A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on March 24, 2009.

 

1.  CALL TO ORDER

    Meeting was called to order at 7:00 p.m. by Mayor Dillon.

 

2.  PLEDGE OF ALLEGIANCE

     The Pledge of Allegiance was led by Mayor Dillon

 

3. ROLL CALL

    The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson,

    Alderman Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas and

    Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill Connor, City

    Administrator John Carlson. City Treasurer Jennifer Main, City Clerk Carole Stephens.

    Street Manager Henry Strube, Township Supervisor Bob DeSutter and Rolland Reinhart.

    Also present: Jack & Shirley Tracy, Martha Ksycki, Michael Barisch , Phillip Farrell,

    Jim McCarter, Kathy and Patrick Berry Sr., Mike Swearingen, Nick & Amy Blake

 

4. ADDITIONS AND OR DELETIONS FROM AGENDA

    None

 

5. APPROVAL OF MINUTES

    Motion to approve the Minutes from the March 10, 2009 City Council Meeting was made

    by Alderman Dohm and seconded by Alderman Dwyer.

    ROLL CALL VOTE – 7 Ayes, Dohm, Dwyer, Ganson, Mathewson, Meismer, Roberts,

    Thomas, Venzon    

    Nays – 0

    Absent-0    Motion Carried

 

6. COMMUNITY POLICE REPORT

    Officer Chris Watkins was in training. No report.

  

7. MAYOR’S REPORT

    Mayor Dillon commented about the meeting with a local establishment in West Peoria

    concerning two noise violations they received.  He explained the PPUATS Funding with

    Stimulus Money and tentatively the City of West Peoria will get $60,800.12.  John Carlson

    delivered meals to the senior citizens in West Peoria on March 18. Mayor Dillon said that he

    attended a Press Conference with Governor Quinn. An invitation was sent to Governor

    Quinn on behalf of West Peoria inviting him to attend our 4th of July Parade. 

 

8. TREASURER’S REPORT

    Jennifer Main, City Treasurer passed out the Treasurer’s Report for the month of

    February 2009. A motion to Receive and File the February 2009 Treasurer Report

    was made by Alderman Mathewson and seconded by Alderman Dwyer.

    ROLL CALL VOTE – Ayes 8 Mathewson, Dwyer, Dohm, Ganson, Meismer,

    Roberts, Thomas, Venzon  

      Nays – o

      Absent – 0       Motion Carried.

 

  9. PUBLIC COMMENT

      None

 

 10. PUBLIC HEARING SSA 2009-01, 2009-02 2009-03

       A. Motion to open Public Hearing was made by Alderman Venzon and seconded by

       Alderman Ganson

       ROLL CALL VOTEAyes 8 Venzon, Ganson, Dohm, Dwyer, Mathewson, Meismer,

       Roberts, Thomas

        Nays – 0

        Absent -0   Motion Carried

       Discussion: Alderman Venzon explained this Public Hearing is required by law to

       Establish a SSA for sidewalks on: Lammers and Pleasant and Waverly from Manor

       Parkway to Moss Avenue. He then asked for comments.

       Comments: Resident Amy Blake asked when the project will be completed.  Alderman

       Venzon said in the summer.

       Resident Mike Parrish asked about the cost. Alderman Venzon explained as soon as we get

       the Bid we will know our cost then we will inform you of your cost.

       Attorney Connor: By statute we have to put a maximum rate on the Notice we send out and

       if the cost is over the rate would it would  not be effective as a Special Service Area. We

       have never had a Bid over the maximum rate.  This will be on you tax bill next spring.

       

       B. Motion to close the Public Hearing was made by Alderman Venzon and seconded by

       Alderman Ganson.

11. LIQUOR LICENSE

      The India Restaurant, Aachi’s, at the corner of Main and Western has requested a Liquor

      License and after checking with the other area businesses and owner of the building everyone

      is ok with this. Mayor Dillon stated the City of West Peoria has seven active ‘A’ Licenses   

      and this needs to be changed to nine. The Tartan Inn is getting ready to open and one for  

      Aachi’s Restaurant. Attorney Connor said to increase the number of ‘A’ Licenses will   

      require a new Ordinance.  This will be put on the April 14, 2009 Agenda.

 

 12. MOTION TO APPROVE THE SEALCOAT CONTRACT TO R.A. CULLINAN

 THE AMOUNT OF $109,563.92 (LINE ITEM NO. 01-41-860) was made by  

  Alderman Venzon seconded by Alderman Ganson.

        Discussion:  R.A. Cullinan was the only Bidder. Alderman Mathewson questioned if it

         was possible to get the bills to Finance Committee before April 30, 2009.  

         ROLL CALL VOTE:  Ayes 7 Venzon, Ganson, Dwyer, Mathewson, Meismer, Roberts.

  1. STIMULUS MONEY – MATCHING FUNDS

Copy of the Stimulus Money packet was passed out to all the council members.

