OFFICIAL MINUTES REGULAR MEETING WEST PEORIA CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY JUNE 9, 2009 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on June 9, 2009.
1. CALL TO ORDER Mayor Dillon called the meeting to order at 7:00 p.m. and welcomed everyone to this meeting. Mayor Dillon reminded everyone that this meeting is being taped and will be aired on Channel 22 June 10th at 8:00 p.m.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led Mayor Dillon.
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Ganson, Alderman Mathewson, Alderman Meismer, Alderman O’Neill, Alderwoman Thomas, Alderman Venzon, Mayor James Dillon, City Administrator Carlson, City Attorney Connor, Economic Coordinator Gene Pratt, City Clerk Carole Stephens, Street Department Manager Henry Strube. Rolland Reinhart. Also present: Jason Barth, Robert DeSutter, Lynn Dempsey, Loretta Fehl. Members from the United Disciple Christian Church: Dorothy Gilmore, Don Evans, Carl Russell, Robert Parrett and Fred Carrell. Absent: Alderman Dwyer
4. ADDITIONS TO OR DELETIONS FROM AGENDA None
5. MOTION TO APPROVE THE MINUTES FROM THE MAY 26, 2009 CITY COUNCIL MEETING was made by Alderman Dohm and seconded by Alderwoman Thomas. Discussion: Alderman Mathewson said that Item 15 Waste Management issues to be tabled until more information was available. Alderman Mathewson said Item 17 Committee Reports, Section C. Public Safety Committee - Delete the portion of Waste Management. ROLL CALL VOTE: Ayes – 7 Dohm, Thomas, Ganson, Mathewson, Meismer, O’Neill, Venzon Nays – 0 Absent – 1 Dwyer Motion Carried
6. COMMUNITY POLICE REPORT Officer Watkins said that August 22, 2009 is Night Out Against Crime in West Peoria. West Peoria has had several garage burglaries in the last couple weeks all involving juveniles. The City of Peoria has had a lot of arson fires lately, so far West Peoria has not had any, and you can help out by keeping you eye open for any kids waking in the alleys that you do not recognize. Call the Sheriff’s Department and we will see what they are up to. The Bike Patrol has been out for a month so far it’s been quiet. This year I have seen more kids playing outside than I have seen for a long time. Please watch out for them. Jamboree was great, there were no problems. Bob DeSutter told Officer Watkins that two flags were taken from the Veterans Memorial at the Franciscan Park, The Illinois Flag and the POW Flag, the United States Flag is still there. Officer Watkins will check it out.
7. MAYOR’S REPORT Mayor Dillon reported that he is working with Illinois American Water Company, the Water Company has put in a lot of new water mains in West Peoria over the last two years. Mayor Dillon asked Henry for a list of the streets to be seal coating so they can complete their work. The Illinois American Water Company is going to replace all the water mains in another section of West Peoria, the Melrose, Dixon and Manor Parkway area. The new water mains that will be installed are larger size, which means they are able to put in more fire hydrants. Mayor Dillon said he will be attending a meeting and lunch at Weaver Ridge with other Community Leaders. Mayor Ardis from the City of Peoria is the sponsor. The guest speaker, Paul Vallus, is involved with the School Districts in Chicago. Mayor Dillon thanked everyone involved with the West Peoria Jamboree. There were 97 runners participated in the Jamboree Run this year.

