 OFFICIAL MINUTES REGULAR MEETING

 WEST PEORIA CITY COUNCIL

 OF THE CITY OF WEST PEORIA, ILLINOIS

TUESDAY FEBRUARY 10, 2009

7:00 P.M.

WEST PEORIA CITY HALL

2506 W. ROHMANN AVENUE, WEST PEORIA IL

 

A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on February 10, 2009.

 

1.   CALL TO ORDER

     Meeting was called to order at 7:00 p.m. by Mayor Dillon.

 

2.  PLEDGE OF ALLEGIANCE

     The Pledge of Allegiance was led by Mayor Dillon

 

3.  ROLL CALL

     The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson

     Alderman Mathewson, Alderman Meismer, Alderwoman Thomas, Alderman Roberts, Alderman

     Venzon. Also present: Mayor James Dillon, City Attorney Bill Connor, City Administrator John

     Carlson, City Clerk Carole Stephens and Street Department Manager Henry Strube.  Residents:

     Andy O’Neill, Rolland Reinhart, and Township Supervisor DeSutter.

 

4. ADDITIONS TO OR DELETIONS FROM AGENDA

     None

 

5.  MOTION TO APPROVE THE MINUTES FROM THE JANUARY 27, 2009 CITY COUNCIL

     MEETING was made by Alderman Dohm and seconded by Alderwoman Thomas

     ROLL CALL VOTE:  Ayes – 8 Dohm, Thomas, Dwyer, Ganson, Mathewson, Meismer, Roberts,

     Venzon

     Nays – 0

     Absent – 0

     Motion Carried

 

5A. MOTION TO APPROVE THE MINUTES FROM THE FEBRUARY 3, 2009 SPECIAL    

      MEETING OF THE CITY COUNCIL was made by Alderman Dwyer and seconded by

      Alderman Dohm.

      ROLL CALL VOTE: Ayes – 7 Dwyer, Dohm. Mathewson, Meismer, Roberts, Thomas, Venzon

      Nays – 0

      Present – 1 Alderman Ganson

      Absent – 0

      Motion Carried

 

6.  COMMUNITY POLICE REPORT

     Officer Chris Watkins reported that since the first of the year West Peoria has been quiet in

     comparison to Peoria and some parts of the county. The last burglary in West Peoria was before

     Christmas. Special Under Cover Agents from the Peoria Police Department as well as the Peoria

     County Sheriff’s Department are patrolling Western Avenue. Some of the businesses are hiring their

     This is a great help to us. Beware of your surroundings at all times. If you are

     approached give them what they want, they all have guns. The County Sheriff’s Department has been

     doing Bar checks, Cam’s had two  kids with false Identification Cards. The bartender is doing a good

     job on checking Identification Cards.

    Alderman Dohm asked, who is charged with this?

     Officer Watkins: In a case like this where the person has a false Identification Card, it is the person

     with the false ID. The County does not go after the business; we go after the person who is presenting

     the false ID. We also question the person whose ID this belongs to. This is very serious.

 

7. MAYOR’S REPORT

    Mayor Dillon reported:

    April 17, 2009 is Government Day for the City and Township.

    April 25, 2009 is Clean Up Day in West Peoria.  We need volunteers for Clean Up Day. This also will

    be about the same time the City will go to Curbside Pick Up with Waste Management, this will be a

    way to clean up our alleys and keep them clean.

 

8.  PUBLIC COMMENT

     Bob DeSutter said that the Easter Egg Hunt will be on April 5, 2009 at 2:00 p.m. at the   

     Woodridge Building on Heading Avenue

  

 9. APPROVAL OF ORDINANCE 2009-06 DEMOLITION PERMIT was made by Alderman

     Dohm and seconded by Alderman Ganson

     Discussion:  There will a correction on page 2. The first line of Demolition at the very end of

     the sentence it is written out two: should read four.

