OFFICIAL MINUTES REGULAR MEETING WEST PEORIA CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY APRIL 14, 2009 6:30 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on April 14, 2009.
1. CALL TO ORDER Meeting was called to order at 6:30 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led Mayor Dillon
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson Alderman Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas, Alderman Venzon. Also present: Mayor James Dillon, City Attorney Bill Connor, City Administrator John Carlson, Economic Coordinator Gene Pratt, City Clerk Carole Stephens and Street Department Manager Henry Strube. Residents: Township Supervisor DeSutter, Sandy DeSutter, Rolland Reinhart, Andrew ONeill, Donald Neill, Plan Commission Officer Jason Barth.
4. ADDITIONS TO OR DELETIONS FROM AGENDA Alderman Mathewson asked to move Item 9 after Item 16. Make it Item 16.5
5. MOTION TO APPROVE THE MINUTES FROM THE MARCH 24, 2009 CITY COUNCIL MEETING was made by Alderman Dwyer and seconded by Alderman Dohm ROLL CALL VOTE: Ayes 8 Dwyer, Dohm, Ganson, Mathewson, Meismer, Roberts, Thomas, Venzon Nays 0 Absent 0 Motion Carried
6. COMMUNITY POLICE REPORT Deputy Chris Watkins introduced Deputy Jeremiah Letts to the council. Deputy Chris Watkins reported an armed robbery took place at the Western Food Mart. There have been a number of car burglaries on unlocked vehicles. Keep your cars doors locked. The Neighborhood Watch is doing a great job of keeping their eyes open and reporting incidents that look suspicious. If you are going to be gone for a few days or longer notify the Peoria County Sheriff and they will arrange a deputy to check on your property. Bike Patrol is getting ready to begin. Officer Watkins accepted his invitation by Mayor Dillon to participate in West Peorias Government Day.
7. MAYORS REPORT Mayor Dillon reported that he attended a meeting with the Stever Water Residents and the Illinois American Water Company to start the process of moving forward with the Water Project for the Stever Residents. Mayor Dillon announced West Peoria and the Township are having Government Day on April 17. Attending will be students from Manual and Notre Dame High Schools and students from Calvin Coolidge and St. Marks Grade Schools. Clean Up Day for West Peoria and West Peoria Township is Saturday April 25th 9:00 a.m. to 3:00 p.m. Mayor Dillon read an email he received: Good Neighbor. She described the help she received when she was trying to move furniture into her home by herself before it started to rain. A neighbor she did not know, came over with her two sons and moved her furniture in her house for her. She said that is a great reminder that neighbors do care. She thanked Annie and her boys. Mayor Dillon stated that he does not often receive letters like this and wanted to share this. Mayor Dillon congratulated Alderman Phil Roberts and presented him with a plaque on behalf of himself and City Council for his six years of dedicated service as Alderman in West Peoria. Economic Development Coordinator Gene Pratt stated Waste Management will provide totes at a discount for $1.50 monthly for Senior Citizens who have special needs and that Waste Management has a Walk up service for anyone who has a special need and cannot get their garbage to the curb. This is up to the discretion of West Peoria to decide you will receive this. There is no additional cost to the City; it is built into the contract. If a senior citizen has special needs call City Hall and we will arrange this for you.
