OFFICIAL MINUTES OF THE CITY COUNCIL OF THE CITY OF WEST PEORIA, ILLINOIS TUESDAY APRIL 28, 2009 7:00 P.M. WEST PEORIA CITY HALL 2506 W. ROHMANN AVENUE, WEST PEORIA IL
A Regular Meeting of the City Council of West Peoria, Illinois was held at the West Peoria City Hall on April 28, 2009.
1. CALL TO ORDER Meeting was called to order at 7:00 p.m. by Mayor Dillon.
2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Mayor Dillon
3. ROLL CALL Alderman Dohm, Alderman Ganson, Alderman Mathewson, Alderman Meismer, Alderman Roberts, Alderwoman Thomas and Alderman Venzon. Also present: Mayor James Dillon, City Administrator John Carlson, Attorney Bill Connor, City Treasurer Jennifer Main, City Financial Assistant Diana Jarbo, City Clerk Carole Stephens, Street Manager Henry Strube, Township Supervisor Bob DeSutter, Rolland Reinhart, Andrew O’Neill and ICC Student Jamison Tarter. 4. MOTION TO OPEN PUBLIC HEARING REGARDING THE ANNUAL BUDGET FOR FISCAL YEAR 2010 – MAY 1, 2009 THROUGH APRIL 30, 2010 was made by Alderman Mathewson and seconded by Alderman Ganson ROLL CALL 7 Ayes Mathewson, Ganson, Dohm, Meismer, Roberts, Thomas, Venzon Nays - 0 Absent – 1 Dwyer Motion Carried
Alderman Mathewson asked for Comments on the Public Hearing. City Administrator Carlson said the Budget was properly noted and displayed for thirty days prior to this Hearing. Alderman Mathewson made a motion to adjourn the Public Hearing and motion was seconded by Alderman Ganson. ROLL CALL Ayes - 7 Mathewson, Ganson, Dohm, Meismer, Roberts. Thomas, Venzon Nays - 0 Absent - 1 Dwyer Motion Carried. Mayor Dillon thanked everyone for superb job they did on the Budget and commented that West Peoria is in very good financial shape. City Administrator Carlson credited the work of the Finance Committee and also Diana Jarbo. Diana has worked hard on this budget and knows a lot about our system. I would like to recognize her.

6. APPROVAL OF MINUTES Motion to approve the Minutes from the April 14, 2009 City Council Meeting was made by Alderman Dohm and seconded by Alderwoman Thomas ROLL CALL VOTE – Ayes – 7 Dohm, Thomas, Ganson, Mathewson, Meismer, Roberts, Venzon Nays – 0 Absent-1 Dwyer Motion Carried
7. COMMUNITY POLICE REPORT Officer Chris Watkins reported on the arsons that are happening in the south side of Peoria. He advised everyone to watch for anyone cutting through yards and going in between houses. He warned of a silver mustang with a black top was approaching kids in the Bartonville area, he asked everyone to keep watch and report anything that looks suspicious. A couple of unlocked cars in West Peoria were broken into. Keep your cars locked at all times. There was an attempted burglary in the 2100 block of Manor Parkway, the alarm system triggered and the man exited from the rear window, this was at 10:30 a.m. March 29, at 2:00 a.m. there were gun shots heard in the 2200 block of Clark Street. No one was hurt. The police are not sure if they were shooting in the air. No suspects. Bike Patrol will start on May 1. Mayor Dillon thanked Office Watkins for spending his day off to talk to the students on Government Day.
