OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY, MARCH 25, 2008 - 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on March 25, 2008.
1. CALL TO ORDER Meeting was called to order at 7:00 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Gus Ganson, son of Alderman Brian Ganson.
3. ROLL CALL The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas, and Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill Connor, City Administrator John Carlson, and City Clerk Carole Stephens. Treasurer Jennifer Main was absent.
4. ADDITIONS AND OR DELETIONS FROM AGENDA None
5. APPROVAL OF MINUTES Motion to approve the Minutes from the March 11, 2008 City Council Meeting was made by Alderman Dohm and seconded by Alderman Dwyer. ROLL CALL

6 COMMUNITY POLICE REPORT Officer Watkins of the Peoria County Sheriff’s Department was not available.
7. MAYOR’S REPORT Mayor Dillon talked about the progress with the new garage building and also about the new Memorial for Gerard Fahnestock on the corner of Main Street and Western Avenue. Henry Strube, Bob DeSutter and Jim McCarter removed the old sign, so Aupperle Construction can start working on this project. Myself, Henry, John, Alicia our City Engineer had a meeting with City of Peoria about the drainage project on Market Street. Unfortunately there was a problem with the City Code Enforcement Car. Over the weekend I did get another car, so we are back in business today. It was too late to put this on the agenda, we will be voting on the City Code Enforcement Car at the April 8th, City Council Meeting.
8. TREASURER REPORT A motion to receive and file the Treasurer’s Report for the month of February 2008 was made Alderman Mathewson and seconded by Alderman Meismer. ROLL CALL

9. PUBLIC COMMENT Resident Donald Neill questioned the difference between the new garage building and the old garage building. Mayor Dillon commented that the city made the building larger. Mr. Neill commented that the new garage/building is within six feet of the lot line of the residents. Mayor explained to Mr. Neill that the new building is within 6 feet of the property line. Because of the size of the trucks the City needed to build the garage as deep as possible. The building that holds the salt for the roads should have never been built the way it was, it is almost to the end of the backside the City’s property. Mr. Neill suggested that the City/Township get a hold of Stever’s to check on the Plat. The City and Township researched everything at the Recorder of Deeds. The records are not showing any alleys or easements next to the Township Building.
10. MOTION TO APPROVE PARTIAL PAYMENT TO PEORIA METRO CONSTRUCTION FOR THE CONSTRUCTION OF THE NEW GARAGE IN THE AMOUNT OF $91,340.00 (Line Item 20-00-820) was made by Alderman Mathewson and seconded by Alderman Meismer. ROLL CALL

11. MOTION TO APPROVE THE TIME CHANGE FOR THE APRIL 8, 2008 CITY COUNCIL MEETING TO 6:30 P.M. was made by Alderman Dohm and seconded by Alderman Dwyer Discussion: This is because of the West Peoria Township Annual Meeting at 7:30 p.m. at City Hall on April 8, 2008. ROLL CALL

12. MOTION TO APPROVE ORDINANCE NO 2008-05 AN ORDINANCE PROHIBITING OBSTRUCTIONS IN CITY RIGHT-OF-WAY was made by Alderman Venzon and seconded by Alderman Ganson Discussion: Alderman Dohm suggested the Ordinance No. 2008-05 should read: No person shall blow or shovel snow, leaves or debris into or onto any City Street from any other property. The person guilty of same, shall be fined not less than $50.00 or more than $500.00. ROLL CALL

13. COMMITTEE REPORTS A. FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR The Finance Committee has not met since the last City Council Meeting. Our next meeting will be April 1, 2008 at 5:30 p.m. at City Hall. Alderman Mathewson commented that most of the surveys are back, but would like to have them all back by the next City Council Meeting. At our next meeting we will be working on the TIF Project, finalizing the Budget. B. LAND USE COMMITTEE – ALDERMAN DOHM – CHAIR The Land Use Committee met on March 19, at 6:30 p.m. The committee reviewed the Financial Report, Zoning and Code Violations, received clarification on the garbage violations per unit per capita is not bad. The Property Maintenance Code should be ready for City Council soon. Our next meeting is April 16, 2008 at City Hall at 6:30 p.m. C. PUBLIC SAFETY COMMITTEE – ALDERMAN DWYER, CHAIR The Public Safety Committee has not met since the last City Council Meeting. Our next meeting will be April 1, 2008 at City Hall at 7:00 p.m. D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON The Transportation met on March 13, at 6:30 p.m. The committee discussed the Market Street Project with the city engineer. Alicia also brought us up to date on the Sterling Avenue and the Rohmann Avenue projects. The committee spent a great deal of time going over the budget. David Pittman from the WPRA came to our meeting and wanted to discuss the Farmington Road Streetscape Project. We explained to him that he has the support of the committee and that we will send a letter to Senator Koehler so he could head up the charge on this project. We also discussed Ordinance 2008-05 which was approved at this meeting. Our next meeting will be April 10, City Hall at 6:30 p.m.
14. PUBLIC COMMENTS Bob DeSutter commented that Spring Clean Up for West Peoria will be April 26, 2008 from 9:00 a.m. to 3:00 p.m. Bob will have more information at the April 8, City Council Meeting. Government days will be April 11. The Government Day will be held at City Hall and at the United Disciples Christian Church at Cedar and Kellogg Avenue
15. MOTION TO MOVE TO EXECUTIVE SESSION AT 7:16 p.m. was made by Alderman Ganson and Seconded by Alderman Mathewson ROLL CALL

19. ADJOURNMENT Motion to adjourn was made by Alderman Roberts and Seconded by Alderman Meismer. Motion carried unanimously by voice vote. Meeting adjourned at 7:23 p.m.
