OF THE WEST PEORIA CITY COUNCIL

JUNE 28, 2011, AT 7:00 P.M.

         A Regular Meeting of the City Council of West Peoria, Illinois, was held at the West Peoria City

         Hall on June 28, 2011

 

    1.  CALL TO ORDER

            Mayor Dillon called the Meeting to order at 7:00 p.m. 

 

    2.  PLEDGE OF ALLEGIANCE

         The Pledge of Allegiance was led by Mayor Dillon.

 

    3.  ROLL CALL      

         The following members were present: Mayor Dillon, Alderman Dohm, Alderman Dwyer, Alderman

         Ganson, Alderman Meismer, Alderman O’Neill, Alderman Reagan, Alderwoman Thomas,

         Alderman Venzon, City Administrator Carlson, City Attorney Connor, Economic Development

         Coordinator Pratt, City Treasurer Main, City Clerk Stephens. Also present: Peoria County/Scott

         Sorrel, Peoria County Board Member Jimmy Dillon, Township Supervisor DeSutter, Peoria Journal   

         Star/Scott Hilyard, Deputy Middlemas, Rolland Reinhart and John F. Siewert II.

     

    4.  ADDITION OR DELETION FROM THE AGENDA

         Items 11 and 13.

 

    5.  MOTION TO APPROVE MINUTES FROM THE JUNE 14, 2011, CITY COUNCIL

   MEETING was made by Alderman Dwyer and seconded by Alderwoman Thomas

         Discussion: No Corrections

         ROLL CALL VOTE Ayes – 8  Dwyer, Thomas, Dohm, Ganson, Meismer, O’Neill, Reagan,

         Venzon

         Nays – 0

         Absent – 0                                           Motion Carried.

 

     6. COMMUNITY POLICE REPORT

         Officer Middlemas reported:

         Between June 11 and June 22, a break-in occurred in a vacant house in the 2100 block of

         Rohmann Avenue. An air conditioner and about 50 feet of copper pipe was taken. There are no

         suspects at this time.

         Between June 13 and 14 a shed was broken into in the 2400 block of Kellogg. A snow blower, air

         conditioner, lawn trimmer and a number of tools were taken. There are no suspects at this time.

         Between June 17 and June 18, a lot of high dollar tools were taken from a home being remodeled

         in the 2400 block Manor Parkway. There are no suspects. The County Police are checking all the

         pawn shops in case someone came in to sell them.

         June 20 and June 27 electronics were taken from two vehicles.

 

     7. MAYOR’S REPORT

         Mayor Dillon told the City Council that he and City Clerk Stephens attended the Heart of Illinois

         Mayor’s Meeting in Delavan and that he also attended the EDC Meeting in Peoria.

         Mayor Dillon said the City and County are working on the Bel-wood items that are on the agenda for

         tonight’s City Council meeting.

         The Mayor reminded the City Council members to be at City Hall at 9:30 a.m. for the 4th of July

         Parade. The parade will start  at 10:00 a.m.  

         He congratulated Henry Strube on his new grandson.

 

     8. TREASURER’S REPORT

         City Treasurer Jennifer Main passed out the May 2011 Treasurer’s Report. Alderman Meismer 

         made the motion to Receive and File this Report. Alderman Ganson seconded this motion.

     9. PUBLIC COMMENT

         Mayor Dillon said on July 11, 2011, the West Peoria Township will have a Special Meeting at the  

         Township Building at 7:00  p.m. The purpose of this meeting is to consider, discuss and vote to

         switch ownership of 1322 and 1326 Hillside Avenue from West Peoria Township to the City of West

         Peoria.

 

   10. MOTION TO APPROVE RESOLUTION 2011-01 A RESOLUTION REGARDING THE

         GENERAL PREVAILING RATE OF HOURLY WAGE was made by Alderman Dohm and

         seconded by Alderman Venzon.

         Discussion: Attorney Connor stated this is the annual required findings of the Prevailing Wage

         based on the published rate for Peoria County, Illinois

         Thomas.

   12. MOTION TO APPROVE ORDINANCE 2011-32 AN ORDINANCE APPROVING THE

         AMENDMENT TO AN INTERGOVERNMENTAL AGREEMENT WITH THE COUNTY

         OF PEORIA, ILLINOIS was made by Alderman Ganson and seconded by Alderman Dwyer.

         Discussion: City Attorney Connor said this amendment was handed out to all the council

         indicating the highlights in this Amendment is a change is size of the parcel from 2 acres to

         .93 acres. This brings a reduction in payment to Peoria County down to $40,455 from, $85,000. This  

         reduction is because of less acreage.

         Mayor Dillon: At first we thought the City would get two acres, but when the engineers started 

         platting they discovered they did not have as much land at they thought, this is the reason this fell

         short from 2 acres to .93 acres. This should be enough for the new building and enough for every day

         parking. The City will use overflow property from Bel-wood for parking.

