TRANSPORTATION COMMITTEE

WEST PEORIA CITY HALL

THURSDAY, AUGUST 13, 2009, 5:30 PM

 

 

            1.   CALL TO ORDER- Meeting was called to order by Chair Venzon at 6:30 PM.

 

2.   ROLL CALL – Members present were Chair Venzon and Alderman

      O’Neill. Alderman Ganson was not in attendance. Also present were: Mayor Dillon, City

      Administrator John Carlson, City Engineer Alicia Hermann, Jeff Hermann and Street  

      Department Manager Henry Strube.

 

3.   ADDITIONS TO OR DELETIONS FROM THE AGENDA – None.

 

  4.   APPROVAL OF MINUTES – It was moved by Alderman O’Neill and seconded by

        Chair Venzon to approve the minutes

                                                               

            5.   SIDEWALKS – Sidewalks are completed except for the culverts and one inlet.

 

            6.   FINANCIAL STATEMENT – The report was reviewed and accepted as presented.

 

            7.   CITY ENGINEER’S REPORT – City Engineer Alicia Hermann gave the report.

                  Kenwood & Swords – The work is complete. The pipe was trenched in due to the proximity of an old water main. They will work with Walker to determine cost adjustments because of the change in scope.

                  Heading Avenue Mill/Overlay – IDOT opened the bids on July 31. R. A. Cullinan was the only bid received for $176,367, 19% over the estimate. The stimulus amount is $60,800. This project will require full time construction inspection and material documentation because of the use of federal funds in addition to the ARRA reporting requirements. Hermann & Associates estimate this will cost $6,000.

                  Market Street Improvements – This project has been closed out.

                  Ashland Avenue – There was discussion of the sidewalk program and petitions.

Sterling Avenue Phase I – Whitney has completed the testing needed for the pavement design and they are continuing with the Phase I study.

Farmington Road Access – re: Babu Property. Ms. Hermann spoke of looking at this option very briefly and her immediate instinct is that it is not a good idea because of the safety issues the hill presents.

          

           8.    HEADING AVENUE BID – There was a discussion of the bid and stimulus money. This item

                  will be on the next City Council agenda.

                                   

           9.   SPECIAL PROJECTS – There was a short discussion of Ashland Avenue. Mr. Strube said that St. Anthony Place needs an inlet like the one that done on Clifton Court.

                 

          10.   OHIO STREET DUMPING ISSUE – City Attorney Bill Connor sent a letter to Mr. Boyer 

                  asking him to stop the dumping at the end of Ohio Street. Mr. Strube stated that the debris is 

                  gone and he believes it has been pushed over the hill.

             

          11.   STORM DAMAGE POLICY – The draft of the revised policy was reviewed. Chair Venzon

                  asked that 1 item be added stating that if the guidelines are not followed, the City will not pick

                  up the branches and the resident will be subject to fines for Code Violations. This item will be

                  presented to the City Council at the next meeting.

 

          12.   PUBLIC COMMENT – None.

 

          13.   STREET DEPARTMENT MANAGER’S REPORT – Mr. Strube spoke about the work that

                  needs to be done on Richmond Avenue. He said he spoke with another contractor because the

                  City employees think they could do the job, but not as well as a contractor could.

                  He stated that the sealcoating of the streets went very well and that he had cleared up all the

                  issues from the alley sealcoating. He said the striping of Rohmann Avenue has been done by

                  the school and expects the rest to be finished soon.

                  There was a discussion of the issue of the State dumping at the gravel pit at night and the

                  neighbors had complained. It was agreed that the next time this is going to be done, we should

                  make sure to notify the residents.

 

          14.   CITY ADMINISTRATOR’S REPORT – Mr. Carlson gave the report.

                        a. GOALS – Mr. Carlson spoke about the discussion of goals from the Finance Committee

                            meeting. He stated that 3 of them are already set – Sterling Hill, the church and Ashland

                            Avenue. Chair Venzon spoke about setting up a 5 year plan. He also stated the need to 

                            figure how to work the Callender / Waverly storm sewer issue.

 

          15.    PUBLIC COMMENT – None.

 

          16.    OTHER BUSINESS – Mr. Carlson spoke about the Stever Water District and stated that all

                   the paperwork is signed and done between the district and Illinois-American Water.

         

          17.    ADJOURNMENT – 7:32 PM
