OF THE CITY OF WEST PEORIA, ILLINOIS

TUESDAY, FEBRUARY 23, 2010

        A Regular Meeting of the City Council of the City of West Peoria, Illinois was held at West Peoria 

        City Hall on February 23, 2010. 

 

    1. CALL TO ORDER

        Meeting was called to order at 7:00 p.m.

 

    2. PLEDGE OF ALLEGIANCE

        The Pledge of Allegiance was led by Mayor Dillon

 

    3. ROLL CALL

        The following members were present: Mayor Dillon, Alderman Dohm, Alderman Ganson, Alderman

        Mathewson, Alderman Meismer, Alderman O’Neill, Alderwoman Thomas, Alderman Venzon.

        Also present were City Attorney Connor, Economic Development Coordinator Pratt, City Treasurer

        Main, City Clerk Stephens, Officer Middlemas, Rolland Reinhardt and. H. Wayne Gentry.

    4. ADDITIONS TO OR DELETIONS FROM AGENDA

        None

 

    5. APPROVAL OF MINUTES

        Motion to approve the minutes from the February 9, 2010, City Council Meeting was made by

        Alderman Dohm and seconded Alderman Meismer.

        ROLL CALL VOTE – Ayes 7, Dohm, Meismer, Ganson, Mathewson, O’Neill, Thomas,   

        Venzon

        Nays – 0

        Absent – 1 Alderman Dwyer   Motion Carried

 

    6. COMMUNITY POLICE REPORT

        Officer Middleman reported on February 16, there was a residential burglary in West Peoria, a TV was

        taken, as of now there are no suspects. A car left running unattended was stolen at Circle K Gas

        Station on Farmington Road. The car was recovered about twenty minutes later at the Kroger’s

        parking lot at Madison Park. The suspect was caught and taken into custody. Office Middlemas

        cautioned in this cold weather do not to leave your car running unattended. Keep the doors locked at

        all times. Officer Middleman said that a while back he mentioned a residential burglary on

        Sherman Avenue. Just in the last week some of the items that were taken were returned. The

        investigation is still on going. Officer Middlemas said on March 1, 2010, Jehan Gordon will be

        speaking at the West Peoria City Hall at 6:00 p.m. This will be a Town Hall type of meeting.

 

 

    7. MAYOR’S REPORT

        Mayor Dillon said February 17th, West Peoria hosted the Heart of Illinois Mayor’s meeting at Sky 

        Harbor. City Administrator John Carlson attended this meeting. It was well attended with thirty mayors

        from other municipalities. Mayor Dillon also reminded everyone that if it snows two inches or more of

        snow all of the streets in West Peoria are snow routes and that means all cars must be removed from

        the streets. The City has been putting tags on all of the cars left on the street. The Zoning Officer has

        been doing a great job, but now they will be getting a ticket or towed. Mayor Dillon said that when a

        vehicle has lights on it, red, blue or yellow they are on the vehicle for a reason. Also the Street 

        Department Manager Henry Strube is still having trouble with the residents shoveling their snow into

        the street. Mayor Dillon said the Street Department is doing a great job cleaning the streets and asked

        everyone to work with the street department. It doesn’t take them that long to get the streets cleaned

        and then you can park back on the street.

   

    8. TREASURER’S REPORT

        City Treasurer Jennifer Main distributed the Treasurer’s Report for the month of December 2009.

        Alderman Mathewson made a motion to Receive and File the report for the month of December,

        2009 and seconded by Alderman Meismer.

       9. PUBLIC COMMENT

              None

 

     10. MOTION TO APPROVE MFT PAYMENT TO HERMANN & ASSOCIATES FOR

           ENGINEERING SERVICES FOR ASHLAND AVENUE IN THE AMOUNT OF $3,068.50.

           PROJECT 01.010.009 INVOICE #774 APPROVED BY IDOT (LINE ITEM 17-00-532)

           was made by Alderman Venzon and seconded by Alderman Ganson.

  11. MOTION TO APPROVE PAYMENT TO CARGILL INCORPORATION FOR SALT IN THE

        AMOUNT OF $5,559.78 (LINE ITEM 01-41-616) was made by Alderman Venzon and seconded by

        Alderman Ganson

  12. OTHER BUSINESS- DISCUSSION ONLY

        a. Annexation Update

            Economic Development Coordinator Gene Pratt said there is a lot going on and thanked

            Attorney Connor and his staff for the great cooperation. We are making excellent progress. We

            have the Babu’s annexation agreement nearly complete. Thanks to the Transportation Committee

            for making the recommendation for the width of the entrance road. Mayor Dillon and I met with