8. MAYOR’S REPORT Mayor Dillon talked about the survey the Alderman received regarding the last Training Session with Bob Farquhar. City Administrator Carlson suggested we move the May 12, City Council Meeting to 5:30 p.m. New Alderman Andy O’Neill and the re-elected Alderman will take the Oath and be sworn in at this meeting. After the May 12, City Council Meeting we will have the training session. Economic Development Coordinator Gene Pratt offered to run the camera in the absence of Rolland Reinhart. A motion to move the May 12, 2009 City Council Meeting to start at 5:30 p.m. was made by Alderman Mathewson and seconded by Alderman Dohm. ROLL CALL VOTE Ayes – 7 Mathewson, Dohm, Ganson, Meismer, Roberts, Thomas, Venzon Nays – 0 Absent – 1 Dwyer Motion Carried Mayor Dillon commented that a total of 46 students from Manual, Notre Dame, St. Marks and Calvin Coolidge attended Government Day put on by the City of West Peoria and West Peoria Township. This is always a great day. Clean Up Day for West Peoria was April 25th, it was very successful. There were 6 dumpsters filled, 5 truck loads from cleaning up the alleys and thirty tires. Mayor Dillon attended the Heart of Illinois Mayor’s Meeting. The speakers that evening were the Illinois State Police. A couple of the Officers were from the Campus Tap Program. Over a year ago John and I attended a meeting at the Police Headquarters with the Illinois State Liquor Commission, the Campus Tap Program and the State Police. After the meeting was over they wanted me to know upon the last few inspections, the great job the bars on Farmington Road are doing on carding patrons and following the rules. We have a meeting with the Stever Water District and Illinois American Water Company tomorrow evening, hopefully they will decide to go to a Special Service Area and get hooked up with Illinois American. I will have more information later. Stever Water District has been trying to work with Illinois American, the City got involved to help. They are very close to hooking up with Illinois American Water and starting the process of replacing some water mains. This will have to be a Special Service Area and then go for approval to the Illinois Commerce Commission it will be the end of this year or the beginning of next year for completion.
9. TREASURER’S REPORT Jennifer Main, City Treasurer passed out the Treasurer’s Report for the Month of March 2009. A motion to Receive and File the March, 2009 Treasurer’s Report was made by Alderman Mathewson and seconded by Alderman Meismer. ROLL CALL VOTE Ayes – 7 Mathewson, Meismer, Dohm, Ganson, Roberts, Thomas, Venzon Nays – 0 Absent – 1 Dwyer Motion Carried
10. PUBLIC COMMENT Township Supervisor DeSutter thanked everyone for all their help on Clean Up Day.
11. MOTION TO APPROVE ORDINANCE 2009-10 AN ORDINANCE ADOPTING THE ANNUAL BUDGET OF THE City OF WEST PEORIA FOR THE FISCAL YEAR BEGINNING MAY 1, 2009 AND ENDING APRIL 30, 2 010 was made by Alderman Mathewson and seconded by Alderman Meismer. Discussion: Alderman Mathewson thanked the Staff for putting this Budget together. They did a good job on it. Congressman Aaron Schock, he is on the Transportation Committee with Ray LaHood, was on the radio talking about Stimulus Money just for Transportation or Infrastructure that will be coming out real soon. Alderman Mathewson asked that we write letters to Congressman Schock or Mr. LaHood for money for Sterling Hill. This is a six million dollar project. We have received some money from PPUATS but not nearly enough to cover this project. MOTION TO APPROVE ORDINANCE NO. 2009-12 AND ORDINANCE APPROVING A TRANSFER OF JURISDICITION FROM THE COUNTY OF PEORIA TO THE CITY OF WEST PEORIA, ILLINOIS FOR A PORTION OF ROHMANN AVENUE was made by Alderman Venzon and seconded by Alderman Ganson Discussion: Alderman Venzon commented that this area is the portion that the county just revamped from Ashland Avenue to Kenwood Avenue, this is just under a quarter of a mile. ROLL CALL VOTE Ayes – 7 Venzon, Ganson, Dohm, Mathewson, Meismer, Roberts, Thomas Nays – 0 Absent – 1 Dwyer Motion Carried
