman Ganson. ROLL CALL

OTHER BUSINESS – DISCUSSION ONLY a) Concrete – New Building to be voted on next City Council Meeting Henry talked to the Mayor about more concrete being poured at the new building. On the garage side they came out so far with concrete for the aprons and we wanted to go out another twenty-five foot and eighty foot long to help prevent mud from being tracked into the building. We thought it would be best to hire the general contractor who poured the building. The contractor’s price is a firm $10, 360.00 and they will not exceed that price because of materials or completion time. Because we have a contract with them we will not have to put it out for bids. If this is ok with everyone we will go ahead and proceed and bring it to council at our next meeting.
13. COMMITTEE REPORTS A. FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR The Finance Committee has not met since the last City Council Meeting. Our next meeting will July 1, 2008 at 5:30 p.m. at City Hall. B. LAND USE COMMITTEE – ALDERMAN DOHM – CHAIR The Land Use Committee met on June 18, at 6:30 at City Hall. The Committee reviewed our committee goals, we reviewed a couple of demolition procedures to try to create a check list for issuing demolition permits, to make sure everything is done according to procedure. We went over our annual calendar, which is a monthly event for our committee and reviewed our Zoning Code violations. Our next meeting will be July 16, at 6:30 p.m. at City Hall. C. PUBLIC SAFETY COMMITTEE - ALDERMAN DWYER The Public Safety Committee has not met since the last City Council Meeting. Our next meeting will be July 16, at 5:30 at City Hall. D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON The Transportation Committee met on June 12, at 6:30 p.m. at City Hall. The Committee updated our goals; we discussed the sidewalks and the Market Street Project. Our next meeting will be July 10, at 6:30 at City Hall. Discussion: Alderman Dohm told the City Council that the cost of the trap rock for seal coating has increased and is hard to get this year. He recommended to the Council that if they were planning on Seal coating not to wait to order it.
14. PUBLIC COMMENT City Administrator Carlson told the Council that the City had applied for and received a $10,000 Grant from DCEO with help from Senator Koehler. This grant money will be used towards paying for stop and yield signs, which are about $48.00 each. The Federal Highway Administration mandated to replace all street signs by 2012, with signs more visible at night. Mayor Dillon stated West Peoria has had a problem for many years with Stevers water. Illinois American Water Company notified me that the cost is a lot more than they estimated. Illinois American Water has only set aside one half of the cost of this project. I asked John Carlson if he could possibly find a way to do a Special Service Area, so that we could finally get the Stevers Addition hooked up to Illinois American Water. Alderman Roberts thanked Vista Volunteer Krystiana Bronny for the good year she gave to West Peoria.
15. MOTION TO MOVE TO EXECUTIVE SESSION APPOINTMENT OF A PERSON TO FILL A PUBLIC OFFICE was made by Alderman Ganson and seconded by Alderman Dwyer. ROLL CALL

Dwyer, Dohm, Meismer, Roberts, Thomas Meeting moved to Executive Session at 7:17 p.m. Meeting was called back at 7:24 p.m. ROLL CALL The following members were present; Dohm, Dwyer, Ganson, Meismer, Roberts, Thomas and Dillon. Also present were: City Administrator Carlson, City Attorney Connor and City Clerk Stephens. Absent: Mathewson and Venzon 16. ACTION ARISING OUT OF EXECUTIVE SESSION - APPOINTMENT OF PLANNING AND COMMUNITY DEVELOPMENT COORDINATOR Motion was made by Alderman Ganson and seconded by Alderman Meismer to hire Mr. Gene Pratt for the appointment of Planning and Community Development Coordinator ROLL CALL
