TUESDAY January 8, 2008 - 7:00 P.M.

A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on January 8, 2008.

 

1. CALL TO ORDER

Meeting was called to order at 7:00 p.m.


2.  PLEDGE OF ALLEGIANCE

 The Pledge of Allegiance was led by Mayor Jim Dillon
 

3.  ROLL CALL

The following members were present: Alderman Dohm, Alderman Dwyer, Alderman Ganson, Alderman Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas, and Alderman Venzon. Also present: Mayor James Dillon, Attorney Bill Connor, City Administrator John Carlson, and City Clerk Carole Stephens.

5. APPROVAL OF MINUTES

Motion to approve the Minutes from the December 11, 2007, City Council Meeting was made by Alderman Dohm and seconded by Alderman Ganson

6. COMMUNITY POLICE REPORT

Officer Chris Watkins reported that a number of cars and trucks were broken into and loose change was taken. Kids are going into neighborhoods and checking out to see if the doors are locked. About 80 to 90% of the vehicles were left unlocked.  Make sure that your car and trucks and garage doors are always locked.   Officer Watkins also reminded everyone about the Non-smoking Ordinance.

7.  MAYOR’S REPORT

Mayor Dillon talked about an incident at a local liquor establishment on Farmington Road over the weekend according to the Journal Star. Mayor said he will be reviewing the incident with the Sheriff’s Department, with a possibility of a hearing.  This will be discussed and an investigation into what happened. The holiday was a great break for most of us, not so for the Street Department.  Henry, Kyle and Cliff have done a great job keeping up with the ice and snow. The City is limited to the amount of salt we can stock.  With the amount of ice and snow we have had this year we did run low. Thank You to the City of Peoria, we call them and told them of our situation with the salt and we were able to borrow some.  We did reimburse the City when we received our supply.
 

8.   PUBLIC COMMENT

9, MOTION TO APPROVE THE ADOPTION OF ORDINANCE 2008-1 COMPREHENSIVE LAND USE PLAN FOR 2008 was made by Alderman Dohm and seconded by Alderman Ganson

Discussion: City Administrator introduced Nancy Carson Chair of the Planning Committee and the three new members of the Planning Commission: Lynn Dempsey, Mike Swearingen and Amy Furgiuele to the City Council. The Planning Commission along with the assistance of Mical and Krystiana has put together a great plan: The Revised Comprehensive Plan.  Nancy went over some of the revised comprehensive plans. She thanked the City Council for approving it. Mayor Thanked the committee for all of their work and the City Council gave the committee a round of applause.

10. OTHER BUSINESS – DISCUSSION ONLY

A.  Early voting will be held at West Peoria City Hall on:

Friday     - January 18, 2008 from 8:00 a.m. to 7:00 p.m.
Monday - January 21, 2008 from 8:00 a.m. to 7: 00 p.m.
Friday    - January 28, 2008 from 8:00 a.m. to 7:00 p.m.

Grace Period:  Will be from January 9th until January 22, 2008 at the Peoria County Court House, at which time you will be required to vote

B. Review of Yearly Calendar Events.  
C. Survey  -The Residents Survey will be discussed at all of the Committee Meetings.
 

11. COMMITTEE REPORTS

A. FINANCE COMMITTEE – ALDERMAN MATHEWSON – CHAIR

The Finance Committee met on January 2, 2008.  The Committee went over the Survey and our Goals for 2008.  All the goals for the committees were accomplished for 2007.  The Finance Committee is starting to develop a plan for TIF on what types of programs to have:

1. New Building Program
2. Remodel Program

Our thoughts are the first request for money will come from the Remodeling Program.

Mical and Krystiana are putting together the Paint Program for West Peoria. New Banners with the official logo for West Peoria were received. Econ Developer and Street Department Supervisor Henry Strube will be putting them up. Our next meeting will be on February 5, at 5:30 p.m. at City Hall.   We will work on the budget for 2008. 

B.  LAND USE COMMITTEE – ALDERMAN DOHM – CHAIR

The Land Use Committee met on December 19, 2007.The Committee went over the Financial Report, Code and Zoning, Violations and Applications.  We are currently checking on a Garage Sale Ordinance and it will be ready for council shortly.  We are in the process of finalizing our Maintenance Plan.  We reviewed the Comprehensive Plan, which was passed tonight. The Committee reviewed the update on the City’s Landlord Registration.  The City has approximately 430 rental properties. We currently have 265 registered.  We are currently starting to criss cross the non-registers with our code violation report and police report to see if these could be some of the problems places were are facing.  The residents of West Peoria want their city cleaned up.  The Neighborhood Watch is starting again this summer.  Our next meeting will be January 16, at 6:30 p.m. at City Hall.

C. PUBLIC SAFETY COMMITTEE – ALDERWOMAN THOMAS, CHAIR

The Public Safety Committee met on January 2, 2008.  The Committee reviewed the Survey.

Alert Now Communications presented a presentation on Emergency Communication for potential use of the City for Emergency Communication as well as routine communication. We discussed our future goals for 2008.  We had a discussion about amending the Waste Management Contract to provide curbside service to most of West Peoria. Jeff Reagan, the trash collector in West Peoria for Waste Management, commented on the significant improvement in the city as far as the infrastructure and sidewalks. We discussed the Committee’s role in agreement with the City’s Lighting District.  We will be looking into our budget next month and will continue to work on our goals for 2008. Our next meeting is February 5, at 7:00 p.m. at City Hall.

D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON, CHAIR

The Transportation Committee has not met since the last City Council Meeting.  Our next meeting is January 10, at 6:30 p.m. at City Hall.
 

12. PUBLIC COMMENT

Mayor Dillon asked the Building Committee to start having meetings again on the New Building for the City and Township.
 

13. ADJOURNMENT 

Motion to adjourn this meeting was made by Alderman Roberts and seconded by Alderman Meismer.  Motion carried unanimously by voice.  Meeting adjourned at 7:25 p.m.