     ROLL CALL VOTE AYES – 8 Dohm, Ganson, Dwyer, Mathewson, Meismer, Roberts, Thomas,

     Venzon

     Nays – 0

     Absent – 0

     Motion Carried

 

10. OTHER BUSINESS: Discussion Only.

      Training

      City Administrator Carlson said that all of the Council Members should have received a

      Memorandum that was put into their mail slot regarding the dates for the Leadership Team

      Training and Development. The dates for the meetings are:

            Saturday, March 21st.    @ 8:30 a.m. to 11:00 a.m.

            Saturday, April 4th          @ 8:30 a.m. to 11:00 a.m.

            Saturday, April 18th       @ 8:30 a.m. to 11:00 a.m.  

     Alderman Dohm asked if they were to attend all three meetings.

     City Administrator: Yes

     Alderman Roberts: Suggested that Andy O’Neill attend these meeting instead of him.  Alderman

     Roberts is not running for council in the up coming election and Andy O’Neill is running unopposed

     for the ward that Alderman Roberts is now serving.

    Alderman Dohm will not be able to attend the March 21st meeting.

    Alderman Dwyer and Alderman Venzon will not be able to attend the April 4th meeting.

 

11. COMMITTEE REPORTS

      

     A. FINANCE COMMITTEE REPORT

          The Committee met on February 3, 2009. Chair Mathewson reported that the main focus was

      the Budget and we will be working on that for the next couple of months. All the other

      Committees will be working on their Budget also. If you have any questions concerning the

      Budget, the City Administrator will help you find the find the answer. Our next meeting will be

      March 5th, at 5:30 p.m. at City Hall. 

 

 B. LAND USE COMMITTEE REPORT

      The Land Use Committee has not met since the last City Council Meeting, our next meeting will be

      February 18th, at 6:30 p.m. at City Hall.

      The Committee will work on the Budget and has been working on the PUD,  Planned Unit Development.   

      Our next meeting will be March 18th, at 6:30 p.m. at City Hall.

    

 C.  PUBLIC SAFETY COMMITTEE REPORT

      The Public Safety Committee has not met since out last City Council Meeting.  Our next meeting will

       be February 18th, at 5:30 p.m. at City Hall.

 

D.  TRANSPORTATION COMMITTEE REPORT

       The Transportation Committee has not met since our last City Council Meeting.  Our next meeting

       will be February 12, at 6:30 p.m. at City Hall.

 

11. PUBLIC COMMENT

      None

 

12, EXECUTIVE SESSION:

      Mayor Dillon asked for a motion to move to Executive Session to review the Executive Minutes from  

      previous Executive Sessions.  The Motion to move to Executive Session was made by Alderman

      Mathewson and seconded Alderman Ganson.

      ROLL CALL VOTE: Ayes – 8 Mathewson, Ganson, Dohm, Dwyer, Meismer, Roberts, Thomas,

      Venzon

      Nays – 0

      Absent – 0

      Motion Carried. Meeting moved to Executive Meeting at 7:11 p.m.

 

13. The regular meeting was called back to order at 7: 28 p.m.

 

      ROLL CALL; Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Mathewson,

      Alderman Meismer, Alderman Roberts, Alderwoman Thomas, Alderman Venzon and Mayor

      Dillon. Also present: City Administrator Carlson, City Attorney Connor, City Clerk Stephens,

            Economic Development Coordinator Pratt, Street Manager Strube, Township Supervisor DeSutter,

            Andy O’Neill and Rolland  Reinhart

                                                                   

14. ACTION ARISING FROM EXECUTIVE SESSION

      Alderman Mathewson made the motion the release the following Executive Session Minutes:

            May       27, 2003

     seconded by Alderman Dohm

     ROLL CALL VOTE; Ayes 8 – Mathewson, Dohm, Dwyer, Ganson, Meismer, Roberts, Thomas,

     Venzon.

     Nays – 0

     Absent – 0

     Motion Carried

 

11. ADJOURNMENT

      Motion to adjourn was made by Alderman Roberts and seconded by Alderman Meismer.

      Motion carried unanimously by voice vote. Meeting adjourned at 7:30 p.m.