MOTION TO APPROVE ORDINANCE 2009-13 AN ORDINANCE ESTABLISHING SPECIAL SERVICE AREAS 2009-01, 2009-02, 2009-03 AND LEVYING A TAX WITHIN SAID SPECIAL SERVICES AREAS was made by Alderman Venzon and seconded by Alderman Ganson. Discussion: Alderman Venzon stated that this Ordinance establishes an SSA for Waverly, Pleasant and Lammers Avenue for sidewalks. ROLL CALL VOTE: Ayes 7 - Venzon, Ganson, Dohm, Mathewson, Meismer, O’Neill, Thomas Nays – 0 Absent – 1 Dwyer Motion Carried
10. MOTION TO APPROVE RESOLUTION 2009-05 A RESOLUTION REGARDING THE GENERAL PREVAILING RATE OF HOURLY WAGES was made by Alderman Venzon and seconded by Alderman Dohm. ROLL CALL VOTE: Ayes 7 – Venzon, Dohm, Ganson, Mathewson, Meismer, O’Neill, Thomas Nays – 0 Absent – 1 Dwyer Motion Carried
11. MOTION TO APPROVE GRANT REQUEST NO. 2009-05 A GRANT FOR THE WEST PEORIA RESIDENTS ASSOCIATION IN THE AMOUNT OF $2,000 TO AID THE PUBLISHING AND MAILING OF THE WEST PEORIA NEWSLETTER was made by Alderman Mathewson and seconded by Alderman Meismer Discussion: Alderman Mathewson said this money was requested for the Newsletter and is the same amount that was given to them last year. The Finance Committee went over the information for this request and recommend that the Council grant this request. Alderman Dohm ask if this was going to be an annual request if so, should we budget for this or take it out of the Grant Fund? ROLL CALL VOTE Ayes – 7 Mathewson, Meismer, Dohm, Ganson, O’Neill, Thomas, Venzon Nays – 0 Absent – 1 Dwyer Motion Carried Discussion: Lynn Dempsey thanked the Council for their approval of the $2,000 Grant for the West Peoria Newsletter. Lynn said that David Pittman and Beth Gilbert came up with the idea of purposing our Newsletter for the Governor Hometown Award and currently in the process of completing the application for this award. This is a good way to draw attention to our community in a positive way. Lynn drafted a letter of recommendation and asked if the City Council would sign the letter and send it with the application.
12. MOTION TO APPROVE THE PROPOSED MOVE OF HOSTING OF WEB AND EMAIL TO OIC GROUP was made by Alderman Dohm and seconded by Alderman Mathewson. Discussion: Economic Developer said that the basis for this is that our current contract with NTS is expiring. The total cost of service with NTS for Web Hosting and Email Services $110.00 a month. The total cost for OIC for Web Hosting and twenty-five Email accounts will be $25.95 a month. OCI Group is currently Hosting Web Site and Emails for the City of Peoria. OIC comes highly recommended it will be easier for all the City Council Members to have access of the email at home. Alderman Mathewson explained that in the Councilmen’s packet there are two phases: Tonight we are voting on Phase One- that is a $150.00 one time fee. After this it will $25.95 a month. Alderman Dohm: Will the addresses stay the same? Gene Pratt: Yes, everything will stay the same. The Web Site will be moved sometime over the weekend in the off hours. 13. MOTION TO APPROVE TIF REFUND REPAYMENT TO THE CITY OF WEST PEORIA was made by Alderman Mathewson and seconded by Alderman Meismer. Discussion: Alderman Mathewson said that there was some work done on Heading Avenue and from the TIF we have broken this down to have a payment for three years. This is just this year’s payment.

14. CITY COUNCIL COMMITTEES Mayor Dillon said that the City Council Committees were discussed at the last City Council Meeting and that an Updated Official List was passed out to all the council members.
