 OF THE CITY OF WEST PEORIA, ILLINOIS

TUESDAY MAY 26, 2009

A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on May 26, 2009. Mayor Dillon explained to the public that this meeting is taped as well as all City Council Meetings and they are watching on a delayed access on Channel 22.  The Council Meetings are the second and fourth Tuesday of every month at 7:00 p.m. at City Hall and on Channel 22 every second and fourth Wednesday at 8:00 p.m.

 

 1.  CALL TO ORDER

     Meeting was called to order at 7:00 p.m. by Mayor Dillon.

 

 2.  PLEDGE OF ALLEGIANCE

      The Pledge of Allegiance was led by Mayor Dillon

 

 3. ROLL CALL

     The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson,

     Alderman Mathewson, Alderman Meismer, Alderman O’Neill, Alderwoman Thomas and

     Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill Connor and City

     Treasurer Jennifer Main. Street Manager Henry Strube, Township Supervisor Bob DeSutter,

     Rolland Reinhart and Plan Commission Jason Barth and Amy Furgiuele.

 

 4. ADDITIONS AND OR DELETIONS FROM AGENDA

     None

 

 5. APPROVAL OF MINUTES

     Motion to approve the Minutes from the May 12, 2009 City Council Meeting was made

     by Alderman Dohm and seconded by Alderwoman Thomas.

     ROLL CALL VOTE – 8 Ayes, Dohm, Thomas, Dwyer, Ganson, Mathewson, Meismer,  

      O’Neill, Venzon    

     Nays – 0

     Absent-0    Motion Carried

 

 6. COMMUNITY POLICE REPORT

     Officer Chris Watkins was absent. No report.

  

 7. MAYOR’S REPORT

     Mayor Dillon reported that he is working on several different projects: The road projects;

     making sure that everything is signed on time for the State to put them out for bid. He also

     said he trying to make sure of the stimulus money and working on PPUATS. Mayor Dillon

     also stated he worked with the Illinois America Water Company on a couple of small water

     problems and with Henry Strube on a couple of drainage problems.

 

 8.  TREASURER’S REPORT

      City Treasurer Jennifer Main passed out the Year End April 30, 2009 Treasurer’s Report.

      A motion to Receive and File the Treasurer’s Report was made by Alderman Mathewson and  

      seconded by Alderman Meismer.

       ROLL CALL VOTE – Ayes 8 Mathewson, Meismer, Dwyer, Dohm, Ganson, O’Neill,  

       Thomas, Venzon  

       Nays – o

       Absent – 0   

       Motion Carried.

 

  9.  PUBLIC COMMENT

       Township Supervisor DeSutter reported on the Memorial Day Ceremony at the Franciscan

       Park on Saturday May 23. There were about forty people in attendance. Supervisor DeSutter

       thanked Henry Strube and Kyle Horner for putting the flags up. Mayor Dillon said that Sharon

       McBride’s son Tom Ciota flew in to be the guest speaker at the ceremony.  Tom served in

       Desert Storm and while he was stationed there he wrote a monthly article for Sharon to put in the

       Community Word. It was great to have him back in West Peoria.

       Township Supervisor DeSutter reported on the Jamboree: the carnival for the kids will start

       at 3:30 p.m. until 7:00 p.m.  There will be prizes for the kids.  The food will start at 5:00 p.m. 

       and the music will start at 6:00 p.m.

 

10.  MOTION TO APPROVE THE CONTRACT BETWEEN THE COUNTY OF

       PEORIA AND THE CITY OF WEST PEORIA AND INTEGOVERNMENTAL

       AGREEMENT FOR POLICE SERVICE AND BICYCLE PATROL RENEWAL

       5/1/09 TO 4/3/10 (Line Item 01-21-538) (Line Item 01-21-538.1) was made by

       Alderman Dwyer and seconded by Alderman Meismer.

       ROLL CALL VOTE - Ayes 8 Dwyer, Meismer, Dohm, Ganson, Mathewson, O’Neill.

       Thomas, Venzon

       Nay – 0

       Absent – 0

       Motion Carried

 

11.  MOTION TO APPROVE THE CONTRACT TO HOROWITZ CONCRETE, INC.

       FOR HEADING AVENUE CURB AND INLET REPAIR AT ST. JOSEPH’S

       CEMETERY AND PHARMAX PHARMACY IN THE AMOUNT OF $19,800

       (Line Item 01-41-890) was made by Alderman Venzon and seconded by Alderman

       Ganson.

       Discussion: Alderman Venzon said the is work being done ahead of time before the overlay

       on Heading Avenue.

       ROLL CALL VOTE - Ayes – 8 Venzon, Ganson, Dohm, Dwyer, Mathewson Meismer,

       O’Neill, Thomas.