13. MOTION TO AWARD THE CONTRACT FOR KENWOOD AND SWORDS DRAINAGE TO WALKER EXCAVATING COMPANY IN THE AMOUNT OF $19, 966.08 FOR THE REPAIR OF THE KENWOOD AND SWORDS DRAINAGE was made by Alderman Venzon and seconded by Alderman Ganson. Discussion: Alderman Venzon said that this was talked about at the last meeting. The area right at the end of the improved Swords Hill, there have been water problems for a long time and we want to get it fixed now while we can. We received two bids, the engineer estimated this project just under twenty- five thousand and this bid came in under twenty thousand. This will be a directional bore to avoid tearing up the street. 14. APPROVAL TO AWARD BIDS FOR WAVERLY AVENUE, LAMMERS AND PLEASANT STREET, AND CULVERTS ON LAMMERS was made by Alderman Venzon to do each awarding of individual bid separately as was indicated in the bid package. 14. A. MOTION TO AWARD THE CONTRACT TO AUPPERLE CONSTRUCTION COMPANY FOR THE WAVERLY AVENUE SIDEWALK PROJECT IN THE AMOUNT OF $36,897.23 was made by Alderman Venzon and seconded by Alderman Mathewson. ROLL CALL VOTE Ayes – 7 Venzon, Mathewson, Dohm, Ganson, Meismer Roberts, Thomas Nays – 0 Absent – 1 Dwyer Motion Carried 14. B. MOTION TO AWARD THE CONTRACT TO AUPPERLE CONSTRUCTION COMPANY FOR THE LAMMERS AVENUE AND PLEASANT STREET SIDEWALK PROJECT IN THE AMOUNT OF $30,642.08 was made by Alderman Venzon and seconded by Alderman Mathewson. ROLL CALL VOTE Ayes – 7 Venzon, Mathewson, Dohm, Ganson, Meismer Roberts, Thomas Nays – 0 Absent – 1 Dwyer Motion Carried 14. C. MOTION TO AWARD THE CONTRACT TO AUPPERLE CONSTRUCTION COMPANY FOR THE LAMMERS AND PLEASANT CULVERT & STORM INLET PROJECT IN THE AMOUNT OF $7,460.00 was made by Alderman Venzon and seconded by Alderman Mathewson. Discussion: Alderman Venzon stated that this project is not part of the Special Service Area. This is a separate City project. 15. MOTION TO APPROVE JOEL VANNESS AS A TRUSTEE OF THE WEST PEORIA FIRE PROTECTION DISTRICT FOR ATHREE YEAR TERM was made by Alderman Venzon and seconded by Alderman Mathewson . ROLL CALL VOTE Ayes – 7 Venzon, Mathewson, Dohm, Ganson, Meismer, Roberts Thomas. Nays – 0 Absent – 1 Dwyer Motion Carried
16. MOTION TO APPROVE RESOLUTION 2009-04 A RESOLUTION URGING PASSAGE OF A COMPREHENSIVE CAPITAL INFRASTRUCTURE PROGRAM was made by Alderman Ganson and seconded by Alderman Mathewson. Discussion: City Administrator Carlson said that this was a request that came to the City from Illinois Municipal League asking all Municipalities within the state to pass this Resolution and send to our Legislators. It has been 10 years since the Illinois General Assembly and Governor last signed into law Comprehensive Capital Infrastructure Program. ROLL CALL VOTE Ayes – 7 Ganson, Mathewson, Dohm, Meismer, Roberts, Thomas, Venzon. Nays – 0 Absent – 1 Dwyer
17. OTHER BUSINESS – None
18. COMMITTEE REPORTS: A. FINANCE COMMITTEE - ALDERMAN MATHEWSON, CHAIR The Finance Committee has not met since the last City Council Meeting our next Meeting will be May 5, at 5:30 p.m. at City Hall.
B. LAND USE COMMITTEE – ALDERMAN DOHM CHAIR The Land Use Committee met on April 15th, the committee reviewed their Financial Report, which is in good shape. We went over the final draft of the PUD, it was sent to Plan Commission and approved by the Plan Commission. It will be coming back to Land Use. This will go to City Council on May 26. The committee went over the Zoning Report and Goals. The Committee discussed the businesses on Farmington Road and a few on Western Avenue. There was also a discussion on a Teen Club Ordinance, we are looking into this. There is a group of people requesting Flower Boxes in the Rohmann and Sterling Avenue area. We are looking into granting this to a person not necessarily a group, so we will have only one contact person. Our next meeting is May 20th, at City Hall at 6:30 p.m. . C. PUBLIC SAFETY COMMITTEE – ALDERMAN DWYER, CHAIR In the absence of Chair Alderman Dwyer, Alderwoman Thomas said that they met on April 15th. We went over the regular items and discussed the Financial Report and Zoning Code Report. We also discussed a stop sign at the corner Rohmann and Ashland Avenue. The next meeting is May 20th at City Hall at 5:30 p.m.
D. TRANSPORTATION COMMITTEE – ALDERMAN VENZON, CHAIR The Transportation Committee has not met since the last City Council Meeting. Our next meeting in May 14th, at 6:30 p.m. at City Hall.
19. PUBLIC COMMENT Mayor Dillon thanked Alderman Phil Roberts for his service to the City. This was followed by applause from City Council, staff and audience. John Carlson said that the City will welcome him back anytime he would like to return. He has continued to be an asset to our City.
20. ADJOURNMENT Motion to adjourn this meeting was made by Alderman Roberts and seconded by Alderman Meismer. Motion carried unanimously by voice. Meeting adjourned at 7:28p.m.
