OFFICIAL MINUTES REGULAR MEETING WEST PEORIA CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY MAY 12, 2009 5: 30 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on May 12, 2009.
1. CALL TO ORDER Meeting was called to order at 5:30 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led Mayor Dillon.
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Ganson, Alderman Mathewson, Alderman Meismer, Alderwoman Thomas, Alderman O’Neill, Alderman Venzon. Also present: Mayor James Dillon, City Administrator Carlson, City Attorney Connor, Economic Coordinator Gene Pratt, City Clerk Carole Stephens, Street Department Manager Henry Strube. Rolland Reinhart, County Board Member Tom O’Neill, Temporary Code Enforcement Officer Tyson Pokarney, Township Supervisor DeSutter. Absent Alderman Dwyer.
4. ADDITIONS TO OR DELETIONS FROM AGENDA None Discussion: City Administrator Carlson explained Item 10 – Swearing in and Oath of Tyson Pokarney as Temporary Code Enforcement Officer. Code Enforcement Officer Dan Sullivan, because of family issues have to take time off. Coming into high season we hired Tyson to fill in for Dan.
5. MOTION TO APPROVE THE MINUTES FROM THE APRIL 28, 2009 CITY COUNCIL MEETING was made by Alderman Dohm and seconded by Alderwoman Thomas ROLL CALL VOTE: Ayes – 7 Dohm, Thomas, Ganson, Mathewson, Meismer, O’Neill, Venzon Nays – 0 Absent – 1 Dwyer Motion Carried
6. COMMUNITY POLICE REPORT Officer Chris Watkins reported that in the last two weeks there were no burglaries or thefts reported in West Peoria. However, there were a number of bar issues: In the parking lot at Cam’s there was an attempted armed robbery, the assailant was last seen driving off in a white Chevrolet Tahoe on Farmington Road. Crusen’s Bar on Farmington Road has been issued two tickets in the last week for loud music. The music can be heard on Herold Street, which is over 200 feet away from Crusen’s. The City is trying to work with them. There was an incident at The Get Away Bar on Western Avenue. A man allegedly waving a gun and threatened to shoot the place up. Officer Watkins said that he located the gun and the assailant and that he is on parole for several things. Officer Watkins said that he has dealt with him before, hopefully he will be away for a while. The Bicycle Patrol is up and riding. Just a reminder to always keep your doors locked.
7. MAYOR’S REPORT Mayor Dillon welcomed County Board Chairman Tom O’Neill to the meeting. Tom’s son Andy is being sworn in as Alderman of the 4th ward. The committee appointments are up and if anyone would like to change committees let me know, otherwise I am going to try to keep them the same. We used to change the committees all the time, but things are going working very well, so when things aren’t broken, I do not want to change them. Also, we are progressing with the Stever Water and Illinois American Water Agreement. Hopefully very soon we will pass the Agreement and that it will be going to the Illinois Commerce Commission.