15. MOTION TO APPROVE THE ACCEPTING OF THE UNITED DISCIPLES CHRISTIAN CHURCH BUILDING FROM THE CONGREGATION OF THE CHURCH was made by Alderman Venzon and seconded by Alderman Ganson. Discussion: John Carlson stated a few months ago some members of the United Disciples Christian Church made the City this generous offer of giving the Church to the City of West Peoria for a nominal fee, Gene Pratt and I were given the task to work with architect Adam Lontai to determine the feasibility of the church for a government building. The architect was asked to secure an estimate for potential remodeling. On May 28, 2009 we received a rough estimate, not a final estimate, Alderman Mathewson attending the meeting when we met with Adam Lontai asked me and Gene Pratt to provide the final recommendation. Gene Pratt: There two fundamental issues we are dealing with. 1. This current building no longer meets the needs of the City, additional space is needed. Several options have been suggested. a) To build the new building on this property and the property next door and build on it. b) To take the Church and remodel it for use of a City Hall, Township Office and Community Center. c) To stay here and expand this building. When the Church became an option to the City we starting looking it as a possible location for a City Hall, a Township Office and a potential Community Center. The issue tonight whether or not to take the Building. A decision can be made later to make it a Government Building or for Economic Development. In terms of making this a Government Building Architect Adam Lontai walked the City Council through the layout he designed as a Government Building: ADA accessible, cost effective and efficient. Approximate dollar amount for remodeling church into Government Building is in the range of $850,000 for 12,500 sq. ft. Approximate dollar amount for new Building is over $1,000,000 for 8,000 sq. ft. Mayor Dillon stated he wanted to remind the Council they are is just voting on whether to accept the Building. When we talked with Adam Lontai we wanted to get an idea if this was feasible and now we know it is feasible and the cost is there, this is a great way to use a beautiful building. This is not something that will happen overnight. In the preliminary estimate we will still have some abatement of asbestos done in the building. The first thing we will have to do is find out the cost of abatement of asbestos. Alderman Dohm: Will this be in Ordinance Form. Attorney Connor: Yes. Ordinance 2009-14. Dorothy Gilmore: Member of the United Disciple Christian Church said that the congregation has voted to donate the church to the City of West Peoria for Community purposes. John Carlson commented on the dedication of the Congregation of the United Disciples Christian Church to the community and their Legacy will live on. Mayor Dillon commented the Church has always been a big part of the community of West Peoria and thanked the Congregation for thinking of us. You will not be forgotten.
16. MOTION TO APPROVE PAYMENT TO ALLIED MUNICIPAL SUPPLY IN THE AMOUNT OF $8,494.12 FOR STREET SIGNS (LINE ITEM 01-41-614) was made by Alderman Venzon and seconded by Alderman Ganson. Discussion: Alderman Venzon said that the City is required to replace the current street signs with the highly reflective style of street signs. This cost is not all of the signs, this is just the beginning. Mayor Dillon said that the City received a $10,000 Grant from Senator Koehler’s Office and we receive a Grant from 3M for $2,200. The signs did not cost the tax payers anything, they were covered with a Grant. We have received the Grant Money. This is just for Stop Signs, Yield Signs, No Parking Signs and Snow Route Signs. Each one of the signs will have a sticker because they have to be replaced and recorded every twelve years. 17. COMMITTEE REPORTS A. FINANCE COMMITTEE REPORT The Finance Committee met on June 2, 2009. The committee discussed the TIF Payment which was passed tonight, the OCI Email and Web Site which was passed tonight, the Grant to West Peoria Newsletter for $2,000.which was passed tonight. We discussed the AFLAC request to to give a presentation, this was done previously and no one decided to take it. The Committee said if anyone is interested we will have them come back. We discussed the Church. Our next meeting will be July 7, 2009 at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE REPORT The Land Use Committee has not met since the last City Council Meeting. Our next meeting will be June 17, 2009 at 6:30 p.m. at City Hall.
C. PUBLIC SAFETY COMMITTEE REPORT The Public Safety Committee has not met since the last City Council Meeting. Our next meeting will be June 17, 2009 at 5:30 p.m. at City Hall.
D. TRANSPORTATION COMMITTEE REPORT The Transportation Committee has not met since the last City Council Meeting. Our next meeting will be June 11, 2009 at 6:30 p.m. at City Hall.
18. PUBLIC COMMENT Mayor Dillon reminded everyone about the 4th of July Parade in West Peoria. The new route will start in front of City Hall on Rohmann go down Sterling to Moss up to Waverly up Rohmann to Sterling to the Franciscan Park. This year we are blessed to have the Marching Band from Clonmel Ireland. Township Supervisor DeSutter thanked the United Disciples Christian Church and the City Council for everything working out so well. Dorothy Gilmore said that the Church does appreciate that the City has accepted this; it’s been a while and we have had a lot of conversations to get this point and now we can move forward to the direction we have to go. Mayor Dillon said that the City will put out some feelers out for Grants and Stimulus Money. This will be one of the topics at the meeting I am attending on Friday, Bonds and Stimulus Money.
19. ADJOURNMENT Motion to adjourn was made by Alderman O’Neill and seconded by Alderman Meismer. Motion carried unanimously by voice vote. Meeting adjourned at 7:43p.m.