            Shari Hamilton to talk about the annexation of the Peoria Speedway property and we are working  

            out the arrangements and issues we need to occur before we go forward. A copy of the annexation

            agreement was sent to the Sanitary District for their approval. The City has received all the

            documents from IDOT that will allow us to pass over without any issues. IDOT doesn’t require a

            formal annexation. I have talked with Mr. Connaughton, again, about the annexation of his  

            property. He is about 90% ready to move forward. Mr. Connaughton is going to meet with his   

            attorney to discuss the implementation. I look forward to speaking with his attorney to discuss our

            plans. We are moving and we think everything will be in place by March 23, 2010, our Annexation

            Hearing and target date. There is one other property; this is the County property at Creek Road and

            Farmington Road. The annexation agreement was sent to the County. This will not be an issue.

            The County is in agreement with the annexation of this property, ultimately transferring that parcel

            of land to the City of West Peoria. All the target properties are in place. There will be details to

            work out.

 

  13. COMMITTEE REPORTS

 

  A. FINANCE COMMITTEE

             Chair Mathewson - The Finance Committee has not met since the last City Council Meeting.  Our

             next meeting will be March 2, 2010 at 5:30 p.m. at City Hall. Chair Mathewson said all the

             committees should be working on their budgets.

 

        B. LAND USE COMMITTEE

             Chair Dohm - The Land Use Committee met February 17th. The committee went over the    

             Financial Statement, looked over the Budget and started to work on it and we reviewed the 

             zoning Reports. The Committee has a Building Amendment coming; this will have to go to the

             Plan Commission and should be ready for the second meeting in March. This is about the height

             of the secondary structures. The Committee is starting to discuss the Asphalt Ordinance to protect

             our residents, we discussed the Babu Property. We are waiting on the Building Committee for a

             report on the new City Hall. We reviewed our Executive Minutes. Our next meeting is March 17,

             2010 at 6:30 p.m. at City Hall.

             Discussion:  Mayor Dillon told the council that the new City Hall has been on hold with the

             Building Committee trying to find out about grants and some other things came up. As soon as      

             the Building Committee schedules another meeting we will let everyone know.

 

  C. PUBLIC SAFETY COMMITTEE

       Alderman Meismer - The Public Safety Committee met on February 17th. The committee

       reviewed our Financial Report and the Code Enforcement Officer’s Report. The committee

       discussed the upcoming PAWS Contract. We are presuming the City will have a full service  

       contract as we have had in the past. City Administrator Carlson and the County will be meeting

       discussing the details of the new contract. Alderman Meismer noted this is the tenth year for the

       Neighborhood Watch Program for the City of West Peoria under Maggie Moore’s leadership. The

       Committee reviewed our executive minutes. The next meeting will be March 17th, 2010 at 5:30

       p.m. at City Hall.

          

        D. TRANSPORTATION COMMITTEE

             Chair Venzon – The Transportation Committee met on February 11th, aside from our general

             housekeeping there was a great deal of discussion about the Babu Project and the road, which

             was alluded to at this meeting. City Engineer Alicia Hermann has submitted our application to

             PPUATS for Sterling Avenue. Alicia said that PPUATS will be deciding in July or August.

             There will be a few months before we know anything. Alicia is still on track on getting Ashland

             Avenue out by the 15th of May, 2010. The Committee reviewed our executive minutes. We also

             started preliminary work on the budget. Our next meeting will be March 11th, at 6:30 p.m.   

             at City Hall.

             Discussion: Mayor Dillon said to follow up on what Alderman Venzon said; he received a phone

             call when PPUATS had their technical meeting they did the scoring and Sterling Avenue came in

             second; which is very good.      

             Economic Development Coordinator Pratt said the City  submitted a request to Congressman

             Schock for funds for Sterling Hill, with the help of Alicia Hermann and her staff, for two and a

             half million dollars. This request was sent in through Carol Merna’s office to Congressman Aaron

             Schock’s office to be included with the appropriation for 2010 and 2011.

             City Administrator Carlson said that he had met with Carol Merna a few ago and she sent the  

             paper work for this.

     

  14. PUBLIC COMMENT

        Alderman Dohm said the West Peoria Residents Association came to the Land Use Committee

        meeting to inform us that Catholic Social Services is going to do community gardening on their

        property. The City does not have an ordinance against this. The question was raised if they would  

        start charging rent or selling products, we may have an issue, but if it is just strictly gardens, we have

        nothing on the books to prevent this. This garden sounds like a community event and not a

        fund raising event.             

 

  15. ADJOURNMENT

        Motion to adjourn this meeting was made by Alderman O’Neill and seconded by Alderman Ganson.

        Motion carried unanimously by voice vote. Meeting adjourned at 7:21 p.m.
