OF THE WEST PEORIA CITY COUNCIL

MAY 11, 2010, AT 7:00 P.M.

WEST PEORIA CITY HALL

WEST PEORIA, IL

 

         A regular meeting of the City Council of West Peoria, Illinois was held at the West Peoria City

         Hall on May 11, 2010.

 

   1.  CALL TO ORDER

         Meeting was called to order at 7:00 p.m. by Mayor Dillon.

   

    2.  PLEDGE OF ALLEGIANCE

         The Pledge of Allegiance was led by Mayor Dillon.

 

    3.  ROLL CALL

         The following members were present: Mayor Dillon, Alderman Dohm, Alderman Ganson,

         Alderman Mathewson, Alderman Meismer, Alderman O’Neill, Alderwoman Thomas, Alderman

         Venzon, City Administrator Carlson, Attorney James Crowley, Economic Development

         Coordinator Pratt, City Clerk Stephens, Rolland Reinhart, Street Department Manager Strube.

         Also in attendance: Cheryl Becker, Deputy James Middlemas. Absent: Alderman Dwyer.

  

    4.  ADDITIONS TO OR DELETIONS FROM AGENDA

         None.

 

    5.  APPROVAL OF MINUTES

         Motion to approve the minutes from the April 27, 2010, City Council Meeting was made by

         Alderman Dohm and seconded by Alderman Ganson

         Correction – None.

 

         ROLL CALL VOTE Ayes – 7 Dohm, Ganson, Mathewson, Meismer, O’Neill, Thomas, Venzon

         Nays – 0

         Absent – 1 Alderman Dwyer        Motion Carried

 

 6.  COMMUNITY POLICE REPORT

       Officer Middlemas reported:

       May 4th, a residential burglary, money, jewelry and electronic games were taken.

          May 5th,, two cars burglaries - electronics were taken.

          May 9th, two young girls were riding their bikes at the Franciscan Park, when two teenage boys

          knocked them down and took their bikes.

          Officer Middlemas said to beware of roofing and seal coating driveway scams. They are focusing

          on the elderly.

 

     7.  MAYOR DILLON

   Mayor Dillon reported on the West Peoria Government Day on April 30th.   There were twenty three

          students in attendance from Manual and Notre Dame High School and twenty five students from

          Calvin Coolidge Middle School and St. Marks Grade School. Mayor Dillon explained the

          duties of all the staff/officials of West Peoria to the students. The students had a Mock City

          Council Meeting combining students from the different high schools to participate and   

          combining the grade school students to participate. Nine students were registered to vote.

          Mayor Dillon said this was a great day.

          Mayor Dillon stated on May 2nd, that he, City Administrator Carlson and some of the Alderman

          visited the newly annexed Babu property. Mr. Babu showed them where the proposed road and

          condos would be located. Mayor Dillon said they also met with Mr. Connaughton and were shown  

          around his property that he recently annexed into West Peoria.

 

    8.  PUBLIC COMMENT

          None

     

     9.     MOTION TO APPROVE THE QUOTE FOR THE REPAIR OF STERLING AVENUE TO

          C&G CONCRETE CONSTRUCTION COMPANY IN THE AMOUNT OF $40,500.

          (LINE ITEM 01-41-860) was made by Alderman Venzon and seconded by Alderman Ganson

 

          Discussion: Alderman Venzon said this is for the repair of Sterling Hill which entails fifty patches

          to be repaired. C&G Concrete Construction Company was awarded the bid of $40,500

          The City received five bids and C& Concrete Construction was the low bid. C&G is planning to

          start work on Sterling Monday, May 17th, 2010. We will notify the closing of Sterling Hill on Radio

          TV, Fire Department, City of Peoria, Ambulance, City Link, etc. Mayor Dillon said there will be a

          mobile sign put up in advance of the road closing.

          Alderman Venzon stated the sign will be put up in the median.

          Alderman Mathewson asked if this is MFT.

          Alderman Venzon said no this is out of the City’s pocket. This project will be a two week project

          depending on the weather.

            10.  MOTION TO APPROVE GRANT REQUEST 2010-01 WEST PEORIA YOUTH

                   BASEBALL IN THE AMOUNT OF $200. (LINE ITEM 01-11-911) was made by Alderman  

                   Mathewson and seconded by Alderman Ganson

 

                   Discussion:  Alderman Mathewson stated the City of West Peoria is in a deficit Budget and told the

                   City Council in your packet for tonight’s meeting there is a memo stating the City has  received

                   requests for  $2,800 and has only budgeted for $2,500. It would not be prudent to spend more than we

                   have budgeted. The Finance Committee came up with two options:

                   Option #1 – Take 15 percent off each request

                   Option #2 – Lower requests and state the reason why.