         Alderman Dohm asked if the parking issue should be put into the amendment.

         County Board Member Jimmy Dillon: From the County’s stand point, I am sure the County would

         be more than happy to put in some sort of an agreement. When the County tightens up some of these

         issues it has been a common understanding that the overflow especially in the evenings for the

         meetings. Jimmy Dillon went on to say that he feels very comfortable if there is a need of an  

         Intergovernmental Agreement later down the road, that he would be more than happy to sign one.

         Alderman Meismer pointed out an error in the Amendment Agreement. This should be .93 acres

         not .093.

         Attorney Connor: This will be corrected.

         Mayor Dillon told the City Council all the papers will be signed today (June 12) and tomorrow (June

         13th) by the County and the church will officially be passed through the County’s hands to the Cross

         Church hands.

         Alderman Ganson amended his motion to include the proper figure of .93 acres and seconded by

         Alderman Dwyer.

   13. DELETED - Ordinance 2011-34

    

   14. MOTION TO APPROVE ORDINANCE 2011-35 AN ORDINANCE APPROVING

         SUBDIVISION PLAT REGARDING PROPERTY TO BE OWNED BY THE COUNTY OF  

         PEORIA AT 2223 HEADING was made by Alderman Dohm and seconded by Alderman Dwyer.

         Discussion:  No discussion

         ROLL CALL VOTE Ayes – 8 Dohm, Dwyer, Ganson, Meismer, O’Neill, Reagan, Thomas, Venzon

         Nays – 0

         Absent - 0                                           Motion Carried

 

   15. DELETED – Ordinance 2011-36

         Motion to delete Ordinance 2011-36 was made by Alderman Dohm and seconded by Alderman

         Dwyer

         Discussion: Attorney Connor told the City Council this should be deleted because it relates to the

         re-zoning to an R-2. Attorney Connor suggested putting Ordinance 2011-36 on the July 12th agenda.

         ROLL CALL VOTE Ayes – 8 Dohm, Dwyer, Ganson, Meismer, O’Neill, Reagan, Thomas, Venzon.

   16. OTHER BUSINESS –

         No other Business

 

   17. COMMITTEE REPORTS

         A. FINANCE COMMITTEE

      Chair Meismer – The Finance Committee has not met since the last City Council meeting.

      Our next meeting is July 5th at 5:30 p.m. at City Hall.

 

     B. LAND USE COMMITTEE

     Chair Dohm – The Land Use Committee met on June 15th.  The committee went over the normal 

     housekeeping items. Reviewed the Code and Zoning Reports and checked over the Fee Schedule. 

     Economic Development Coordinator Pratt has come up with some ideas to create more revenue.

     The Committee is reviewing these and will send them to the Plan Commission. Our next meeting

     is July 20th at 6:30 p.m. at City Hall.

 

   C. PUBLIC SAFETY COMMITTEE

     Chair Dwyer – The Public Safety Committee met on June 15th at 5:30. The committee is going

     through a comprehensive review of the Public Safety Title and Code Book. We are looking into  

     updating the Street Sign Ordinance. The Transportation Committee is providing information on

     speed limits and  parking. On July 12th, the City Staff and the City Council have reserved a bus

     to look at some of the problem properties that we have been discussing for the past year. Our

     next meeting is July 20th at 5:30 p.m. at City Hall.

 

         D. TRANSPORTATION COMMITTEE

              Chair Venzon – The Transportation has not met since our last City Council meeting. Our next

              meeting is July 14th, at 6:30 at City Hall.

              Discussion: Township Supervisor DeSutter asked about the bids for Kenwood Avenue and Clifton

              Court.

              Alderman Venzon:  The bids have come in for Kenwood Avenue and Clifton Court, the

              Transportation Committee is doing more research before we do anything.

 

   18. PUBLIC COMMENT

         County Board Member Jimmy Dillon told the City Council the County has scheduled an open face

         meeting at the Franciscan Center tentatively for the week of July 13th, to present plans for

         Bel-wood to the community. He went on to say this date has not been finalized and he will get the

         information to the City Staff as well as the City Council members.

         Alderman Venzon asked if a walk through of the church would be possible.

         Scott Sorrel of Peoria County said the first steps of the asbestos removal has started so we will not be

         able to accommodate this request. Scott said that artifacts found in the building will be incorporated

         with the new building.

         County Board Member Jimmy Dillon thanked the City of West Peoria and the City Council for all

         their work. He said it would not have been possible without the City Staff and City Council stepping   

         up and working all the longs hours to accomplish this.

 

   19. ADJOURNMENT

         Motion to adjourn this meeting was made by Alderman Dwyer and seconded by Alderman Meismer

         Motion carried unanimously by voice vote. Meeting adjourned at 7:21 p.m.
