Meeting of the City Council of West Peoria, Illinois was held at the
West Peoria City Hall on June 10, 2008.

CALL TO ORDER
Meeting was
called to order at 7:00 p.m.

The following
members were present: Alderman Dohm, Alderman Ganson, Alderman
Mathewson. Alderman Roberts, Alderwoman Thomas and Alderman Venzon.
Also present: Mayor Dillon, City Administrator Carlson, Attorney
Connor, and City Clerk Stephens. Absent were: Alderman Dwyer and
Alderman Meismer

APPROVAL OF MINUTES Motion to approve the Minutes from the
May 27,2008 City Council Meeting was made by Alderman Dohm and
seconded by Alderman Ganson.

COMMUNITY POLICE REPORT
Officer Chris
Watkins stated that he had been in training and that is the reason
he has missed the last two council meetings. Officer Watkins
discussed on May 16th, the County Sheriff’s Department conducted a
Saturation in West Peoria from 10:45 p.m. to 2:45 a.m. We stopped
twenty cars and made four arrests; one drug, one warrant and two
traffic arrests. The Peoria County completed a Tobacco Detail over
the last couple of weeks. We went to all the bars and all the gas
stations in West Peoria and every under age person we had who tried
to buy tobacco was carded. We are still working on the issue of
smoking in the bars. The Neighborhood Watch is really working well;
they are giving us a lot of information on the location of drug
houses. My main focus this summer is to try to get the drug houses
out of West Peoria. There have been a couple of minor thefts and
burglaries in the last month. September 5th is the Night Out Against
Crime from 6:00 p.m. to 8:00 p.m. It has been changed from last
year.
Discussion:
Township Supervisor asked Officer Watkins if the little motorized
bicycles are legal on the street. Officer Watkins responded that
they are illegal on the streets and sidewalks and can be used only
on private property.
7. MAYOR’S
REPORT
Mayor Dillon
commented that the Welcome to West Peoria Wall on the corner of Main
Street and Western Avenue is progressing very well. The main part of
the wall and the two columns on the end were poured and now the
contractor is starting to peel off the front bracing. The next step
is to talk with the Beautification Committee to enhance the corner
and make it something we can all be proud of. The front entrance to
the new building was poured today and the sides will be poured
tomorrow. Henry painted the inside rooms. Everything is moving
along very well.
Mayor Dillon
reported that Supervisor DeSutter said that the Township approved
the $4,000 Grant for the Bicycle Patrol that was requested at the
Annual Meeting of the Township of West Peoria. Mayor Dillon thanked
Bob DeSutter and the Township and told them this will help offset
the extra hours for the Bicycle Patrol. Mayor Dillon thanked
Krystiana Bronny and everyone one who help on the Jamboree Run for
making it a success. He thanked everyone who worked at the
Jamboree. The West Peoria Fire Department is taking a lot of the
Jamboree over with most of the proceeds going to the Fire Department
to buy supplies. This is a very worth while Community Event.
8. PUBLIC
COMMENT
Mr. Ed Orr, an
assistant Scout Master, mentioned that several of the Boy Scouts
asked that he address the noise that sounds like a dirt track. He
asked the Mayor if this was ever addressed. Mayor Dillon replied
that this noise may be the Speed Way on Saturday night. This comes
under the Peoria County’s jurisdiction. All races have to be over
by 11:00 p.m. Another question of concern by his Boy Scouts is the
number of alarms that they hear in West Peoria, I know that some of
these alarms are tests, but I am not sure which is which. How often
is this supposed to be tested? I heard at one time, that West Peoria
was going to have a silent alarm testing alarm, but nothing has been
silent for 7 to 8 years. Mayor Dillon asked what alarm he is
referring to, and Mr. Orr replied, the one that goes off at 2:00
a.m. or at noon, very unpredictable. Mayor Dillon replied the Fire
Whistle, and that goes off on every emergency call. This has been
around as long as we have had a fire department. The Air Raid is
only the first Tuesday of the month, or when we have a storm.