                   The Finance Committee decided on Option #2.    

                   Alderman Dohm asked if the City is out of Grant Money for Budget 2011.

                   Alderman Mathewson said the City will be out of Grant Money after we approve the grants and

                   donation that are on the agenda for tonight’s meeting.

                   Alderman Dohm asked if the West Peoria Residents Association Newsletter is to be ongoing.

                   Mayor Dillon said he had talked with someone who is responsible for the set up of the Newsletter

                   and was told without the $2,000 Grant from the City of West Peoria they will have to publish the

                   Newsletter quarterly.

                   Alderman Dohm said if this is ongoing we need to set up a line item, because it takes most of the City’s

                   Grant Fund.

        11.  MOTION TO APPROVE GRANT REQUEST 2010-02 JAMBOREE RUN IN THE AMOUNT

               OF $200   (LINE ITEM 01-11-911) Alderman Mathewson made a motion to approve Grant Request

               2010-02 in the amount of $200 Alderman Ganson seconded this motion.

 

               Discussion: Alderman Mathewson stated this is Option Two that the Finance Committee

               recommended.

               Mayor Dillon asked if the expense report for last year’s Jamboree Run Grant was received.

               City Clerk said the City has not received it as yet. They were notified and will bring it to City Hall.

               Mayor Dillon told the City Council in the past the Jamboree Run has a surplus from the run and this is

               donated to the West Peoria Fire Department and to West Peoria Residents Association.

      12.  MOTION TO APPROVE GRANT REQUEST 2010-03 FOR THE WEST PEORIA

          RESIDENTS ASSOCIATION FOR THE WEST PEORIA NEWS IN THE AMOUNT OF

          $2,000 (LINE ITEM 0 1-11-911) was made by Alderman Mathewson and seconded by Alderman

          Ganson.

 

          Discussion: None.

 

          ROLL CALL VOTE Ayes – 7 Mathewson, Ganson, Dohm, Meismer, O’Neill, Thomas, Venzon

          Nays – 0

          Absent – 1 Alderman Dwyer                         Motion Carried

 

      13.  MOTION TO APPROVE THE DONATION TO CALVIN COOLIDGE MIDDLE SCHOOL

       FOR THEIR ACCELERATED READER “AWESOME AUCTION” IN THE AMOUNT OF

          $100. (LINE ITEM 01-11-911) was made by Alderman Mathewson and seconded by Alderman

          Mathewson.

 

          Discussion: This program provides an auction for the students that read over a certain amount of   

          books. 

          Alderman Meismer said they also accept donations from private donors.

      14.  COMMITTEE REPORTS

             A. FINANCE COMMITTEE

                  Chair Mathewson reported the Finance Committee met on May 4th. The committee discussed

                  upgrading the computers in City Hall. We are looking at getting our own server and running all of  

                  City Hall computers off of that server and connected to the copy machine. We went over all the

                  grants on the tonight’s agenda. We discussed the proposal for the garbage and will hand this over  

                  to the Public Safety Committee. We had some annexation updates. The Committee talked about

                  expanding the TIF District  and creating  TIF II as we continue to move west.

                  Our next meeting will be June 1, at 5:30 p.m. at City Hall.

                                                           

             B. LAND USE COMMITTEE

                  Chair Dohm reported the Land Use Committee has not met since the last City Council Meeting. 

                  Our next meeting is May 19th, at 6:30 p.m. at City Hall.  

 

             C. PUBLIC SAFETY COMMITTEE

                  Chair Dwyer reported the Public Safety Committee has not met since the last City Council

                  Meeting. Our next meeting is May 19th, at 5:30 p.m. at City Hall.

 

             D. TRANSPORTATION COMMITTEE

                  Chair Venzon reported the Transportation Committee has not met since the last City Council

                  Meeting. Our next meeting is May 13th, at 6:30 p.m.

 

       15.  PUBLIC COMMENT

              Cheryl Becker, owner of Best Buds on Farmington Road told the Council that she is very happy to

              be a business owner in West Peoria and thanked the City for allowing her to have her business here

              and that she  would like to start a recycling business in West Peoria, but will need more storage.

              Mayor Dillon said at the present time we do not have any space to offer.

 

       16.  MOTION TO GO INTO EXECUTIVE SESSION AT 7:27 P.M. was made by Alderman  

              Mathewson and seconded by Alderman Ganson

           Motion to adjourn this meeting was made by Alderman O’Neill and seconded by Alderman Meismer   

           Motion carried unanimously by voice. Meeting adjourned at 8:04 p.m.