       Nays – 0

       Absent – 0   

       Motion Carried

 

12. MOTION TO APPROVE THE CONTRACT TO HOROWITZ CONCRETE, INC.

      FOR HEADING AVENUE INLET REMOVAL AND REPLACEMENT AT

      2408 W. HEADING AVENUE IN THE AMOUNT OF $9,300. (LINE ITEM 01-41-890)

      was made by Alderman Venzon and seconded by Alderman Ganson. 

      ROLL CALL VOTE – 8 – Venzon, Ganson, Dohm, Dwyer, Mathewson, Meismer,

      O’Neill, Thomas

      Nay – 0

      Absent – 0  

      Motion Carried

 

13. MOTION TO APPROVE ORDINANCE 2009-11 AN ORDINANCE AMENDING

      ALL ZONING CLASSIFICATIONS, OTHER THAN CONSERVATION OVERLAY

      OF THE WEST PEORIA CITY CODE.  PLANNED UNIT DEVELOPMENT

      ORDINANCE was made by Alderman Dohm and seconded by Alderwoman Thomas.

      Discussion:   Chair Dohm reported this was unanimously approved by the Plan Commission

      and if passed at the March 27th, City Council Meeting the Land Use Committee will probably amend

      the Fee Schedule to include a Five Hundred Dollar Fee for this.

      ROLL CALL VOTE – 8- Ayes – Dohm, Thomas, Dwyer, Ganson Mathewson, Meismer,

      O’Neill, Venzon

14. COMMITTEE ASSIGNMENTS

       Mayor Dillon reported that everyone will stay with the Committees they are assigned, with the

       exception of Alderman Ganson and Alderman O’Neill, they will switch committees.

      

15. MOTION TO APPROVE REQUEST FOR PERMISSION TO CHANGE

      RESIDENTIAL SOLID WASTE SERVICES FROM MONDAY TO THURSDAY

      A motion to Table this request and take back to Public Safety Committee was made by Alderman

      Dwyer and seconded by Alderman Meismer.    

      ROLL CALL VOTE – 8 Dwyer, Meismer, Dohm, Ganson, Mathewson, O’Neill,

       Thomas, Venzon.

      Nays – 0

      Absent – 0

      Motion Carried

 

16.  DISCUSSION ONLY:

       None

 

17.  COMMITTEE REPORT:

A.  FINANCE COMMITTEE           -    ALDERMAN MATHEWSON, CHAIR  

      The Finance Committee has not met since the last City Council Meeting, our next

      meeting will be June 2, 2009 at 5:30 p.m. at City Hall.

 

B.  LAND USE COMMITTEE – ALDERMAN DOHM CHAIR

      The Land Use Committee met on May 20, 2009.   The Committee went over our Financial

      Report, we reviewed the Zoning and Building Permits, we finalized the PUD that was passed

      at tonight’s City Council Meeting.   The Teen Dance Club issue is still on our agenda.

      Our next meeting is June 17, 2009 at 6:30 p.m. at City Hall.

 

C.  PUBLIC SAFETY COMMITTEE – ALDERMAN DWYER, CHAIR

      The Public Safety Committee met on May 20, 2009 The Committee went over the Contract

      between the County and the City of West Peoria and the Intergovernmental Agreement for

      Police and Bicycle Patrol which was passed at tonight’s City Council Meeting. The Committee

      discussed the Single Payer Collection and the change of Residential Solid Waste Service Days

      for Waste Management.  Our next meeting will be June 17, 2009 at 5:30 p.m. at City Hall.   

      

D.  TRANSPORTATION COMMITTEE – ALDERMAN VENZON 

      The Transportation Committee met on May 14m 2009.  The Committee went over

      two of the contracts for Horowitz for Heading Avenue that were passed tonight. We

      are also waiting for core samples for Heading Avenue so we can put that out for

      bid. The project on Kenwood and Swords Avenues is ready to go. We have received

      the signed contract, we are waiting for the County to sign off on the permit so we can

      proceed. We are waiting for core samples from Whitney for Ashland Avenue. The

      Committee discussed the Stimulus Package; IDOT does not know exactly what they are

      want to do, until they decided we do not know what we can do. The sidewalks are supposed

      to be started this week. They may be a little behind because of the rain. John thanked every-

      one for watching out for Henry and his crew while he is patching and cleaning the streets. 

      they are in the big West Peoria City Truck with their yellow work outfit. This is a

      construction zone, 25 miles per hour, you will be ticketed if you are caught speeding.

      Our next meeting is on June 11th, 2009 at 6:30 p.m. at City Hall.

16. ADJOURNMENT 

      Motion to adjourn this meeting was made by Alderman O’Neill and seconded by Alderman

      Mathewson.  Motion carried unanimously by voice.  Meeting adjourned at 7:27 p.m.