Mayor Dillon explained that with the Stimulus Money the City will have to come up

with a project by March 25, 2009. None of the projects we have are shovel ready by

Federal Standards.  We can use this money to mill overlay Heading Avenue from

Sterling Avenue to Western Avenue. Heading Avenue has Federal Designation. The

$60,800.12 Stimulus Money did not cover the estimate.

Alderman Mathewson stated the City Council had voted to seal coat Heading.

Mayor commented that the City will work with the Contractor to sealcoat another street.  Question was asked if the City had to pay the entire amount the City owes upfront and if this is MFT.

Mayor Dillon: IDOT oversees the project and up fronts the money and this is not MFT. The City of West Peoria will pay the balance owed after the $60,800.12 Stimulus Money. A motion to proceed with this project with the Stimulus Money and Matching Funds was made by Alderman Venzon and seconded by Alderman Ganson.

14.  DISCUSSION ONLY:

        AUnited Disciples Christian Church

        Mayor Dillon started the discussion by stating that everything is verbal and hearsay

        of the possibility of donating the Church to the City. After the City has received an offer

        from the church we will proceed with a consultant and a committee to go in and evaluate

        before will accept anything.  We will still continue to meet with the Building Committee,

        we need to evaluate the options: the cost to update the building to meet our purposes,

        accessibility, utilities, elevator, everything involved versus the cost of a new building that   

        will meet our standards. The final service for the congregation will be May 29, 2009.

 

15. COMMITTEE REPORT:

      A. FINANCE COMMITTEE – ALDERMAN MATHEWSON, CHAIR  

           The Finance Committee has not met since the last City Council Meeting.  Our next

      meeting will be April 7, at 5:30 p.m. at City Hall.  We will be finalizing the Budget.

 

B. LAND USE COMMITTEE – ALDERMAN DOHM CHAIR

     The Land Use Committee met on March 18, 2009.   Alderman Dohm reported that the

     Committee discussed the Financial Report and that the Land Use Committee Budget is

     is not complete. We went over the Proposed Planned Unit Development Document.  The  

     Plan Commission reviewed it.  The Committee went through it again item by item and

     made the corrections, it is ready to go back to the Plan Commission for the final approval.

     We had a discussion of Certificate of Occupancy we are in the process of determining if this

     form will have to come to the City Council. We reviewed the Zoning Report and had some

     questions. We reviewed the Farmington Road business violations. The Land Use Committee

     received an application from a gentleman on Stever. He would like to put a garden on the lot

     of the house the City had torn down a couple of years ago. We did not respond, this is not the

     City of West Peoria property.  Our next meeting is April 15th at 6:30 p.m. at City Hall.

 

 C. PUBLIC SAFETY COMMITTEE – ALDERMAN DWYER, CHAIR

      The Public Safety Committee met on March 18, 2009.  The Committee discussed the

      issue of the possible stop signs at Ashland and Rohmann Avenues. We have heard of a

      survey that was done, we will bring this data to the Public  Safety Committee and review

      it before we take any action or make a recommendation. We discussed the Ordinance

      Violations and the businesses on Farmington Road. The first week of April the Curbside

      Garbage Pickup begins.  A letter from Waste Management will be sent out March 25, 2009

      to all the residents and a post card will be sent out a week later. The City has a year left on

      the contract with Waste Management.  Is there is a way to move the yard waste

      pick up a month earlier.  Alderman Dwyer said it is a too late for now, but we will discuss

      this before our next contract. Our next meeting is April 15th at 5:30 p.m. - at City Hall

 

D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON 

     The Transportation Committee met on March 12, 2009.  The committee work on the

     Seal coating which was discussed tonight.  There was a great deal of discussion on the

     Stimulus Package. We had the Bid opening for the Seal Coating which was taken care of

     tonight.  Alicia Hermann has finalized plans for the drainage problems at Kenwood and

     Swords. The county will have to review the plans; it is their street we are boring under. We  

     are in the very early stage of looking at Ashland Avenue, we would like to do something yet

     this year. A question was asked if the City of West Peoria owns Rohmann Avenue. Mayor

     Dillon commented that the City took jurisdiction. Our next meeting is April 9th at 6:30 at City

     Hall.

15. PUBLIC COMMENT

      Jim McCarter of West Peoria Lions Club spoke about the change in the route of the 4th

      of July Parade and needing in writing the approval to use the facilities from District 150

      and the Park Board. He passed out the new Parade route and indicating it is three tenths

      longer than the route the old one.  Mayor commented this is great and will be more

      accessible at the Park.  Bob DeSutter said the Boy Scouts are selling trash bags again

      this year.

16. ADJOURNMENT 

      Motion to adjourn this meeting was made by Alderman Roberts and seconded by Alderman

      Mathewson.  Motion carried unanimously by voice.  Meeting adjourned at 7:38 p.m.