11. APPROVAL OF GRANT 2009-04 A GRANT FOR WEST PEORIA YOUTH BASEBALL IN THE AMOUNT OF $200.00 (LINE ITEM 01-11-911) was made by Alderman Mathewson and seconded by Alderman Ganson. Discussion: We received a letter from the West Peoria Youth Baseball and the City has donated to them over the last few years for Baseball Equipment. ROLL CALL VOTE – Ayes 7 Mathewson, Ganson, Dohm, Meismer, O’Neill, Thomas, Venzon Nays – 0 Absent – 1 Dwyer Motion Carried
12. APPROVAL OF DONATION TO CALVIN COOLIDGE MIDDLE SCHOOL FOR THE ACCELERATED READER PROGRAM IN THE AMOUNT OF $100.00 (LINE ITEM 01-11-911) was made by Alderman Mathewson and seconded by Alderman Meismer. Discussion: This program has been very successful with Calvin Coolidge. We have made donations to this program in the past. ROLL CALL VOTE - Ayes – 7 Mathewson, Meismer, Dohm, Ganson, O’Neill, Thomas, Venzon Nays – 0 Absent – 1 Dwyer Motion Carried
13. APPROVAL OF APPOINTMENT TO THE ECONOMIC DEVELOPMENT COMMISSON was made by Alderman Ganson and seconded by Alderman Mathewson. Discussion: Mayor Dillon: announced the names of the Commission: Nancy Carson, Lynn Dempsey, Mike Swearingen, Beth Gilbert, Kip Galloway, Sharon Kennedy, Mark Koenig, Jim Spears, Mark Wrhel, Randy Massey, a representative from South Side Bank and Steve Leahy. Discussion: Gene Pratt said that the City has received the final draft of the Regional Retail Study and this will be real helpful to have the Economic Development Commission help guide us with this information. We chose the people for this commission who know West Peoria well and are eager to work with us. We can start meeting on a regular basis and to make plans to move forward. 2009 may be challenging year for this but we will certainly be ready to offer this opportunity to anyone who is interested in moving to West Peoria. 14. APPROVAL OF APPOINTMENT TO A COMPLETE COUNT CENSUS COMMITTEE made by Alderman Mathewson and seconded by Alderman Dohm. Mayor Dillon said that Economic Development Coordinator Pratt went to a Census Meeting. This is very important for our numbers. The names I would like to submit are: Gene Pratt, Bob DeSutter, Joan Daily, Maggie Moore, Jim McCarter and Jerry Meismer. ROLL CALL VOTE; Ayes – 7 Mathewson, Dohm, Ganson, Meismer, O’Neill, Thomas Venzon Nay – 0 Absent – 1 Dwyer Motion Carried
15. GUIDELINE FOR GRANT TO WEST PEORIA RESIDENTS ASSOCIATION FOR NEWSLETTER. Economic Development Coordinator Pratt recommended that on the banner of the newsletter the City of West Peoria is acknowledged as a grantor of funds that help publish the newsletter with our address and website, so that people who get the newsletter are fully aware that the City is partially responsible for the publication. Mayor Dillon said that is a great idea. All council members agreed.
16. REGIONAL RETAIL STUDY REPORT Economic Development Pratt passed out an executive summary to all Board Members to look at and encouraged everyone to come by and visit, there is more information that we can go over at this meeting tonight. This is a very good beginning of what we have, this is very comprehensive and I am eager to share with all of you. This will show you a little bit of what they found out in a five and ten minute drive from either Western and Barker or Farmington Road and Swords. What the demand for retail is in each of these areas and what is missing. They have given us a list of class of businesses that would be appropriate for this Business area and the Retail Area. A complete list of all the retailers of all the business that have indicated moving to Peoria in the year of 2000 and beyond. Also, a demographic of spending habits for the people who live in our area. I do have more comprehensive information I can share if time allows us.
17. COMMITTEE REPORTS A. FINANCE COMMITTEE REPORT The Finance Committee met on May 5th. We went over the different Grant Requests and we did table one grant request. The West Peoria Residents Association regarding the Newsletter. There was missing information. This will go to the next Finance Committee Meeting. We discussed TIF and we talked about finances for some of the major projects that are coming up in the next year or two, trying to plan far ahead. We went over all the bills for the month. Our next meeting will be June 2, at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE REPORT The Land Use Committee has not met since the last City Council Meeting. Our next meeting will be May 20th, 6:30 p.m. at City Hall.
C. PUBLIC SAFETY COMMITTEE REPORT Alderwoman Thomas in the absence of Chair Dwyer reported that the Safety Committee has not met since the last City Council Meeting. Our next Meeting will be May 20th 5:30 p.m. at City Hall.
D. TRANSPORTATION COMMITTEE REPORT The Transportation Committee has not met since the last City Council Meeting. Our next Meeting will by May 14th, at 6:30 p.m. at City Hall.
18. PUBLIC COMMENT None
12. ADJOURNMENT Motion to adjourn was made by Alderman O’Neill and seconded by Alderman Meismer. Motion carried unanimously by voice vote. Meeting adjourned at 5:52 p.m.