10. BOY
SCOUT TROOP #225 REQUESTING A COPY OF BUDGET
Mayor
Dillon asked City Clerk Stephens if a copy of the budget was given
to the troop. Mr. Orr signed the Freedom Of Information Act. A
copy of the Budget was given to the Scout Master.
11. WASTE
MANAGEMENT – MR. DAVE SCHAAB
Mayor Dillon
addressed Mr. Schaab to speak to the City Council. Mr. Schaab
introduced himself to the City Council as Dave Schaab, Municipal
Marketing Manager of Waste Management. The purpose of this visit
this evening is to confirm our response to the action that was taken
on May 27 by the West Peoria Council concerning standardization of
the test for curbside solid waste services, for residents on Ayres,
Callender and Sherman Avenues between Western Avenue and Sterling
Avenue. A letter will be sent to all residents so that everyone in
the test area has the same information. We are suggesting that we
start on Monday, July 7, all the solid waste and trash for this area
will be curbside. Mr. Schaab noted that the Council has already
acted on this as terms of authorization. He asked for a review of
the material that was agreed on. With this approval we will mail out
the information to all the residents in the test area.
Discussion:
Alderman
Mathewson asked if the
solid waste and the recyclables are picked up at the same time.
Answer:
Same day, different trucks.
Alderman Mathewson asked
if yard waste pick up was on the same day.
Answer:
Same day, only no carts are involved. Different trucks. Due to
the State and Federal Regulations we cannot combine recyclables from
solid waste.
Question:
Mr. Schaab was asked about the cost to the residents for the carts?
Answer:
This was bid in October, 2007. Currently the contract calls for
$3.50 to $3.75 rental fee for carts in the city of West Peoria. If
West Peoria is interested in across the board it would be less than
half.
Alderman Dohm said:
The ordinance calls for a dead line date and the posting said from
this point on trash will no longer be picked up.
Answer:
Mr. Schaab was not aware of any
deadline dates. If the council wants to put a cap on it we can test
it between the dates you come up with.
Alderman Roberts asked
if Waste Management was going to provide toters free of charge in
the test area.
Answer:
Mr. Schaab replied that carts are a
premium offering for a current contract. Waste Management has run
into some problems by doing to many out at one time as a premium. If
any resident has a problem getting the trash physically where it is
stationed in the alley or to the curb, especially senior citizen or
handicap Waste Management will supply one free of charge.
Question: Is this for the
test area only?
Answer: We did have a
discussion on this that we could supply or help them get the garbage
the correct place. This is a premium service, I will check the
inventory and I will get back with you by tomorrow.
Mayor Dillon asked
about the number of residents in
Peoria that were involved with the test area that Waste Management
conducted with the carts. Mr. Schaab commented that more than sixty
percent in the test area kept the carts on a charge basis. He also
comments that the drivers for Waste Management have been trained in
what we call the Waste Watch Program. The drivers are certified in
the training to help someone in need.

TO ACCEPT DISABILITY INSURANCE
was made by Alderman Mathewson and
seconded by Alderman Ganson.
Discussion:
Alderman Mathewson explained that the City of West Peoria has been
supplying their employees with disability insurance for over two
years. After researching, this is better disability insurance for
our employees for lesser amount than the city has been paying.
Before we had to wait for open enrollment, now it will set up on
line to be effective when pay raises go into effect.

14. CATHOLIC
CHARITIES YOUTH PROGRAM
Jan Pacey from
the Catholic Charities Youth Intervention Program introduced herself
to the Mayor and City Council. She is hired by Catholic Charities as
a Peoria Community Area Worker. With the City Councils approval she
would like to pick a targeted neighborhood in West Peoria where
there are children living. For a needs assessment there will be two
staff members that will go door to door one side of the street and
two would take the other side. I have contacted Officer Chris
Watkins on this arrangement. Anyone 12 and older can fill out the
form. We take all the data back to the office and check out all the
data and see what the needs are, such as: lack of recreational, no
after school programs, there are a variety of issues. We then try
to get a group of children along with their parents from this
neighbor and try to get the children re-involved with the community
and school. We will work in conjunction with the City of West
Peoria and West Peoria Residents Association. We would like to see
the youth get involved with the elderly, maybe in conjunction with
the Paint Program to help them take pride in their community. This
will start about July 7. Mayor Dillon thanked Jan Pacey for coming
and suggests that we send her a letter letting her know that West
Peoria is supporting her in this program.

COMMITTEE REPORTS
A.
FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR
The Committee
met on June 3, at 5:30 p.m. This was the last meeting for the
Finance Committee from our Vista Volunteer Krystiana Bronny. We
thanked her for all the help she has given us. Our insurance agent
came to the last meeting and talked about the Disability Insurance
that was passed this evening. Marge will be putting the calendars in
each of your committee meetings for the current month and for the
following month. This is to give you a heads up on what is coming in
the next couple of months. We discussed West Peoria’s 15th
Anniversary, we would like to have ideas and if you would like to
get involved contact City Administrator John Carlson.
Our next
meeting will be July 1, at 5:30 p.m. at City Hall.
B. LAND
USE COMMITTEE – ALDERMAN DOHM – CHAIR
The Land Use
Committee has not met since the last City Council Meeting. Our next
meeting will be June 18, at 6:30 p .m. at City Hall.
C. PUBLIC
SAFETY COMMITTEE – ALDERMAN DWYER, CHAIR
Alderwoman
Thomas filled in for Alderman Dwyer. The Public Safety Committee met
on June 3, at 7:00 p.m. The committee went over the Waste Management
Proposal that was discussed this evening. We went over the usual
items on the agenda. Our next meeting will be July 16th at 5:30
p.m. at City Hall.
Discussion:
Alderman Mathewson thanked the Public Safety Committee for changing
the time and the day for their meetings.
D.
TRANSPORTATION COMMITTEE – ALDERMAN VENZON, CHAIR
The
Transportation Committee has not met since the last City Council
Meeting. Our next meeting will be June 12 at 6:30 at City Hall.
