A Regular
Meeting of the City Council of West Peoria, Illinois was held at the
West Peoria City Hall on February 26, 2008.
1.
CALL TO ORDER
Meeting was
called to order at 7:00 p.m.
2. PLEDGE
OF ALLEGIANCE
The Pledge of
Allegiance was led by Gus Ganson, son of Alderman Brian Ganson
3.
ROLL CALL
The following
members were present: Alderman Dohm, Alderman Dwyer, Alderman
Ganson, Alderman Mathewson, Alderman Meismer, Alderman Roberts and
Alderman Venzon. Also present: Mayor Dillon, City Administrator
Carlson, Attorney Bill Connor, and City Clerk Stephens. Alderwoman
Thomas was absent.

ADDITIONS AND OR DELETIONS FROM AGENDA
None
Discussion:
Alderman Dohm reminded the council that the April 8th meeting will
start at 6:30 p.m.
because of the West Peoria Township Annual Meeting. This will be put
on the agenda for the next meeting.
5.
APPROVAL OF MINUTES
Motion to
approve the Minutes from the February 26, 2008 City Council Meeting
was made by Alderman Dohm seconded by Alderman Meismer.

COMMUNITY POLICE REPORT
Officer Chris
Watkins reported that everything is quiet in West Peoria.
Two weeks ago Friday there was an attempted residential burglary at
3:30 in the afternoon, which is an odd time. Nothing was taken;
the white young male ran off when the owner of the residence
surprised him. They seemed to be targeting the elderly. Everyone
should keep alert of this situation. There were 76 parking
violations during the last Snow Storm. Officer Watkins reported that
in the last couple of weeks he has written several reports for non
compliance of the Smoking Ban to The Get Away, the Owl’s Nests and
the Trolley from complaints that were received. There are rumors
that if you tip the bartenders $5.00 you can have a cup to use as an
ashtray. Mayor Dillon said, the Smoking Ban is the law and it is in
effect, whether or not you agree with it. The Officers are doing
their job and the Taverns should have the customers go outside and
smoke. Also, they should show respect for the Officers for doing
their job. Mayor Dillon suggested that we send a letter to the
establishments that are repeated offenders. Officer Watkins said
that if the Bar Owners and the bartenders would enforce this law
that they would not have any calls to respond with respect to this
law.
7.
MAYOR’S REPORT
Last week the
Plan Commission, the West Peoria Residents Association and the City
Council met and went over a few things. It was a very good meeting.
Also, I received a phone call from one of the West Peoria Residents
inviting me to attend the Manual High School Rally on Sunday, March
9th. The Mayor gave a short speech and congratulated the Manual
Rams for placing second in the State basketball Tournament. The
parade went though West Peoria and the students were very happy the
way the residents came out of their homes and acknowledged that they
were very proud of them. Mayor Dillon talked about the house fire
we had in West Peoria. Some of the residents in West Peoria have
been calling the City Hall to find out where they can make
donations. They can call City Hall or drop things off and City
Administrator will make sure the family will receive it.
8. PUBLIC
COMMENT
Bob SeSutter
announced that the Easter Egg Hunt will be this Sunday, March 16th
at the Woodridge Building on Heading Avenue. Sign up will be at
1:30 p.m. and the hunt will be at 2:00 p.m. Ages will be up to 8
years.

COMMITTEE REPORTS
A.
FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR
The Finance
Committee met on March 4th at 5:30 p.m. at City Hall. We went over
the Budget and are trying to finalize the procedure for TIF
requests. Our next meeting will be April 1st, at 5:30 at City Hall.
B. LAND
USE COMMITTEE – ALDERMAN DOHM – CHAIR
The Land Use
Committee has not met since the last City Council Meeting; our next
meeting will be March 19th, at 6:30 at City Hall.
C. PUBLIC
SAFETY COMMITTEE – ALDERMAN DWYER, CHAIR
The Public
Safety Committee met on March 4th at 7:00 p.m. at City Hall. Mr.
Schaab from Waste Management came to the meeting and laid out the
reasons why Waste Management would like to see the trash moved to
the street. We went over the budget and there weren’t any changes.
The Committee addressed the Parking Ban and Snow Routes.
Discussion:
Alderman Mathewson commented that the original discussion was to
bring the trash from the alleys to the street for pick up. This
would only affect 50 percent or less of our residents. There are
two different issues which are being combined into one: Curbside
pick up and Waste Management’s Totes. Alderman Dwyer indicated he
thought that any changes to the contract were up to the City of West
Peoria’s discretion. As the customer of Waste Management we could
mandate curbside pick up and let the residents continue to use their
own trash containers. Alderman Mathewson commented that the main
focus of Mr. Schaab was not so much the alleys as the totes. Mayor
Dillon commented that he went to check on some of the alleys and
they are bad. Mr. Schaab is sending West Peoria information and
pictures of a town that went to totes. There are two streets and an
alley on that cannot switch to curbside pickup because of the
hill. This discussion is still in the primary stage and we will go
slowly on this issue. Our next meeting will be April 1, at 7:00 at
City Hall.
10.
TRANSPORTATION COMMITTEE – ALDERMAN VENZON, CHAIR
The
Transportation Committee has not met since the last City Council
Meeting; our next meeting will be March 13th, at 6:30 at City Hall.

ADJOURNMENT
Motion to
adjourn this meeting was made by Alderman Roberts and seconded by
Alderman Meismer. Motion carried unanimously by voice. Meeting
adjourned at 7:24 p.m.