8. PUBLIC COMMENT Township DeSutter commented that if you want to be a volunteer for Clean up Day call Kelly Abraham. Lunch will be provided,

10. APPROVAL OF ORDINANCE 2009-09 AN ORDINANCE AMENDING SECTION 5-1-13 OF THE WEST PEORIA CITY CODE REGARDING CLASS A LIQUOR LICENSE was made by Alderman Mathewson and seconded by Alderman Dwyer. 11. MOTION TO APPROVE THE TIF CONTRACT WITH THOMAS N. JACOBS & ASSOCIATES FOR PAYMENT OF THE SECOND HALF OF 2008 LEGAL FEES IN THE AMOUNT OF $1,221.10 (LINE ITEM NO. 15-00-500) was made by Alderman Mathewson and seconded by Alderman Meismer. 12. MOTION TO APPROVE THE TIF CONTRACT WITH THOMAS N. JACOBS & ASSOCIATES FOR PAYMENT OF THE SECOND HALF 2008 PROFESSIONAL FEES IN THE AMOUNT OF $5,806.20 (LINE ITEM 15-00-500) was made by Alderman Mathewson and seconded by Alderman Meismer. 13. MOTION TO APPROVE GRANT NO. 2009-02 IN THE AMOUNT OF $500.00 FOR 2009 JAMBOREE RUN was made by Alderman Mathewson and seconded by Alderman Dohm. Discussion: Alderman Mathewson said that this is the same amount the City Council gave The Jamboree Run last year. This will go for the City Logo on the T Shirts. 14. MOTION TO APPROVE GRANT NO. 2009-03 IN THE AMOUNT OF $100.00 FOR THE MUNICIPAL CLERKS OF ILLINOIS. (LINE ITEM NO. 01-11-911) was made by Alderman Mathewson and seconded by Alderman Meismer. ROLL CALL VOTE Ayes 8 Mathewson, Meismer, Dohm, Dwyer, Ganson, Roberts, Thomas, Venzon Nays 0 Absent 0 Motion Carried
15. COMMITTEE REPORTS
A. FINANCE COMMITTEE ALDERMAN MATHEWSON, CHAIR The Finance Committee met April 7. We went over the TIF Contracts, these were brought to Council tonight. The Committee reviewed the Financial Report. We finalized the Budget for 2010 it will come to City Council on April 28, 2009. We went over the Grants that were approved at the City Council Meeting tonight. We discussed the Bailey Group and the TIF Agreement was signed. Next meeting will be May 5th at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE ALDERMAN DOHM, CHAIR The Land Use Committee has met since the last City Council, our next meeting will April 15th, at 6:30 p.m. at City Hall
C. PUBLIC SAFETY COMMITTEE ALDERMAN DWYER, CHAIR The Public Safety Committee has not met since the last City Council, our next meeting will be April 15th at 5:30 p.m. at City Hall.
D. TRANSPORTATION COMMITTEE ALDERMAN VENZON, CHAIR The Transportation Committee met tonight at 5:30 p.m. We awarded Bids on the Committee level for Waverly sidewalks, Lammers and Pleasant sidewalks and for the Lammers and Pleasant Culvert work. This will be going to the next City Council meeting on April 28, 2009. Bids will be opened on April 22, 2009 for the project on Kenwood and Swords Avenue. The request for Stimulus Money for the mill and overlay work for Heading Avenue has been submitted to IDOT. We received the paper work from the County on Jurisdictional Transfer of Rohmann Avenue with the last section they just completed, this will be coming to the April 28, City Council Meeting. The Transportation Committee went over their goals. Our next meeting will be May 14, at 6:30 p.m. at City Hall.
16. PUBLIC COMMENT Mayor asked for a temporary recess, the Public Hearing for the SSA was advertised for 7:00 p.m. prior to changing the City Council Meeting from 7: p.m. to 6:30 p.m. We will have to wait to see if anyone comes to this Public Hearing at 7:00 p.m. A motion to temporarily recess until 7:00 p.m. was made by Alderman Mathewson and seconded by Alderman Dohm. 16.5 PUBLIC HEARING SPECIAL SERVICE AREAS: SSA 2009-01, SSA 2009-02, SSA 2009-03. A motion to open the Public Hearing was made by Alderman Venzon and seconded by Alderman Ganson. Mayor Dillon asked if anyone was here for the Public Hearing on the Special Service Area. There was no response. A motion to finally adjourn the Public Hearing was made by Alderman Venzon and Seconded by Alderman Ganson. ROLL CALL VOTE Ayes 8 Venzon, Ganson, Dohm, Dwyer, Mathewson, Meismer, Roberts, Thomas Nays 0 Absent 0 Motion Carried
